CITY OF CLEARWATER PARKS AND RECREATION BOARD MEETING MARCH 28. 1977 / ~-"..-----: The regular monthly meeting of the Pnrks nnd Recreation Board W3S held at the department officns nt 10 S. Missouri Avenue on Monday, March 28. 1977, at 7:30 P.M. Present were Mr. Dick Prokes. Chairman, Mr. Gus Stavros. Mr. Ai Price, Mr. Bill Justice. Mr. Henry Hd"'horter, Mr. JacK Gilmore, Mr. Frank Tack, and Nrs. Melvin Taube. Also present w~'rc Hr. Eddie C. ,Hoore, Mr. Ream Wilson, nnd Hr. Bill Voght. Motion was made by Mr. Stavros, seconded by Mr. Justice, that the minutes for the month of February be approved as re- ceived by Board memb~rs through the mail. Motion carried. '. I} Nursery Superintendent Bill Voght discussed Crest Lake beautification plans. Mr. Voght indicated Phase I of the de- velopment ~ould consist of installation of a deep well and irrigation, addition of 4,000 yards of top soil, and place- "ment of picnic tables and grills. Mr. Voght stated the Lane Ma~shall Landscape ~lan would be follewed as closely as possible, and berm would ~e'const~ucted nlong Gulf-To-Bay Boulevard as well as other areas of the ,Park. After discussion, Board members' e~pressed gratification that some plans are now being made, to landscape Crest Lake Park. Mr. Stavros indicated we should make pl~ns ,for parking. However, after further discussion, it was generally agreed by the Board that after landscaping sections of th'e Park had been completed, parking would inevitably follow. The number,o,f, spaces would be determined at that time. A motion ',was made by Mrs. Taube, seconded by Mr. Price, that the Parks and Recreation,Board recommends the Nursery Division proceed with landsca~e plans for. Crest Lake as indicated in Step I of the pro- je~t. Motion carried. Board members received copies of departmental budget,through February,18, 1977. Mr. Moore advised the Board that the fiscal year would be divided into 13 periods this year instead of the normal 12 month period." Also, Mr. Hoore indicated the budget ~x- penditu~ethrough the first five months was in accordance with the'expected expenses. Activ~ty~eports were presented to Board members. lhe ~oard was advised the Jack Russell Stadium roof has been completed approximately four-fifths of the constructiont and addi- tional roofing is needed to complete the job. Upon receipt of this ~aterial, the roof will be completed. Board members were presented copies of the Glen Oaks Golf .' ',' "," '.0 ,.., .. . . ~" , Mr. Moore reported that the City Commission hos npprovcd bjds for construction of two tennis CO\lrts, concrete multi-purpose nrcn, and parking lot for Woodgnte Park. It has been necessary to trans- [cr funds from the dcep and shallow well capital imporvemcnts pro- gram to Woodgnte PArk in order to complete the approved projects. Sufficient Cunds are available in the well installations to ade- quately fund nIl of our projects for this year. Hr. Hoare reported the consultants for Norton Park swimming pool have been selected, and they arc now working on plans for the 1, n s t n 11 a t ion 0 f the pooL 'f his pro j e c t :I. sse 11 e d u 1 c d t 0 b e under way by tbis June, although the pool will not be available for use during this season. " The Board ~ns advised a bicycle-ped~strjan concrete sidewalk is now being pl~nned for McMullen Park. Entrance to the Park will be made at the north end of Flushing Avenue and extended through City right-of-way into the Park and skirting the perimeter of the wooded area extending to the parking lot south of the clubhouse. Hopefully, this bicycle trail will be completed before the end of the summer. ' Mr. Moore reported that Ron Garl bad presented the plan of the proposed golf course to members of the City staff. The staff highly complimented the presentation, and several members indicated :;':~)(0', it~as the finest feasibility report on any subject that had ever i~,:,\':~~V'". ,been 'presented to the group.
