The regular monthly meeting of the Parks and Recreation ~~~rd
was held at the Department offices, 10 S. Missouri Avenue, on
Monday, February 26, 1979, at 7:30 P.M. Members present were Mr.
Dick Prokes, Mr. Gus Stavros, Mr. Bill Justice, Mrs. Helen Taube,
Mrs. Edwin Grenelle, Mr. Jack Gilmore, Mr. Graydon Howe, and Mr.
Charles Meeks. Invited guests attending were ~tts. Marguerite
Krame, Mrs. Miohael McQuigg, and Mrs. Ron Schultz. City employees
attending were Mr. Dave Keyser, Mr. Art Kader, Mr. Terry Schmidt,
and Mr. Mike Kenton. Also present was Mr. Ream Wilson.
Mr. Howe made a motion to accept the Board minutes for the
month of January. Mrs. Grenelle seconded the motion which carried.
Mr. Wilson introduced Mrs. Marguerite Krame, Mrs. Michael
McQuigg, and Mrs. Ron Schultz as new Board members who will offici-
ally begin their term on Wednesday, February 28, 1979. Also intro-
duced were Mr. Dave Keyser, Superintendent of Recreation; Mr. Mike
Kenton of the Planning Department; and Mr. Art Kader, the new
Assistant Director of Parks and Recreation for the City of Clearwater.
Chairman Prokes discussed the ordinance pertaining to student
~ Board members and the City Manager's letter about absences of Board
-:....:...; members. Mr. Wilson stated that he will have copies of the ordinance
for distribution at the March meeting.
Mr. Prokes reminded members of the dinner to be held at the
Sheraton Sand Key on Tuesday, February 27 at 7 P.M. honoring all
City Board members.
Mr. Wilson reported on the following items:
FINANCIAL; Board members were provided copies of budget expenditures
for the 3rd and 4th financial periods. Expenditures are running
be~ow the norm as of the 4th period.
PARKS, RECREATION, AND OPEN SPACE PLAN. Mr. Wilson introduced Mr.
Mike Kenton who.gave an overview of the Parks, Recreation and Open
Space Plan. This overview was followed by considerable discussion on
the part of Board members, visitors, and City staff. Among the many
items discussed the following were included:
1. Existing special facilities should be included in the chart
showing existing recreational open space. However, special facilities
that are fenced in and locked during evening and weekend hours should
be excluded from total acres of available open space.
2. Eliminate ~1ay fields from Table 2 entitled: "Existing

4. Clarify basketball hours to read: "Outdoor Basketball Courts."
5. Consider changing user age group categories to include young-
sters from 5 through 12 years of age and from 13 through 19 years of
age. Presently, these two age groups read 5 through 14 years and 15
through 54 years.
6. Add proposed standards to Table 8 entitled: "Recreational
Facilities by User Groups and Planning Districts."
7. Consider adding results of application of state standards to
Table 9 entitled: nComparison - Clearwater Standards and Existing
Conditions"

COMMENTS BY BOARD MEMBERS. Mr. Stavros recognized the fact that Mrs.
Taube will be going off the Board after 5~ years of outstanding ser-
vice as will Chairman Prokes after 14 years of dedicated service. Mr.
Stavros made a motion to commend Chairman Prokes and Mrs. Taube for
their sincere interest and contributions to the City of Clearwater's
Parks and Recreation programs. Mrs. Grenelle seconded the motion which
carr ied.
Prior to his leaving the Board, Chairman Prokes expressed his
pleasure at serving the City and encouraged existing and new'Board
members to participate actively and to keep in mind the City-wide
program of Parks and Recreation activities. '
Mrs. Taube expressed her pleasure at serving on the Board and stated
'that., she had thoroughly enj oyed the role she has played over the last'.

Mrs. Grenelle moved that Mr. Stavros be appointed temporary Chair-
man'until the Board meeting of March 26, 1979. ~~. Justice seconded
the motion which carried.
