I:." :.\~::. ~ '\ ", ' o .:}' , .' :~: ~:: f:',f' j::t' ":', J CITY OF CLEARWATER PARKS AND RECREATION BOARD MEETING AUGUST 27, 1979 The regular monthly meeting of the Parks and Recreation Board was held at the Department Offices, 10 South Missouri Avenue, on August 27, 1979. Members present were Mr. Jack Gilmore, Mrs. Ginger Mcquigg, Mr. Graydon Howe, Mrs. Marguerite Krame, and Mrs. Dfann Schultz. Also present were Mr. Ream Wilson and Mr. Art Kader. Mr. Gus Stavros, Chairman, Mrs. Edwin Grenelle, Mr. Charlie Meeks, and Mrs. Peg Rogers were unable to attend. Mrs. Schultz, Vice-Chairman, served as Chairman in the absence of Mr. Stavros. Mrs. Krame made a motion to approve the Board Minutes of July 23, 1979. Mr. Gilmore seconded the motion, which passed. Mr. Wilson reported on the following items: FINANCIAL: Board members were provided copies of the Department financial reports for the 10th and 11th accounting periods. As of the 11th period, the Department is spending at a rate of 79.7%, as opposed to the normal expenditure for this period of 84.6%. Members were advised that 85% of the Glen Oaks Golf Course budget has been expended. ,The Department is under normal expenditures by 4.9% and Glen Oaks Golf Course is over by .4%. 1979 80 BUDGET RE UESTS: Mr. Wilson advised Board members that the City Commission he t e irst pub ic hearing on the City's 1979/80 Budget Requests on August 26, 1979. The second and final hearing on the Budget ;s to be held on September 6. Board members were invited to attend the September 6 hearing to express their views on the Budget. At the July Board meeting, members requested that Mr. Wilson arrange a meeting with the Board and the City Commission to discuss the acquisition of land for "parks and recreation purposes. Mr. Wilson advised members that the City Manager and Commissioners have invited Mr. Gus Stavros, Chairman, to attend the regular Commission Work Session of September 4, 1979 at 9:30 a.m. Mr. Wilson read a letter from Mr. Shoemaker, City Manager, to Mr. Stavros informing Mr. Stavros of the invitation. Mr. Wilson informed the Board that he had talked to Mr. Stavros and that Mr. Stavros will make arrangements to attend the City Commission Work Session as requested on behalf of the Board. Mrs. Schultz stated that she would also like to attend this work session. The Acquisition of Park Land is usually funded from City Land. Sales Revenues. Presently, $247,000 is earmarked for land acquisition, but funds are not set aside for next year since there are no projections to sell any City properties. However, in the event properties are sold, monies will be credited to the. account. ADJUSTED FEES FOR 1979/80: Members were advised that a decision has not yet been made by the City Commission as to whether or not they will approve the adjusted fees for recreational activities as presented by the Parks and Recreation Department. A deci- sion concerning these adjusted fees will quite likely be made at the September 6 Budget Hearing. CITY PLAYERS/PROPOSED FEES: ~embers discussed the $1.00 admission fee being proposed for adult productions performed by the City. Players. Mr. Howe expressed the feeling that the fee is appropriate and that it would assist in crowd control. Mrs. Schultz expressed her approval of the fee but also expressed a concern of l~rg~ groups of people purchasing blocks of numerous tickets. Mr. Wilson advised Mrs. Schultz and members that the City Players are considering offering additional performances as well as matinees in an effort to accommodate all people who wish to attend performances. ,'I'." >.,.1 't':. , '. l: '". CHESAPEAKE PARK: Mr. Kader informed members that the lighting system at Chesapeake Park is virtually complete, with only a few days work needed. A slight delay in the project has occurred asa result of heavy rains and wet grounds. Mr. Kader also , stated that the ballfield had been used recently for a Metro Slow Pitch softball tournament. ~ o MANDALAY PLAYFIELD: Members were advised that the Playfield on Manda1ay Avenue has been sprigged with grass and is approximately 25% covered. Lighting will be erected as the schedule of the City electricians permits. ISLAND ESTATES PLAYGROUND: Mr. Kader informed members that the playground at Island Estates is nearing completion, with the installation of playground apparatus. Sod is scheduled to be installed next week. FLORIDA POWER RIGHT-OF-WAY: Mr. Wilson informed Board members of the applications submitted by the Department to the Florida Power Corporation for the use of utility Right-of-Way for a Tree Farm and Bicycle Path. The initial response from Florida Power regarding the Tree Farm application in- dicates that our choice of Right-of-Way location is not acceptable to the utility company due to existing underground utilities and close proximity to transmission towers. Florida Power will notify the Parks and Recreation Department as to other locations which might be more acceptable to them for the establishment of a City Tree Farm. 'A response from Florida Power has also been received in regard to the application to use Right-of-Way for'a Bicycle Path. Florida Power requested that this project be delayed temporarily due to the fact that they are currently working with the Pinellas County Water Department on the installation of a major underground water line. Once the water line location is established, indications are that Florida Power will reconsider the City's application for use of Right-of-Way for a Bicycle Path. JACK RUSSELL STADIUM: Mr. Wilson advised Board members that the new scoreboard at Jack Russell Stadium is under repair. A defective console has been discovered and a replacement is expected within the next day or two from the factory in South Dakota. Hopefully, the console will be received prior to the beginning of the Men's Southern Fast Pitch Softball Tournament which begins on Wednesday, August 29. Further, members were informed of a light failure at Jack Russell Stadium which occurred during a gam~ between the Bombers and the Midland, Michigan team. Electrical Division employees provided emergency repairs to,the system on Sunday, August 26 in an effort to have the system working by the Wednesday Regional Softball Tournament. COMMENTS BY BOARD MEMBERS: :.-, ~.:) Mrs. Marguerite Krame Mrs. Krame invited other memhers to attend a synchronized swimming show which ,will take place at Norton Park Pool at 8:00 p.m. on Wednesday, August 28. Mrs. Krame stated that the girls have performed well in the past and that the performan~e scheduled on Wednesday should be of interest to members. Mrs. Ginger McQuigg Mrs. McQuigg complimented the Department's Competitive Swim program and informed members of the swimming meet to be held on Thursday, August 30 at 5:30 p.m. at the Bobby Walker Pool. Mr. Graydon Howe: , Mr. Howe inquired about the new driveway installed at Countryside Boulevard lead- ing into Woodgate Park. Mr. Wilson advised that the driveway was installed in order to provide overflow parking necessary for large events. Mr. Howe also informed Mr. Wilson of mole crickets being present in the grass at Woodgate Park. Mr. Wilson stated that he would look into the situation.
