The regular meotitl8 of the Parka and Recreation Board was held at
the Department officea, 10 South Missouri Avenue, on Monday, November 23,
1981 at 7:30 p.m. Members preoent were: Mrs. Marguerite Krame,
Co-Chairman, Mrs. Ginger McQuigg, Mrs. Peg Rogers, Mrs. Diann Schultz, and
Mr. Ed. Steiner. Mr. Jack Gilmore, Mr. Denis Fitzpatrick, Mr. Charles
Wood, nnd Chairman, Mr. Graydon Howe were unable to attend. Also in
attendanoe were Hr. Ream Wilson and Mr. Art Kader.

Mrs. Krame made a motion to approve the Board Minutes of October
26, 1981. The motion was seconded by Mrs. Rogers and pussed.
Mrs_ MoQuigg chaired the meeting and turned the following section
concerning reports over to Mr. Wilson.
BANDSHELL - COACHMAN PARK - Mr. Wilson advised Board members that
an effort is ourrently being made to raise funds from the private sector
to finance the construction of a bandshell to be located in Coachman
Park. A resolution will be presented to the City Commission in the near
future to establish an escrow account in which to deposit funds that are
collected. If approved, these funds would then be used for the design and
construction of the facility. ~he Planning Department ia currently
investigating the possibility of a grant to assist with the design. The

general concensusis to have..money on hand before proceeding with the
architectural competition for the design of the bandshell.
SAND KEY RESTROOMS - Members were informed that the 1981-82 Capital
Improvement budget contains $30,000 for the construction of restroom
facilities on the Bay side of Sand Key. Mr. Wilson stated that these
. .faci1ities are badly needed and that the area is frequented by thousands
of people who are either sunbathing, fishing, or recreational sailing.
Mrs. Schultz asked if a restroom was.needed on the Bay side since a
similar facility will probably be constructed in the future on the
'County-owned property on the Gulf. Mr. Wilson responded that it was his
opinion that restroome would be requi~ed on both aides of Sand Key since
. traffic is heavy and danger hazards could exist with children crossing the
highway. Further, Mr. Wilson stated that the restroom could be a
duplicate of that .which is currently being constructed at Crest Lake
Park. However, he stated that changes could be made and also that the use
of City crews may be investigated in an effort to reduce the cost to fit
the $30,000 budget. . .
COUN~RYSIDE CO}wruNITY PARK - Countryside Community Park has been
; officially named as such by the City Commission and the opening for the
first phase of development is echeduled for December 5, at 10:00 a.m. All
'members were invited to attend this oponing.
CAPITAL PROJECTS ~ Art Kader gave a brief status report on various
Capital Improvement Projects including the Eddie C. Moore Recreation
Complex, Moccasin Lake, Countryside Tract 20, etc.

VAUDEVILLE GRANT - Mr. Kader informed members tllnt tho Ci ty lInrl
recently received a grant of $5,000 for the purpose of conducting
activi ties I'elated to Vaudeville. He stated that many people who woro
Vaudeville performers years ago are currently retired and living in this
area. The grant includes expense monien in which to havo theae perGons
put on Clinics, cut tapes, nnd generally inform peoplo about the old
Vaudeville activities.
MOCCASIN LAKE NA'i'URE PARK - Mr. Wileon advised members thnt the
development of Moccasin Lake Park is progreaing and ,that Mrs. Rogers is
currently serving on a coromi ttee of three which is developil18 a slide
program pertaining to the park. Mrs. Rogers explained that the slide
program is progressing nicely and that it will be soon be available for
showing to area service clubs, school groups, and any other organizations
which might be interested. ~trs. Rogers stated that funds might be
requested from the private sector as a result of the slide presentation in
order to assist in further development of the park.
KENDALL PROPERTY - Mr. Wilson explained that a decision haa been
made to develop the Kendall property on Clearwater Beach into a parkill8
area and additional beach. He stated that this Was consistent with the
intent of development when the property was purchased with a matching
federal grant about ten years ago. He stated that this beach area could
be developed differently than other portions of Clearwater Beach in an
effort to accommodate needs of the handicapped. Members discussed various
facilities for the handicapped such as walkways, tables, umbrellas, etc.
OTHER REPORTS - Members discussed the next Parks and Recreation
Board meeting which normally would be scheduled for December 28, 1981.
.Because of the Christmas Holidays, Mrs. Schultz made a motion to cancel
this meating and meet again for the regular meeting of January 25, 1982.
Mr. Steiner seconded the motion, which passed.
COMNENI'S BY BOARD HEMBERS
Mrs. Krame' - Inquil'ed about the dinner boat which is scheduled to be
docked. at the Clearwater Bayfront. Mr. Wilson stated that the dinner boat
was' currently operating on a part-time basis out of the Clearwater Marina
and 'that he would inquire further about when it will be located on the
Bayfront.
Mrs. Rogers - Complimented the' department on the selection of its new
tennis progessional at McMullen Park, Mr. Steve Bergovoy. She also
inquired about the construction of a tennis batters wall at McMullen Park
and. felt that it was badly needed. She was advised that monies are
available in this year's budget and that construction will begin in the
near'future. Mrs. Rogers also complimented the department's Arts and'
Crafts Supervisor, Mrs. Margo Walbo1t. She stated that Mrs. Walbolt is a
. excellent artist and that she has been most cooperative while working on
graphics for the committee on the Moccasin Lake slide project.
Mrs. Steiner No comment.
.Mrs. Schultz Asked if the area proposed for the parking lot behind Maas
Brothers has been officially removed from park dedication status. Mr.
Kader'responded that it has not yet been removed to the best of his
knowledge. .

Mrs. Sohult~ also inquired about the development of a gift catalog for the
department and Mr. Wileon responded that efforts are being mAdo to
investigate such a catalog. She also asked about the Memorial Gauneway
and whether or not the Police Department could Ilsk people who llre parked
there to leave. Mr. Wilson explained the emergency roadway on the South
side of the Causeway and said that it was designated for emergency nendo
only. He also said that the Police Department might be called in the
event special questions arise concerning parking on the Causeway. Mrs.
Schultz' also asked about the land which is located at the North end of
Clearwater Beach and across from Cnladesi Island. She asked if the land
was for sale and Mr. Wilson responded that he would investigate the matter
and report back to,t~e Board.
Mrs. McQuigg - Asked if the departmenthaa rules which govern the use and
time limits relative to handball courts throughout the city. Mr. Wilson
'.' stated that rules governing play at these feciH ties are not posted and
. that Bevere problems' have not been reported to the department. However,
should major problems develop, rules could be post'ed. Hrs. !1cQuigg also
suggested that.the department investigate the possibility of constructing
a "U"shaped roadway at Rosa Norton Park to accommodate the heavy traffic
generated by the swimming pool and the athletic field. Mr. Wilson aaid
that he would look into the situation and report back to the Board.

Mrs. Schultz complimented the department relative to the trees and sod
- being planted at Morningaide medians. She stated that they looked very
at'tractive. -
