'!he regular nonthly meeting of the Parks and Recreation Board was held at the
Department offices, 10 S. Missouri Avenue, on t-bnday, August 28, 1978, at 7:30 P.M.
Members present were: Chairman Dick Prokes, Mr. Bill Justice, Mrs. Melvin Taube,
Mrs. Eklwin Grenelle, Mr. Jack Gil.rrore, Mrs. Legare !bIe, Mr. Charles Meeks. Also
present was Mr. Ream wilson. Mr. Gus Stavros, wt.o had a previous camli.bnent am
Mr. Graydon HeMe, who was on vacation, did not atterrl.
Mr. Prokes gave notification earlier in the day that he would arrive late to
the meeting. 'lhi.s being the case, Mrs. Grenelle made a notion to have Mr. Justice
serve as t.anp:>rary Chainnan, secorrled by Mr. Gi.lrcore, notion carried.
Mrs. Taube mad.e a notion to accept the Board Minutes for the m:mth of July.
Mrs. Hole secorrled the notion which carrierl.
Board nanbers welcared Mr. ~ to the rreeting which was his first since being
'appointe:1 to the Board by the City Carmi..ssion. Mr. Wilson explainerl that Mr. Howe,
also a recent appointee to the Board, ha::1 callerl to inform this office of his family
vacation an::1 to the fact that he WCllld be unable to atterrl the first rreeting.
Board rrerbers received sum:nary fi.nan::i.al reports for Accounting Periods No.9,
10 an::l 11. It was explained that department expenditures through the 11th Period
accamterl for 80.7% of the operating budget as opp:lserl to the oorrral expeIrliture
for this ,period of 84.6%. This represents an urderexpen::Iiture of approximately 3.9%
throogh .August 4, 1978.
'!he Beanl also received reports reflecting experrlitures arrl revenues for Glen 03ks
Golf COurse. Note was made of expen::Iiblres excee:iing revenues for the 11th peri.o:1
arx:1 for year-to-date. Mr. Wilson ex:plai.nerl that revenues are expecterl to increase
during the latter ~ of August an:1 for the ITDnth of Septanber.
LIGlTIN3 S'lllDY. Board rnanbers receival copies of light.ing sbldy infonnatian as sub-
mitted by Mr. JaM Perldy, the City's Energy Specialist. Mr. Wilson infonned the
Boaro that the Capital Improvement Budget requests for 1978/79 inclu::1e $18,900.00
for' energy saving light fixtures which would replace older fixtures on several of
the City's outdoor recreation facilities. It was explained that "high pressure scx:1iumplamps" or Itmetal Halide lamps" are considerably less expensive to operate, have a
longer lamp life necessitating fewer manhours for repair, l:ut do cost ITOre for
acquisiti.on. A cOnsiderable sav~s in IX7'NeI' cost is anticipated through the use
of these IlESoI lCllTpS.
PIER 60 SWJM.t]N:.; J?<X)L LFASE. As per the request of Board manbers, Mr. Wilson distri-
l:utai copies of infonnation pertai.ning to Pier 60 including a lease Jl.greement,
fi..narx:ia1 infonnation for the years 1976 arrl 1977, an:} a sunma.ry infornation sheet
relating to the post of operating the swimning p:x:>l if assurrEd by the Parks arrl
Recreation Departrrent. The Board concurred with Mr. wilson in the feeling that every
effort, during the negogiations pertaining to the lease of Pier 60 SWimning Pool, be
itade to assure residents of Clearwater Beach a full arrl varied schedule of swinming
opfOrbm.ities. 'nrls includes not only recreational swimning, rot also inst:l:1rtional
classes by age groops, an::l special classes, i.e., diving, swirnnastics, canpetitive
sw:imni.n:3, etc. Mr. Wilson suggested that ~ (2) alternatives are available to
achieve the a1x:rve objective.

