'.' ,', . .. . ~ CITY OF CLEARWATER PARRS AND RECREATION BOARD MEETING september 25, 1978 jl The regular monthly meeting of the Parks and Recreation Board was held at the Department offices. 10 S. Missouri Avenue, on Monday, September 25, 1978, at 7:30 P.M. Members present were: Mr. Bill Justice, Mrs. Helen Taube, Mr. Jack Gilmore, Mrs. Legare Hole, Mr. Graydon Howe, Mr. Charles Meeks. Also present was Ream Wilson. Mr. Dick Prokes, Mr. Gus stavros, and Mrs. Edwin Grenelle were unable to attend. Mrs. Taube made a motion to have Mr. Justice serve as temporary Chair- man, seconded by Mrs. Hole, motion carried. Mr..Meeks made a motion to accept the Board minutes for the month of August. Mr. Gilmore seconded the motion which carried. Mr. Wilson informed the Board members of the following reports: ..-, " .' ....J Financial: Board members received summary. financial reports for Accounting Period.No. 12. It was explained that the Department expen- ditures during the 12th Period accounted for 88.7% of the operating budget in contrast to the normal expenditure for this period of 92.2%. This represents an underexpenditure of approximately 3.5% through' September 1, 1978. The Board also received reports reflecting expen- ditures and revenues for Glen Oaks Golf Course. N02was made of the fact that expenditures are exceeding revenues but that revenues for this .year exceed those collected for the same period last year. Golf Course expenditures through the 12th Period accounted for 93.4% of the operating budget as opposed to the norm of 92.2%. , '. ". ~\: . ~ I .' 1978/79 Operatinq Budqe~: The Board members were advised of the City commission's approval of $3,360,830 for the 78/79 operating budget. This reflects a ~212,S46 increase or 6.7% over the current year's budget which is $3,148,284. '. 1....: . < l ' ;. 78/79 Capital Budget Projects: Board members were informed of several Capital Improvement projects which were approved for 7S/79and which have received Board interest during the past year. These included . the following: '. , . I.' 1. Island Estates. ' $10.000 has been approved by the City Commission I ' for the development of a playground area on property owned by the Catholic Church. Mr. wilson advised the Board that he will be meeting with residents of Island Estates and representatives of the church to dete~ine the exact facilities to be included in this playground in addition to for.mulating an agreement or lease for the use of the prop- erty with church officials. To date, residents have expressed an interest in securing playground~pparatus for young children and an irrigation system with sod for the development of a play field. ): r. .1..0........ (. . >. ~ . Soccer Facilities. The City Ccmnission approved $18,200 for the develor;xnent of soccer facilities. At the present time work is beginning on the sprigging arx1 grassing of two soccer fields recently grada::1 behi.rrl the gym of st. Peters- mug Jr. COllege. Mr. wilson also advise:1 Board rranbers of the strong },X)ssi- bllity of 3 or 4 additional fields to be gradai inmediately east of the 2 fields presently unJ.er ccnstruction. Mr. Meeks inquired as to whether any funds 'W'alld be aVcd lable for light.i.n;J of these soccer facilities after ex:peniitures were made for grassing. Mr. Wilson explaine:i that grassing of the existing 2 fields WOlld cost apprOJdmate1y $3,000, arx:1 if this same prcx::ess was use1 on the ad:3.i- tional 3 or 4 fields, the additional cost of $3,000 or $4,000 would be required. 'lherefore, if proper approvals could be secured, approxiIrately $12,000 my be available far the lighting of a soccer field at this location. 3. Mallm:y Property: Board manbers were advise::! of the fact that $19,000 was approved for the grading, lighting, fenci.rg, am. irrigating of a play field on Marxlalay Ave. just north of the existing Clearwater Beach tennis coorts. Mr. Wilson explai.ne:i that this $19,000 was transferred fran the $38,000 still re- mai.ni.n:; in the active project for.the Mandalay Ave. Marina Recreational Cat1?lex. 4. Bayfront Tennis Cou.rts: Mr. Wilson infonned Board manbers tha~ specifica- tions are row being preparei by the Er.gineering Department for construction of 4 tennis can:ts on the Bayfront to replace the 4. .existing deteriorated courts. Mr. Wilson informed Board members of the fOllowing changes iri organization which are due to the recent resignation of the City Forester, Mr. Pat Tracy and of the Assistant City Forester, Mr. Lynn Ahlgrim. As of this date, the enforcenent of the City's "Tree Ordinance" arrl the "Parking Lot 0J:dinance1l will becane the responsibility of the Pla.nni..ng Depart:rrent and assigned. directly to Mr. Mike Kenton of that DepartIrent. Mr. Wilson further explained that a new Assostant Forester is due to arrive on O:tober 16 ani that he will be assigned to work with Mr. Kenton for the enforcarent of . the 2 above mentioned ordinances. . .-;:\, . c..~ .' ..' r.... . 1he regular Forestl::y operations will ranain within the responsibility of the Parks ani Recreation Department. . As per the request of Mr. Meeks at the previoos meeting of the Board, Mr. Wilson visited Hillcrest Park a:1jacent to Cleazwater country Club to detemd.ne its suitability for the placene.nt of a srrall soccer field. Mr. Wilson advised the Board that this park is sufficient to accarodate a field approximately 80 yards long and cculd be made available to the Youth SOo::er Pro:Jram. Fire Station No. 4 - Drew St. Board rnanbers were advised that additional infor- mation will be presentei pertaining to the use of this facility by the Depart- ment's cultural programs for presentation to the City Manager for consideration. She expressed concern as to establishing a definite area for use of these skis so that assurances are made that they will oot interfere with the safety of bathers'. Mrs. Hole also suggeste::i that a sign be located at the Pier 60 Swimning Pool infot:ming people of the availability of this facility.
