The regular monthly meeting of the Parks and Recreation Board was held at
the Department Offices, 10 South Missouri Avenue, on Monday. January 7, 1980,
at 7:30 p.m. Members present were Mr. Jack Gilmore. Mrs. Edwin Grenelle, Mr.
Graydon Howe. Mrs. Marguerite Krame, Mrs. Ginger McQuigg, Mr. Gus Stavros.
Mrs. Diann Schultz, and Mrs. Peg Rogers. Mr. Charlie Meeks was unable to
attend. Also present were Mr. Ream Wilson. Mr. Art Kader, and Mr. Jeff Butler.
Assistant City Manager for Finance.
Mrs. Grenel1e made a motion to approve the Board Minutes of November 26.
1979. Mrs. Krame seconded the motion, which passed.
Mr. Stavros introduced Mr. Jeff Butler, who in turn gave a presentation to
members on the City's recommendation to develop the 320 acres in North Clearwater
into an industrial and golf course complex. Mr. Butler explained about the possib-
ility of clean. light industry purchasing 20 acres of the site, which would leave
approximately 115 acres for development of a golf course. Mr. Stavros opened dis-
cussions on Mr. Butler's presentation and each Board member commented and asked
questions regarding the proposed development. Considerable discussion ensued, with
each Board member expressing his or her own comments and concerns.

Following a lengthy question and answer session, Mrs. Schultz made the follow-
,ing motion:
llTo expedite purchase of additional parkland, the Parks and
Recreation Board supports the concept of clean, light industry
purChasing the 20 acre tract in North Clearwater currently
owned by the City, with the proviso that the money acquired
be legally tied to immediate purchase of additional parkland
to be used for a softball complex. Also that no City monies
be used to subsidize operation of a golf course surrounding
the industrial site."
Mrs. Rogers seconded the motion, which passed unanimously.
Mr. Stavros thanked Mr. Butler for coming to the meeting to make the presen-
tation and turned the meeting over to Mr. Wilson for further reports.
Mr. Wilson discussed with Board members a new proposed rental and fee policy
pertaining to various public facilities, including buildings, swimming pools,
,athletic facilities, and Jack Russell Stadium.
'Mr. Howe made a motion to approve the proposed rental rates as shown on a
draft of the "Recreation Facility Leasell with the revision of changing the basic
rental for swimming pools .from $25 a day to $50 for the first hour and $25 for
each additional hour. Mrs. Grenelle seconded the motion, which passed.
Comments by Board Members
Mr. Gilmore - stated that he thought the meeting was most enjoyable and
educational. Further, Mr. Gilmore expressed his apologies to the Board for missing
the Christmas meeting~
Mrs. Krame - stated that the meeting was most educational and fruitful.

'Mrs. McQuigg -
stated that the meeting was interesting and, educational.
Mrs. Grenelle - expressed her interest an~ approval for light industry
coming into the City and complimented the rates being proposed for the rental
of pu~lic facilities.
, ~rs. Rogers - requested that consideration be given to reducing the tennis
,court fees at McMullen Park for children during'non-prime time hours.
Mrs. Schultz - expressed an interest in Board members befng advised of items
,coming before the City Commission that may be of interest to Parks and Recreation
Board members. Also, Mrs. Schultz informed Mr. Wilson of a bench with broken
slats being located on Mandalay Avenue across from Eckerd, Drugs. Mr~ Wilson said

Mrs. Schultz made a motion to adjourn the meeting.
