This regular meeting of the Parks and Recreation Board wno held at
Moccasin Lake Nature Park at 7:00 p.m. rather than at the City Hall Annex
at the usual time of 7:30 p.m. Members had been invited to the park at
6:00 p.m. to have a picnic dinner before the meeting. Members present
included Mr. Chris Cnlderbank, Mr. Eric Ford. Mr. Murray Fuchs, MrH.
Ginger Mcquigg, Mr. Ed Steiner. Members Dr. LaMar MacNutt, Mrs. Diann
Schultz, and Mr. Charles Wood. nnd student member, Steve Muldrow were
unable to attend. Also in attendance were Mr. Ream Wilson, Mr. Art Kader.
Mr. Mike Kenton, Mrs. Neva Tabb, and spouses and children of several Board
members and staff.
Mr. Fuchs made a motion to approve the Board Minutes of May 24,
1982. Mr. Calderbank seconded the motion, which passed.
Board Tours - Mr. Wilson explained that new Board members. Mr.
Ford. Mr. Fuchs, and Dr. MacNutt attended the tour of Parks and Recreation
facilities conducted on June 16. The Board also confirmed tlmt the second
tour, scheduled for July 13. 1982, will stay as scheduled. Mr. Wilson will
send letters to Board members as a reminder of this tour. Mr. Fuchs
stated that he enjoyed the June 16 tour and metioned that it had included
the Ci ty Nursery. McMullen Park Tennis complex, Moccasin Lake park, Eddie
C~ Moore complex, etc.

Youth Maritime Center - Due to the fact that Moccasin Lake Park had
no lightiqg for evening meetings, this item was postponed and will be
discussed at the regular meeting of the Board in July.

Budget and Fees for 1982/83 - Mr. Wilson advised members that
budget hearings were held with the City Manager this past week.
Basically, tne budget emphasis is to hold the line. Further. it appears
that little if any general revenue money will be available for new Capital
Improvement Projects for 1982/83. Rather, the department was directed to
review existing projects and funding to determine if these projects might
not be delayed in favor of new projects that have Burfaced. He stated
that staff had reviewed existing projects and suggested that the following
might be delayed with the funding channeled to new Capital requests.
Under consideration for delay are Northeast Coachman Park ($16, 38B), Bike
Trails ($38,695), Tract 28 in Countryside ($17,840.) Also, since
Montclair Park development is now complete. $3,866 remuins and could be
transferred from this account. A total of these project allocations is
$78.789. Further, in addition to this Bum, indications are that $69,818
recently received from a parkland dedication fee, could he recommended for
next year1s Capital Improvement Projects. The total of these two sources
is $148,607. Needless to say, this is not a sufficient amount to fund all
of the projects that might be requested for 1982/83. Presently. Parks and
Recreation staff Is considering recommending the following projects be
funded. Basketball courts and handball court at the Youth Maritime Center
($10,000). lights for two soccer fields and ballfield at Tract 20 in
Countryside (tJO.OOO), light replacement program on citywide basis
($17,800), additional fencing and boardwalk for Moccasin Lake Park
($15,000), playground apparatus to reple.ce worn-out equipment throughout
the City ($15,000). lighting two fields at Sid Lickton park for girl's
softball ($30.000), and lighting two soccer fields at the Eddie C. Moore
comples ($40.000.) Also. beginning construction of Little League fields
in the Countryside area is considered very desirable.

At this point Board members were given an opportunity to review the
Capital Improvement Projects and to designate their top five priorities.
This information was collected and Mr. Wilson stated that five points
would be awarded to a first place vote. four points to a second place
vote. :.etc~ to determine. on a collective busis. those projects to be
considered as high priority by the Board. This information will be
available at the next board meeting.

Mr. Murray Fuchs - Recommended that Mr. Wilson draft a letter from
the Board to Mr. Mike Kenton thanking him for his input at Moccasin Lake
Park., and to also draft a letter to Mr. Don Williams, architect. thanking
him for volunteering architectural services in the design of the shelter
and restroom at Moccasin Lake Park.

Mr. Chris Calderbank - Stated that the high water on Clearwater
Beach has furthered the erosion of the dirt under the basketball courts at
the Youth Maritime Center. Mr. Wilson stated that he would look into
this.

Mrs. Ginger McQuigg - Stated that Skycrest Park needed to be mowed

located on the Bayfront.

Moccasin Lake Park - Mr. Wilson introduced Mr. Mike Kenton and,
Park Naturalist, Mrs. Neva Duncan Tabb. At this point, the meeting was
turned over to Mrs. Tabb. Members viewed a slide presentation of Moccasin
Lake Park' which was recently prepared. and which is currently being
, scheduled to be shown at various civic clubs around the city. Following
, the ,film, Mrs. Tabb conducted a tour with Board members of the boardwalks,
fishing' pier, windmill at the water site. Interpretive Center building,
restroom8~ etc. Mr. Kenton accompanied the tour and together with Mrs.
Tabb answered many questions that were asked by Board members. Futher,
prior to the Board beginning their tour, Mr. Kenton had taken Board
member's spouses and children on a walk-through of the facilities. Many
, fa~orable comments were received from Board members regarding the Moccasin,
"Lake Park facilities.
