Eddie C. Mooro Recreation Com~leK - Mr. Wilson gave a brief status
report on the Eddie C. Hoore Recreation Complex and explained to members
that the dedication ceremony was te-scheduled for Tuesday, September 28,
at 5:30 p.m. Ho further explained that the soccer fields are progressing
as faT 8S grass 18 concerned and that $40,000 is included in this year1s
Capital Improvoment Budget for lighting. Mrs. Schultz raised the question
of additional parking area at the facility and Mr. Wilson stated that they
were aware of the crowded conditions and that corrective action will be
investigated.
Moccasin Lake Park - Mr. Wilson reported that since its opening on
August 7. 1982, 1,209 adults and 444 children have visited the park.
Excessive rains have caused problems in various locations around the park,
but corrective action is being pursued.
Youth Maritime Center - Members were advised of the volunteer work
done by Jolr. Michael Leyden at the Youth Maritime Center. Mr. Leyden
donated considerable time to install panelling in the main hall of the
Youth Maritime Center. Materials were provided by the City. Mr. Wilson
explained tl,at Mr. Leyden' 8 efforts have resulted in increased pride being
taken at the facility by participants, and that the City Commission
~eco8nlzcd Mr. Leyden for his volunt.eer efforts at the past Commission
meeting.
Glen Oaks Golf Course - Mr. Wilson explained that Mr. Chick Lewis
is no longer employed as the City's Golf Course Superintendent. He stated
that the City will be advertising for a new gold course superintendent and
that he hoped to secure a person with experience and sincere interest in
maintaining Glen Oaks in the best possible condition. Mr. Wilson said
that Mr. Dave Keyser. recently retired Recreation Superintendent. has
agreed to serve as temporary Golf Course Superintendent until such time as
a permanent superintendent is located. He said that Ms. Wanda Lester,
Internal Auditior for the City. visted the clubhouse with staff and
assisted in developing cash and inventory control procedures to be in
effect on October 1, which 1s the beginning of the new fiscal year.

Mr. Allison Fincher - Mrs. Schultz read a letter from Mr. Fincher
to the Board which explained that he would have to ml'Bs the Board meetings
to February ofl983 in order to attend classes that are necessary to his
business. Mr. Fincher, in his letter, indicated that he enjoyed serving
on the Board and that he hoped that he could continue. He assured members
that he would keep apprised of developments and contribute in any way
pas si ble .

Discussion ensued among Board members, with the general concensus
that Board members attend n8 many meetings as possible and only miss when
it was absolutely necessary. Members exprcsoed R concern with a member
misSing 4 or 5 meetings in n row, especially nn it related to continuity
of programs and input. Dr. MncNutt indicated that the existing attendance
policy states that n Boord member could serve Ilnd that he or she would not
be dismissed unless there were 6 absences within 0 year, excused or
unexcused. The feeling WAS that Mr. Fincher would not reach the 6
absences and that he would therefore remnin on the Board. Therefore,
members felt that Mr. Fincher nhould continue os II member of the Board
unless the existing attendance policy 18 violated. The policy says that a
member may be dismissed if thero arc 6 absences within a 12 month period,
excused or unexcu8ed, or if a member 1mB 3 consecutive unexcused absences.
Members asked Mr. Wilson to write n latter to Mr. Fincher
explaining that he is still n member of the Board and. as far as the Board
could determine, he docs not violate the attendance policy.
Bandshe!1 - Coachman Park - Members were updated as to the
a~chitect'B competition and judging for the bandshell to be erected in
Coachman Park. Members were reminded that the bandshell will be
constructed by the use of pYivate monies. To date, 16 architects have
entered the competition and a $60,000 contribution has been received by
the City for the project. The panel of architects will judge the entries
on Monday, October 4, at the Chamber of Commerce. Mrs. Schultz and Mr.
Fuchs asked if the public could visit the Chamber to view the renderings.
Mr. Wilson said tha t he would checlt and let them know. Also, members
asked if all of the drawings could be placed for public viewing, possibly
at the municipal Library. Hr. Wilson stated that he would check into this
and notify the Board.
Chris Calderbank - Mrs. Schultz read a letter of resignation from
Mr. Calderbank} who resigned from the Board in order to attend and
participate in athletics at a northern university. Members asked Mr.
Wilson to send a letter to Mr. Calderbank accepting his resignation with
regret and wishing him every success in his new endeavors.

Meeting with Other Boards - Members discussed the possibility of
arranging a meeting with members of parks and recreation boards from Largo
and Dunedin to discuss items of mutual interest. Mrs. Schultz made a
motion that a general meeting of all three boards be held in Clearwater on
the 4th Monday of November and that a representative from both the Largo
and Dunedin Boards be invited to the October meeting in order to assist in
preparing an agenda. Dr. MacNutt seconded the motion, which passed.
Members asked Mr. Wilson to contact these other city boards and invite
them to participate.
Other Reports - Mr. Wilson explained that consideration is
currently being given to the possibility of a minor league baseball team
from the Philadelphia Phillies organization being located at Jack Russell
Stadium. Members were advised that such a move would neceBsi~~te the
relocation of the Clearwater Bombers to another facility. Mr. Wilson said
that it would cost approximately $15,000 to ~20,000 to improve the
lighting at the stadium and that it would be costly to relocate the
Bombers and to provide them the necessary facilities. Members indicated
that they would like to be kept informed about the situation and felt that
they should be in a position to make a recommendation on the subject. Mr.
Wilson Baid that he would notify the Board, possibly with a special
meeting, being necessary.

Mr. Ford - Exprasscd hIs concern about: attondance by Board members
and also asked that the Porks ond RQcrontton Dopnrtmant look into the
mowing of the parking lot at Jack Rusooll Stadium {or the soccer
programs. Further. Mr. Ford inquired if it would be pcrmissable for the
Boccer organization to install a amal1 slgn nt tho Court Street Soccer
fieldrecognizlng their tesm ns "Under 12 Stato Champions." Mr. Wilson
indicated that he would have no problelna with thia sign if it was
ama1! and unobtrusive.
,Mrs. Schultz - Sugsested that after "Approval of Minutes" on Board
meeting agendas. the next item be "Responses to Board member comments. II
Mr.:Wilson said this would be done. Mrs. Schultz also inquired about the
unsightly piles of dirt that hove remained for several years on the West
side of the Youth Maritime Center. She asked if something could be done
to move this dirt. Mr~ Wilson stated that he would talk to the Public
Works Department but that previous information indicated that the dirt was
of value to'f!l! in as erosion takes places on the water side of the
property. Also~ the mounds form a barrier for children or for balls being
thrown or hit into the water. lwwever. Hr. Wilson said he would check
again on the Bubjectand into the possibility of smoothing the mounds out
and gra~sin8 them. '
