': ',.", " ~:'i J . :-....' . , / CITY OF CLEARWATER PARKS AND RECREATION UOARD MEETING FEBRUARY 28, 1977 j /' ./ /' ,'..",.,,/' The renular monthly meeting of the Parks and Recreation Board was held at the department offices at 10 S. Missouri Avenue on Monday, February 28, 1977, at 7:30 P.M. Present ,were Mr. Dick Prokes, Chairman, Mr. Gus Stavros, Mr. Jack Gilmore, Mrs. Edwin Grenel1e, and Mrs. Legare Hole. Also present were Mr. Eddie C. Moore, Mr. Ream Wilson, Mr. Bill Voght, and Mr. Albert Valery. Chairman Prokes welcomed new members Mrs. Legare Hole and Mr. Jack Gilmore to the Board. Motion was made by Mr. Stavros, seconded by Mrs. Grenelle, that the minutes for the meeting of January be approved as re- ceived in the mail. Motion carried. Mr. Albert Valery appeared before the Board to request consideration of the City acquiring property on Island Estates for recreation purposes. Mr. Valery has directed a letter to Assistant City Manager M. J. Paroby requesting this consideration, and Mr. Paroby has sent this letter to Parks and Recreation, Department requesting Board members receive copies for their consideration. After discussion. Mr. Moore stated he would con- tinue to ~ursue information on properties available at Island Estates including cost and would present this information to the Board for possible inclusion on a General Obligation Bond Referendum by the City in May. Nursery Superintendent Bill Voght was present and discussed a beautification program for Crest Lake. We, have a total of $20,000,in the operating budget of the nepartm~nt, and approval for expenditures of this fund has heen received. After discussion 1 of improvements to Crest Lake, Mr. Voght indicated he would again appear at the meeti~g of the Board for March and provide recommendations and site plan for expenditure of the available funds. Mr. Moore inquired of the Board with regard to their rec- ommended presentation of the proposed golf course construction for northeast Clearwater. including th~ time for the presentation to the City Commission. After discussion, Board members indi- cated approval for presentation to the City Commission at their first meeting in April. Mr. Moore stated he would meet further with Mr. Garl and City officials. Board members had received copies of proposed recreation standards for Clearwater at ~he January meeting and were invited to include their comments. Mr. Moore reported the cold weather had considerably reduced participation at the Glen Oaks course, althou8h revenue continued to exceed expenacs. Although total department budget figures were not available since December 24, 1976, Mr. Moore indicated budget expenditures for this date were satisfactory. The Board was advised bids would be received on tennis courts, multipurpose court, and parking lot for Woodgate on March 2. Awarding of bids is scheduled for the Commission meeting of March 17. The Board was advised we are making an effort to open a bike trail-pedestrian entrance at McMullen Park from Flushing Avenue. This would provide an entrance to the Park from the Morningside-Mcadows area. The tennis court lighting has now been installed at McMullen Park and interest is increasing. The department is also making plans to construct a bike trail at Del Oro Park extending to Bayshore Boulevard. Mr.. Moore reported he had met with Mrs. Hole, Mrs. Myers, and re- presentatives of the Engineering Department to propose a route for ,the proposed trail. The Board was advised a consultant has been recommended for the Norton Park Pool, and representatives from Engineering, Parks and Recreation, and the Manager's Office are meeting with the proposed consultant to determine a recommendation of a contract to be presented to the City Commission. It is impera- tive this project be under way by June in order to obtain the ~225,OOO allocation for this project from Community Development Fund monies. Mr. Moore reported the new roof at Jack Russell Stadium is tobe installed prior to the opening of the spring training season of the Philadelphia Phillies. In the event the roof is not in- stalled prior to ,the start of the spring training games, it will ,be necessary to postpone construction until after the Phillies leave in April. The Board was advised the playing facilities at Jack Russell Stadium were excellent. The Philadelphia major league team is at present training at Carpenter Field, and conditions for the training sessions are exc~llent. Mr. Moore indicated he would provide schedules of the Phillies, spring training games at Jack Russell Stadium for Board'members. Mr. Moore reported he and Mr. 'Wilson had met with Little League officials to discuss the possibility of using Little L~~gue fields for either girls or womens softball games. The number of Little League participants has declined from approxi- mately 900 youths to approximately 600 this year. The total of seven fields for the 600 participants approximates the same num~er of fields used for the rcm~inder of the softball pro- 'grams which includes approximately 2.000 participants. Appar- ently, we are unable to make arrangements whereby Little League fields can be utilized for softball this year. Board members were provided information with regard to Parks and Recieation open space recommendations to be included in the proposed General Obligation Bond Referendum for May. ~I 'fhe check marks on the proposed properties or development indicates the. proposals to the City Manager's Office.
