The regular monthly meeting of the Parks and Recreation Board
was held at the department oflicest 10 S. Missouri Avenue, on
Monday, February 27, 1978; at' 7:30 P.M. Members present were
Chairman Dick Prokes, Mr. Gus Stavros, Mr. Hank McWhortert Mrs.
Melvin Taube, Mrs. Edwin Grenelle, Mr. Jack Gilmore and Mrs.
Legare Hole. Also present were Mr. Eddie C. Moore and Mr. Ream
Wilson. Mr. Moore reported that Mr. Justice was unable to attend
due to a meeting pertaining to schoolst and Mr. Stiff was absent
due to teaching a class at St. Petersburg Jr. College.
Mr. Prokes complimented Mrs. Edwin Grenelle on her reappoint-
ment to the Board for a three-year period, and congratulated Board
member Gus Stavros for being selected as the recent Bilgore Award
winner.
Motion by Mr. Gilmore, second Mr. Stavrost that minutes of
the Board meeting for the month of January be approved as received
in the mail. Motion carried.
Board members received copies of department expenditures to
date. Percentage of budget expended is well below the amount bud-
geted. Glen Oaks expenditures are less than income to date.
Mr. Wilson reported McMullen Park Tennis Courts were accepted
Friday, February 24, and placed in service for the first time Sat-
urday, February 25. He stated all 17 courts were utilized on Sat-
urday. The City ,has not accepted the lights at this time. Also,
Mr.,Wilson reported the Community Chorus staged performances on
Friday and Saturday, February 24 and 25, at the Fine Arts Auditorium
Clearwater Campus, of St. Petersburg Jr. College and the production
was well received. Mr. Wilson reported the duplicate bridge pro-
gram at Memorial Civic Center is well received and 200 participants
were present at the last session. Also, adult dances at Memorial
,.Civic Center and Annex Community Hall are both successful. The
l'ast Thursday night dance at the Annex attracted 482 participants.
Mr. Wilson reported the education/recreation program for senior
adults conducted 9:00 A.M. to 3:00 P.M. on Thursday as a Senior
Drop-In at this. facility is growing and will undoubtedly prove
successful. He also stated a CETA Drama Specialist has been ap-
proved land will work with school age children and youth drama assist-
ing Mrs. Scottie Michael.
Mr. Moore reported there are a few corrections needed at
Norton Park swimming pool although there are indications these
matters will be corrected within the next few weeks. Also, Mr.
M~ore indicated the complete acceptance of the tennis courts at

McMullen Park should be done within the next few weeks and the
facility made available for the Fun IN Sun Tennis Tournament.

nnd n route connecting a street extension on the north side of the
park and a connection to the sidewalk of the adjoining condominiums
on the south side should provide better access into the area and
eliminate neccssity of bike r~dcrs traveling on Bayshore Blvd.
Mr. Moore reported the chemical analysis of the Holt Pool is
incomplete. but hopefully results of this testing will be available
within the next few weeks.
The Board was advised improvements continue to the Annex Com-
munity Hall and drapes will be installed around the stage area.
Mr. Moore reported three years has transpired since the pass-
ing of former City Manager James R. Stewart and former local out-
standing athlete Bobby Forbes. The ?arks and Recreation Board
recommended three years ago that the Del Oro Park area be named in
honor of Bobby Forbes and the Kings Highway Park area be named for
James, R. Stewart. After discussion. motion by Mr. Stavros. second
Mr. McWhorter, that the parks as previously recommended be named
'for Messrs. Forbes and Stavros. Motion carried.

Mr. Moore reported aerial photographs of the properties in
northeast Clearwater 'relating to a proposed golf course had been
mailed to Mr. Ron Garl for' his comments. These photographs in-
c'luded proper.ty of, the' City of Clearwater and Pinellas County
School Board. Recently, there has been an exchange of property
between the School Board and tbe City. The exchange is being
contested by residents in the County area. The proposed exchange
,of properties would necessitate a partial change in the proposed
golf course location in northeast Clearwater if the City decides
to utilize the property in this respect.

Board members discussed a tour of Parks and Recreation pro-
perties, and it was decided Friday, March 10, would be set aside
for this tour. Hrs. Taube. Mrs. Hole, and Mr., Gilmore, will meet
at 9:00 A.M. on the above date at the Parks and Recreation Depart-
ment offices.

Mrs. Hole suggested Board members receive copies of the agenda
prior to the meeting. After discussion, Mr. Moore 6taterl agendas
will be. mailed out on the Friday preceding the Monday Board meeting
in order for members to have copies prior to the meeting. Also,
Mrs. Hole inquired regarding the status of the use of the old fire
house on Garden Avenue for the City Players. Mr. Moore informed
Mrs. Hole information on the study as submitted has not been re-
ceived. This delay can probably be contributea to recent discussions
of obtaining a cultural center in Clearwater, but more probably due
to lack of financing repairs,to the fire house. After discussion,
Mrs. Hole moved that the City make arrangements whereby the old fire
house will be reconstructed to accommodate the City Players, second
Mr. Stavros. Motion carried.

Mr: Gilmore reported sevpral lights were out at Diamonds 2
and 3 on Carpenter Field' and 'requested they be replaced. He was
advised th~s will 'be' done .immediately.
Mr. Moore reported the ~hil8delphia Phillies will begin their
spring~ training schedule at'Jack Russell Stadium,with their first
gn~~ being played March 11. If Board members desire to attend any
of: thee e wi th their sp ou ses, Mr. Moore su gge s t s he be CO n tac ted
pri~r to the games in order to provide tickets.

Mr. McWhorter stated the St. Cecelia Mission on Island Estates
should be underway shortly and indicated he will handle any
