.... Tho regular meoting of tho Parks and Recreation Board was hold at the Department
~ffices, 10 South Missouri Avenue, on Monday, June 23, 1980, at 7:30 p.m. Members present
were Mrs. Edwin Grenclle, Mrs. Mnrguerite Krarno, Mrs. Oiann Schultz, and Mr. Ed. Steiner.
Mr. Jack Gilmore, Mr. Graydon Howe, Mrs. Gingor McQuigg, Mr. Charlie Meeks, and Mrs. Peg
Rogers were unable to attend. Mr. Ream Wilson and Mr. Art Kader wore also in attendance.

Even though a quorwn was not present, members suggested following through with an
informal meeting.
The Board Minutes of June 2, 1980 wore tabled for the next meeting.
Mr. Wilson reported on the following:

SLIDE PRESENTATION - Mr. Wilson gave a slide presentation showing an overview of Parks,
Nursery, and Recreation Division activities. Members discussed the slides and made comments
during the presentation.

PIER 60 SWIMMING POOL - Mr. Wilson informed members of high points regarding the new lease '
between the City of Clearwater and the Pier 60 lessee. These included:
1. The beginning time of the new 15 year period is still in question. The City Commission,
"" desires that the beginning date be December 31, '1978, which was the expiration date of the
previous lease. The lessee desires that the beginning date be July 1, 1980.
, 2. The lessee will construct a high wood or concrete wall to prevent sand from blowing into
(::!: n",:~he ' pool.

,3. The lessee will install a sign advertising the pool as public.
4. The lessee will construct a new bathhouse building and will be allowed to recapture
. 'one-half of its cost, up to a maximum of $5(Looo.

S. The lessee will install a new filtration system to be approved by the City.
6. Construction of the bathhouse will begin approximately September 1, 1980, and be
co?pleted prior to April 1, 1981.
, . ':7. A possibility exists of the City conducting late summer swinuning classes at the pool
during the month of August, 1980. Personnel will be required.
8. Under the new lease, revenues to the City will range from 10 to 12~ percent rather
than from 6 to B percent as in the p~evious lease.
9. The lessee will be required to have the pool open 9 months a year, April through
Dec~er. No heat will he required as an energy conservation measure. The city will program
the 'pool during the months of June, JUly, and August, until 1:00 p.m., six days a week, and
will have a minimum of ten hours available during the months of April, May, september, October,
and November.
lUUUNG OF PARKS - Board members were provided copies of a draft memo concerning criteria
" ,for, the naming of parks and recreation facilities. (Copy of draft attached) Members approved
>:', ;-'\he draft by,concensus after amending criteria #2 relative to homeowners associations being
,', : \~ontacted when considering names for parks located in their neighborhood. Members suggested
~", . 'that Mr~ Wilson contact Chairman, Graydon Howe, and Co-Chairman, Peg Rogers, so that they would
have a copy of the draft memo to review and to sign if acceptable.

TENNIS CLASSES - Members were advised of free group tennis instruction which will

'1:' be offered starting the month of July at \'toodgate Park, Dol 01.'0 Park, Norton Park, Clearwater
k High School, Youth Maritime Center, and the Bayfront Courts. Instruction will be provided
f,", by volunteers and/or present employees.

OTHER REPORT~ - Mr. Wilson informed members that the emergency roadway along tho South
side of the Causeway is expected to be complete, with ~he exception of an asphalt surface,
within two weeks. When completed, the roadway will be posted, allowing bicyclos and joggers.

,Mrs. Krame - Discussed popularity of a womens' swimnastics exercise program which met
with considerable success in her home town. Mr. Wilson stated that he would mention this to
the Department's aquatic personnel and that they will quite possibly be contacting her.
Mrs., Kroome also mentioned that a bush located at the Southwest corner of Oscoola and 'Seminole
creates a sight distance traffic hazard. Mr. Wilson advised that he would give this infor-
mation to the Ci~y's Traffic Engineer for investiga~ion.

Mrs. Schultz - Asked about the construction now in progress on the Memorial Causeway
flower beds. Mr. Wilson responded that the work in progress is required to improve the land-
scaping by removlng numerous dead plant materials which have been destroyed by vehicular
traffic and replacing' it with similar shrub materials. Further, maintenance problems exist
becauseof,a build up of sand in the middle of the medians which causes problems with irrigation
heads, rnowing, ,: edging, etc. Mrs. Schultz also inquired about seaweed and fish on the beach.
'Members were advised that Department personnel have been involved in seaweed removal for the
'las~ 'several 'days and that work will progress for a few more days. The area of concentration
,is between the Caribbean Gulf on the South and Avalon Street on the North. Presently, the
City maintains only that portion of the beach which is in the right-Of-way of the street
" ends North of' Avalon. ' ' '
