PARKS AND RECREATION BOARD MEETING
APRIL 24, 1978

The regular monthly meeting of the Parks and Recreation
Board was held at the department offices, 10 S. Missouri Avenue,
on Monday, Apri124, 1978, at 7:30 P.H. Members present were
Chairman Dick Prokes, Hr. Gus Stavros, Mr. Bill Justice, Mrs.
Melvin Taube, Mrs. Edwin Grenelle, and Mrs. Legare Hole. Also
present were Mr. Eddie C. Moore and Mr. Ream Wilson.
Motion by Mrs. Grenellc, second Mrs. Taube, to approve
minutes of the Board for March as mailed. Motion carried.

Board members received reports for total department expendi-
ture through six of the thirteen periods of the 'fiscal year. The
total department budget is 4.34% under the projected norm for the
six periods. Glen Oaks Golf Course is 2.86% above the norm for
this period. Mr. Moore reported expenditures for the summer
months will increase the amount of expected expenditures.
Mr. Moore reported on the following facilities:
Several items need to be corrected at Norton Park Pool. We
will continue to pursue the corrections until completion.

The Holt Pool chemical analysis has been completed, and
indications are the pool can be successfully utilized during the
summer months.

The Board was advised the City Commission has recently
approved Comm~nity Development Funds for construction of a pool
in East Clearwater. It is contemplated the new pool would serve
residents of Wood Valley and Condon Gardens. Since the City does
not have suitable property for construction of a pool, our staff
is discussing probability of utilizing Eisenhower School property
for the pool. We will meet with school representatives on April 25
to discuss this subject. After discussion, motion by Mrs. Taube,
second by Mrs. Grenelle, the Parks and Recreation Board approve
school property at Eisenhower provided the City is able to obtain
full pool usage, and upon school usage of these facilities, they
conform to' the same lifeguard requirements as the City. Motion
carried.
Mr. Moore reported a nature trail has been constructed
through the northwest sector of the McMullen Park wooded area
by the ForestrylDivision. Sodding and further landscaping will
soon be done"at the tennis courts. Also, the storage building
for this facility has been completed.
The Board was advised bikeway paths have been completed
at DelOra. The last path to be completed extended from the
parking lot to the Del Oro building. We will resod the area
around the building and add landscaping.

The Board was advised light poles have been erected and
field lights for baseball arc being installed at Wood Volley.
We ex~~ct this project to be completed within the next month.
Mr. Moore reported he has received information pertaining
to renovating the greens at Glen Oaks. After discussion, motion
Mrs. Stavros, second Mrs. Taube, that Parks and Recreation Board
approve renovating twenty greens at the Glen Oaks Golf Course at
an expenditure of approximatley $10,000. Motion carried. Reno-
vation of these greens is expected to retain present players at
the club and possibly interest new participants.
Hr. Moore reported the berms have been sodded and irrigation
system completely installed for the first phase of development
at Crest Lake. Planter beds are to be completed in the next two
weeks. After discussion, motion Mr. Stavros, second Mrs. Taube,
the Parks and Recreation Department continue to landscape Phase 2
of Crest Lake as far as possible during this project year with
CETA personnel, and upon completion of the phase, the remaining
funds in the budget be utilized for parking. Motion carried.

After discussion, motion Mrs. Grenelle, second Mr. Stavros,
that naming of City facilities be removed from the table from
last month's meeting and discussed. Motion carried. Mr. Moore \
reported City Manager Shoemaker has written to Mr. William Slovak
of the Kings Highway neighborhood requesting input from citizens
in that area pertaining to naming the recreation center for deceased
former City Manager James R. Stewart. After further discussion,
motion Mr. Justice, second Mrs. Taube, the present names for
facilities remain as they are, and in the future, new projects
be identified by number and properly named after tbe facility
becomes a reality. Motion carried.
Mr. Wilson informed the Board the Parks and Recteation Depart-
ment has recently hosted a Special Olympics competition at the Clear-
water High School track. The participants competing in this track
event were handicapped youth. He reported they were,enthusiastically
supported vocally by the few thousand spectators present. All
available recreation personnel joined with school personnel in
conducting this event. Mr. Wilson stated 1,084 youth participated
in the Special Olympics program.

Mr. Wilson advised Board members the printed summer recreation
programs will soon be available and will be mailed in May. He
indicated three CETA counselors have been requested for the summer
program and will be added to the camp staff. Addition of this
personnel will make it possible to include more children in the
camp program.

Mrs. Taube stated she has discussed development of the City
owned Redmon property with neighborhood youth. They have suggested
several types of equipment or facilities be installed in this park.
Additional information from the neighborhood association will be
sought 'prior to development.

Mrs. Hole Buggested the south side of Clearwater Causeway be
beautified. After discussion. motion by Mrs. Hole. sec~nd Mrs.
Taube. the Parks and Recreation Board recommend the Bouth side of
the Causeway be improved from the unsightly condition that now
exists. and include berming the shore line. Motion carried.
Mrs. Grenelle stated she recently sought information on
deep well effluent. and Bill Voght of our Nursery Division was
most kind in providing information in this respect.
Hr. Prokes read a letter from Board member Hank McWhorter
resigning from the Parks and Recreation Board. ,Mr. McWhorter
has recently sold his business and. due to poor health and a
desire to have more time with his family. indicated he should
resign from the Board. After discussion. motion Mr. Stavros.
second Mrs.' Taube. Mr. McWhorterts resignation be accepted with,
regret. Motion carried. Mr. Prokes suggests a letter be vritten
'to Mr. McWhorter signed by all members of the Board expressing
their appreciation for his services. Mr. Prokes also suggested
City Manager Shoemaker be requested to acknowledge the services
Mr. McWhorter has rendered the City.
Mr. Moore informed the Board he intends to request retirement
from the City with the last work day on June 20, 1978. Including
vacation and accumulated leave, Mr. Moore indicated his tenure
',with. the City 'will have extended over a period of 40 iears. He
'ex~r~ssed co~plete'confidence in the ability of Assistant Director
R~am Wilson an~ Parks and Recreation employees to effectively
continue a progressive program.
