considered and discussed the IITree Thoughtsll program as ap'
Cynthia Nash, Chairperson of the Chamber of Commerce BeTe
Briefly, the program involved the planting of trees by .
public in commemoration of special events, including 9ra~
'birth, etc. The Board considered the proposal and, rather
official recommendation, expressed a desire for the Beautifi~
,redirect their energies toward a project that might enhance th,
,Moccasin Lake Park. Reasoning was that this would be more valu~,
since trees could be planted by City crews. .
, : However, Ms. Nash, after discussing the above with her council, expressed an
;interest in Moccasin Lake Park but also requested that the Parks and Recreation
,Board, reconsider their, proposal for' the If Tree. Thoughts" program since consider-

The regular meeting of the Parke and Recreation Board was held at
the Department Offices, 10 South Missouri Avenue. on Monday. March 23,
1981, at 7 :30, ,:p~m. Members present were Vice-Chairman Peg Rogera. Mr. '
Denis Fitzpatrick, Mrs. Ginger McQuigg. Mrs. Diann Schultz, and Mr. Ed.
Stei~er. Nr. Jack Gilmore,. Chairman Graydon Howe. Mrs. Marguerite Krame.
and Mr. Charlie Meeks were unable to attend. Mr. Ream Wilson was aleo in
attendanoe.
Mr. Fitzpatrick made a motion to approve the Board Minutes of
February 23. 1981. Mr. Steiner aeconded the motion, which passed.
Mr. Wilson reported on the following:
ItTREE THOUGHTS" - Ms. Cynthia Nash and Mr. Brian Steffey,
representatives of the Chamber of Commerce Beautification Council, gave a
presentation to the Board relative to a "Tree Thoughts" program their
council would like to sponsor in one of the City parks. Ma. Nash
'explained that the program would involve members of the public in that
citizens could purohase a tree to be planted in commemoration of a special
event, including graduation. marriage, birth. etc. Mr. Wilson informed
members that he and Mr. Bill Voght. Nursery Superintendent. visited Crest
Lake Park and feel that the sidewalk leading to the lake from Cleveland
Street would possibly prove to be an appropriate setting for this group of
trees.' Further, Mr. Wilson showed Board members a recent article from the
"Nation's Cities WeeklyU'newspaper which discusses similar programs
underWay in other communities around the country. The purpose of these
programs is to encourage private donations to city parks and to make
citizens'feel a part of the overall park programs. Ms. Nash said that a
" , number of trees, 50 or 100, could be planted as one group and that persons
'purchasing, these trees would have their namea engraved on a small plaque
to be located at the front of the group of trees. Mr. Wilson said that
, hia:department would have to determine the exact number of trees that
could be accommodated at Crest Lake and' that he felt a row or two on each
'aide of the ,sidewalk might be appropriate.

Board members discussed the "Tree Thoughtalt pl'ogram at length and
asked several,questioDa of Ms. Nash and Mr. Steffey. All publicity and
promotion of the activity, if approved, will be handled by the Chamber.
while the City would be 'responaiblefor planting the trees.
, Mrs. ,Schultz made a motion to support the concept of the "Tree
Thoughts" program providing that the full coat of the trees and plantings
are covered by ,the participants and that the location of the trees fits in
with the overall site plan of the designated park. Mr. Steiner aeconded
the motion, which passed.
:t) , Mr. Wilson advised Me. Nash that he would forward the request for
the program to the City Manager and to the City Commission for their
'consideration after the number of trees and exact costa were determined.
.Memb~rs thanked Ms~ Naah,and ~r. Steffey for taking the time to come to
the 'meeting to explain the program to the Board.

CREST LAKE PARK - Members were shown a preliminary sohematic and
site plan of the proposed restroom facility for Crest Lake Park drawn by
the arohitect. Members discussed the project and felt that such n
facility is badly needed. Mrs. McQuigg asked why the facilities in the
men'a room were not back to back with the ladies' room faoilitea and aaked
if the doors (gates) to the restrooms could be located in front of the
alcoves, which would eliminate a potential hiding spot ~or any undesirable
element at night. Mr. Wilson said that he would check with the architect
regarding both of these questions.
FUN 'N SUN ACTIVITIES - Members were provided printed schedules of
Fun "N Sun activities and were informed that the Parks and Recreation
Department participates to a large extent in many of them.
RESIDENTIAL LANDSCAPE BEAUTIFICATION PROGRAM - Mr. Wilson
distributed printed infonnation regarding the "Residential Landscape
Beautification Program" which 1s sponsored by the City's Beautification
Committee. He stated that the Beautification Committee has become most
active and that they would appreciate any assistance the Parke and
Recreation Board members could give to supporting the residential program.
PIER 60 SWIMMING POOL - Mr. Wilson reported that all pel~its have
now been secured by the owner of the Pier 60 Swimming Pool lease for the
construction of the new bathhouse building. He said that the existing
'building has been razed along with the old filtration equipment.' A new
filtration Byatemm~t~Lbe installed along with the new bathhouse, but
these facilities not be ready for the public until after the summer
months. Construction on the ,new facilty is to begin immediately.
BELMONT PARK - Mr. Wilson reported that new fencing and light
fixtures have been installed at Belmont Park, which is expected to be
heavily utilized by local soccer programs as well as football, rugby, and
~softball. Minimal sodding and some landscaping materials are all that is
needed to complete the project.

MANDALAY PARI( - Members were informed that the Parks and Recreation
Office has received numerous compliments from people about the
installation of playground apparatus on the old Clearwater Yacht Club
property immediately adjacent to the tennis courts on Clearwater Beach.
,.Visits to the'site reveal that children are heavily using the equipment.
OTHER' REPORTS
Mr. Wilson stated that he had talked to Mr. Charlie Meeks regarding
his status on the Board. Mr. Meeka,haa missed a considerable number of
meetings' due to his being heavily involved and scheduled with his new
indoor soccer facility. The new business plus Mr. Meeko1 responsibilities
,with state soccer associations have made it extremely, difficult for him to
. attend'meetings. Mr. Wilson indicated that Mr. Meeks would shortly be
sending a letter of resignation to the City.
COMMENTS DY BOARD MEMBERS
Mrs.' Schultz - Inquired about whether or not there was a water
fountain at Rosa Norton Park and was informed that one is located behind
,the softball field bleachers. She also questioned the status of the
Sailing Center being proposed for Sand Key and reiterated her objections
to fenCing beiDS placed on the property.

Nr.Wilaon rospondod that the department had a considerable number of CETA

over the pSBt two or three yearo. Thts being the caee, the termination of
, the program \fill not have an adverse affect on the department.
Mre. McQuigg - Inquired about the sculpture to be located at,the
toll booth on Sand Key 8S a part of the Artist in Residence Program_ She
alao oxpressed her opposition to fencil~ and construction on City-owned
property on Sand Key. Further, Mrs. McQuigg asked if the department would
8gain beoponeoring the'Oompetitive Swim program Be last year. Mr_ Wilson

looked good. She also recommended that the department look into the
oonstruotion of a batter's wall at McMullen Park, which ahe feels would be
