" \ "f ,~c .' .~: : "1; i. \Ji1 < ...... .' , ~ r~ o CITY OF CLEARWATER PARKS AND RECREATION BOARD MEETING MARCH 27, 1978 I / j , ,. ------ The regular monthly meeting of the Parks and Recreation Board was held at the department offices, 10 S. Missouri Avenue, on Monday, March 27, 1978, at 7:30 P.M. Members present were Chairman Dick Prokes, Mr. Gus Stavros, Mrs. Melvin Taube, Mrs. Edwin Grenelle, Mr. Jack Gilmore, and Mr. Robert Stiff. Also present were Mr. Eddie C. Moore and Mr. Ream Wilson. Motion by Mr. Stavros, second by Mrs. Taube, that minutes for the month of February be approved as received in the mail. Motion carried. Motion by Mrs. Taube, second Mr. Stavros, that the depart- ment dispense mailing agenda to Board members. Motion carried. . "r-:-\ '......,) Board members received a report on expenditures for Glen Oaks through February 17, 1978. Although greens at the course are not good ~nd the weather has been bad this winter, receipts are slightly above those at this time last year. Although copies were not available for total department budget, Mr. Moore re- ported the expenditures for the first five periods indicate 34.3% of the department budget has been expended which is well below the normal expenditure of this period of 38.5%. However, Board members were reminded that major expenditures for the de- partment occur during the summer months. Motion by Mr. Stavros, second Mrs. Grenelle, that present reports to the Board be elimi- nated and that only those reports which provide percentages of budget expenditures be received. However, Mr. Stavros indicated that when information pertaining to standards and so forth to the department are available, that these be included. Motion carried. , . ~ : :. ~ . Mr. Moore reported there is some leakage .to the walls of the building which house the filter system at Norton Park Pool. Efforts are being made to correct this situation as well as other minor problems existing at the pool. The' Board was advised McMullen Park Tennis Courts have been 'completed with exception of landscaping and all 17 courts are being utilized. :~'. ... .... ~ ., Mr. Moore reported the bikeways at Del Oro Park are nearing ,I c6mp1etion with only a small strip of approximately 10 feet re- maining to be done at one location and a small area to be com- pleted extending to Monterey Street. Also, the bikeway will be extended from the present parking lot at McMullen Booth Road extending to the storage and restroom building in the park. This will complete the bikeways in this particular park. The plans for extending bikeways to other parts of the City will be planned for the near future. n ~, ~, {'..' I) The Board was advised light fixtures for Wood Valley arrived this date and the Electrical Division will install the lights at'their first opportunity. Mr. Wilson reported the Clearwater Sun Tennis Tournament was quite successful at McMullen Park during Fun 'N Sun, and many compliments have been received from individuals partici- pating in the tournament and visiting our facilities. Also, Mr. Wilson reported a Special Olympics program for handicapped indi- viduals is planned on April 15 at Clearwater High School football stadium, and approximately 2,000 youngsters are expected to compete. Mr. Moore reported the greens at Glen Oaks Golf Course are in very poor condition and efforts are being made to correct this situation. Hr. Lester McMullen has provided a recommendation to be followed which would remedy the matter. Also, Mr. Stan Cruse, a golf course builder, has been contacted to offer suggestions pertaining to correcting the matter and will determine if their organization will do the job for us at a cost to be provided the City. After viewing the cost figures, we will determine what measures may be taken. .' ..,...-.\ ., ~ ) .... -'~... The Board was advised the study of the Holt Avenue Pool problem has been completed and recommendation has been made to brush the sides of the pool to determine if the milkiness can be corrected in the water in this manner. We have information on the matter to the effect that this should be sufficient to correct the situation at this pool for the summer. ',' " ' Mr. Moore reported to the Board that their request for naming certain facilities for deceased individuals in the City had been sent to City Manager Anthony Shoemaker to be acted on by the Commission. Mr. Shoemaker has requested information from one of the associations in one area, and they apparently do not desire to change the present name of the park. After discussion, motion by Mr. Gilmore, second by Mr. Stavros, that the Parks and Recreation Board table the naming of Kings Highway and Del Oro Park until the . next meeting. Mrs. Taube and Mr. Gilmore expressed appreciation to Mr. Wilson for recently taking them on a tour of department facilities. Each of them were highly pleased with department facilities that they visited. Mr. Gilmore inquired if the drainage problem at Norton Park adjacent, to the swimming pool and leading to the lake could be corrected. He was advised efforts are being made by Public Service and Engineering to correct this situation, if possible. ~.. \ ' 'e :0 . Mr. Stavros inquired with regard to the feasibility of enlarging the auditorium at the Memorial Civic Center to accom- modate more citizens.