Boa.rd. rnanbers were advised that the first alternative \<.OUld cost approximately
$33,000.00 a year for operation which wo.lld not lrx::lude furxis for capital renovations
if so desire1 by the City. Alternative No.2, which \l.Uuld be an operation similar to
the City's progranming of Clearwater High School's Bobby Wallter pool, would CXJst
approximately $15,000.00 a year for personnel. Mrs. Grenelle IfOVed to pJrsue Alterna-
tive No.2, which would place emphasis on revising the existing lease to incluc1e pro-
visions whereby the City would have access to the pool a specific number of oours each
day to comuct instructional an1 special swimning classes, with the urxierstanling the
lessee wa.lld conti.rn.1e to provide lifeguards and recreational swimni.ng oppJrtunities
to residents of Clearwater Beach. Mrs. Hole se:nrrle::1 the rrotion which carried.
In S\.1I1Tl\ar}', Boani members expressed a strong desire that residents of Clearwater Beach
be provided the sarre swimning opportunities rv::M available to residents living on the
mainlard. Further, nenbers felt a shorter tenn lease to be rrore appropriate.
~~. Mr. Wilson infanned Board menbers of budget hearings still being
corrlucte::l by the City Catmission pertaining to requests for Fiscal Year 1978/79. As
of this date, no substantial changes have been rrade to original requests.
LIGHT POLES - JACK RJSSELL S'mDIUM. Board ITW3Tlbers were informerl of repair work being
nee::ie:l to the metal light p:>les at Jack Russell staditml. According to the City1S
Engineering Deparbrent arx1 Electrical Division, the bolts anchoring these p:lles to
their cpncrete bases are rusty an::l in neEd of replacement. Also, the IX>les need to
be sanJblastEd am repainte::1. Mr. Wilson advise::1 that the Cityfs Electrical Division
is prePare3 to perform this work which oopefully will be scheduled. to begin within the
next few weeks.
GLEN OAKS GOrP caJRSE. Mr. Wilson infooned the Board that he arrl City Manager 'lbny
5l:Demaker visiterl Glen Oaks Golf COurse this past week. The greens have presently
been yerticutt quite tlDroughlyan:1 this process will nCM be scheduled on a regular
basis. 1he COJrse was in heavy use during this visit and appeare::1 to be in good
coIrli tion.
, BELL CHEER PROI'ERlY. Mr. wilson infonned Board nenbers of his visit With Mr. Shoe-
Iraker to the urrleveloperl property locata:l at the foot of Bell Cheer Drive where the
bcxiy of a young farale was' recently fourrl. Mr. Wilson explained that the City's
slope nr:Mer unit has cleared a swath approxirrately 70 ft. wide throogh the miildle of
this property which provides an improved path for children as they travel to and fran

6Y City Forester Patrick Tracy to be effective Septarber 26, 1978. Mr. Wilson ex-
plained his regret at having received this resignation am cc:rrplime.nted Mr. Tracy
for the excellent work ani efforts he has given to this City during his employrre.nt
as City Forester. Also, Boan1 nenbers were informa::l that advertising for the p::>sition
of Assistant Parks ard Recreation Director is expected to take place within the next
couple of weeks.
SOCCER FIEIDS. One of the largest needs rx:JW facing the departJrent is the securing of
adequate soccer facUities to rooet the nee:1s of this rapidly grCMing youth ani adult
activity. Mr. Wilson said that he, along with Mr. Jack Shaw, representative of the
youth soccer program, visited with the principals of Kennedy an:1 oak Grove Middle
Schools. It was determined during these neetings that b.o fields each could be place:l
at Oak Grove arrl Kenne:ly Scb:>ols with penranent goals being installe::1. '1he possibility
of a three-way agreement, identifying areas of responsibility, would be investigated.
Far example, the Youth Soccer Organization may be responsible for installing arrl nain-
taining the goal posts, the City for lining the fields am replacing scxI as necessary,
the scl100l system for nDWing. Mr. Shaw irrlicated this arrangarent would be rrost satis-
factory for this upcani.ng soccer season. Mr. ~eks explained that soccer activities
have taken place at scb::>ol facilities during previous years, b.J.t expressed corx::ern of
this be.:ing a tarporary rather than a pernanent solution. He expressed the nefrl for
the City to actively p.Jrsue the acquisition am developnent of City owned lightai soccer
,fields in different areas of Clearwater. Board members agreerl with Mr. Melek I S concern.
FmE STATIOO ID. 4. Board rrenbers were advised. the diSJ.Xlsition of Fire Station No. 4
on Drew Street will be considered by the City Conmission at their regular meeting of
Sept.ariJer 7, 1978. A reccrrrnerxiation has been made to use this facility for rehearsals
ani storage as they relate to the City Players, Clearwater Camnmi. ty COOrus, ani the
dep:tr't:I1ent r s youth drarca. programs. Board nanbers had expressed their approval of said
usage during previous BoaJ:d xreetings.
~ PARK. At the request of Mrs. Hole during the July meeting of the Board, Mr.
Wilson irxIuirerl as to the effect the extension of Belcher Road would have on Wocrlgate
Park. This extension will not touch the park, but it will bisect the facility fran
residents living in W:xx1gate III.
BE'POJ NClJRISHMENr .AND DUNE OJNSTmJCTlOO PROJE':!'. Board rre:nbers re::eived copies of
intOtnation preparai by the Engineering Depart:nent relating to a request for furrling
assistance for a "Beach N::n1rishrrent ani Dune Construction Proje::t". This project
~ involve dredging of san1 fran Clecu:water Pass which ~uld then be placed on
Cleat:Water Beach. Vegetation would be planted ani twenty-eight (28) dune walkover
structures \\UU1d be installed at street errls.

the Nursery Division initiate:l landscape efforts of the City Hall Armex parking lot

Depart:Jrent pertaining to the construction of four (4) new tennis courts for the
Bayfront which will replace the four (4) existing south oourts which have severely
