The regular meeting of the Parks and Recroation Doard was held at
the department offioes, 10 South Missouri Avenue, on Monday~ June l~ 1981~
at 7:30 p.m. Members present were Chairman~ Graydon Howe, Mr. Jack
Gilmore~ Mr. Denia Fitzpatrick, Mrs. Marguerite Krame~ Mrs. Ginger

Members asked Mr. Wilson to exprooo their oonoorno to City Manager~
Antho~ Shoemaker, and to ask for 8 responso from him relativo to tho role
the Parka and Reoreation Board should ploy. Mr. WilDon stated that the
CODatal Zone Manasement Eloment was n draft at thia time and that it would
be Beveral months before final adoption. Momboro oonfirmed their desire to
have representatives from the Sailing Center attend the next Board moeting
to explain their proposed plan.
. Ba~front - Mr. WilBon advised Board members that he had no further
information regarding the hotel being proposed for the Bayfront, to be
located immediately Went of Maas Brothers. However, he indicated that
oonsiderations are being given to the construction of a single level
parking facility to be located over the parking lot North of the proposed
site and which would accommodate approximately 150 automobiles. He
indioated that a number of legal aspects are being investigated by the
City and by the owner, and that a portion of the parking lot site has been
dedicated by resolution of the City Commission as a pa~k. He said that
the Doerd would be kept apprised ae further information becomes available.
. Members expressed concerns about using dedicated parkland for a
parkins facility. Mr. Howe said that he and the Board are'oharged with
preserving parkland and that he feels a strong responsibility for this.

He feels that, the Board should be given opportunity for imput and wants to
know where the Board stands. Members requested that Mr. Howe write to the
City'Managerto inquire about the hotel, parking, etc., and to inquire BS
to the role the Parka and Recreation Eoard, should play. Several members
indicated that'parking.should not take place over dedicated public park
. property and: that parking for the hotel should be included in the hotel
structure itself. Members' reaffirmed their desire to call a special
meeti~gto.disoUBB the parking BS further inform&tion becomes available.

Pier 60 Pool - Mr. Wilson. advised the Board that a contract for
'construction.of the bathhouse building at Pier'GO was awarded on May B to
. C.onstrUction. Management and Services 1 Inc. The contract time calle for
. completion in 150 days, but indications from the owner are that they hope
t<? . complete ,the facility sooner. ' Mrs. Schultz asked Mr. Wilson if the
department would be geared to provide swim programs as aoon as the
. ,facility. ,is completed. Mr. Wilson responded that this would be the case
. although'. the'. pool would be closed during three winter months.

2. Mr. Wileon advioed that Mr. Dave Harrington has been contracted
ae the new tennis professional at the McMullen Tennis Complex.
3. Mr. WilBon advised that boer sales at Glen Oaks Golf Course are
approximately 1/3 of what was originally anticipated and budgeted.
Presently, approximately 33 cans of beer are being Bold each day and the
original estimate wae 99 cans a day.

4. Relative to questions about the dirt 'stored along the
waterfront at the Youth Maritime Center~ Mr. Wilson advised that the dirt
should be left in place to prevent erosion, or if it is moved, a seawall
ahould bo oonstructed. If the dirt is moved and a seawall was not
constructed,. erosion would continually eat into the area. Presently, the
.dirt from ille piles slides down in eroded areas. Mrs. Schultz Bsked if a
seawall would ever be oonstructed. Mr. Wilson responded that a seawall
was to be inolude~ aa a part of the small boat marina oonstruction in the
,.., event a marina was oonstruoted at ,this site. In the event a marina is not
y,;',: t'o be construoted 'at this site, the. Parles and Recreation Department would

7. Mrs. Schultz stated her dosire for the Clearwater Parke and
Recreation Board to reciprooate in holding a meeting and inviting advisory
board members from parks and reoroation in Largo and Dunedin. The firat
meeting involving these three organizations was hoated by Dunedin during
the Christmas holidays. Members felt that too many people are on vocation
during the summer months Bnd that September would be a good time for a
meeting. They asked Chairman Howo to write a letter to the chairmen of
the Largo and Dunedin parks and recreation boards to invite thom to a
September meeting. .'ro. Sohul tz moved tha t Mr. Howe wri te to the boa rds
of Dunedin and Largo inviting them to the meeting to diacuoB the roles

Capital Improvement Program-Mr. Kader distributed to members a
chart outlining all existing Capital Improvement . Projects and projects
,which are being requested for the 1981/82 fiscal year. He briefly
discussed each of the 32 projects and encouraged response and imput from
. Board members. Members discussed the projects at length and decided to
. rank them by each member choosing the five most important projects in his
" or her opinion. Five points were assigned to first place votes. After
"going through each of the projects~ the following scores and priorities

, Operating Budget - Mr. Kader explained that the operating budget
requested for 1981/82 is $4~665,774.00, for an increaoe of ~09~179.00~ or
9.61% over the existing year's budget. However, he cmphaai~ed that of tho
increase~ $125,354 wao being requested for the Eddie C. Moore Rocreation
Complox Bnd for the operation of Moccaoin Lake Park. Without the neod to
operate these new facilities, the requested budget would havo reflected an
increase of $28,,825.00, or only 6.67%. or this percentage increaBe~
merit increases for employees are expeoted to aocount for approximately
5%.

Mr. Wilson distributed to members attendance reports of members for
the past 12 months. Members discussed the policy of Board member
attendance and tho fact that a member may be dropped from the Board in the'
.event he or ahe. has three oonsecutive unexcused absences or six absences
. . . f'or', any reason during a twol ve' month period. Mr. Wilson explained his
., . concern about Mr. Charlie Meeke, who due to the pressures of his
involvement with his new private soccer establishment and to the time he
'is required to put in being active on a statewide basis with Boccer~ haa
not' been' able to attend any meetings for the past year. Memborssgreed
with ,this concern and felt that a new member should be appointed by the
. City Commission. Mr. Howe is sending a letter to the City Manager relative
to ,this matter.
