The Board received copien of the dcpa~tment budget for the month of September which included total expenditures for the fiscal year ending September 30, 1976. A total of $78,782.76 was unexpended. This included $11,000 allocated for repairs to the Arm~ry floor and $33,895 for Jack RUB~ell Stadium. The Armory 'floor will be repaired in this yearts 1976 budget, and the. City Commission approved expenditure of the money for Jack Russell Stadium for n new roof. The Board was advised a re- port on. expenditures for the month of October is unav8ilable fromthc'Financc Dcpartmentat this time. Board members received copies of the Glen Oaks Golf Course budget which indicated a balance of $1,'.96.50 -rem1tined at the ctose of the fiscal year. MentheI's we.re. re.minded that $7,515 6f the golf .course budg~t had been included to anticipate a 'profit for the yea~ in this amount. Mr. Ream Wilson reported to the Roard that the Cily of Clearw~ter would have to conform to a Stote law which requires that ~ com~rehensive plan be formulated for yeveral different types'of services. One of thnsc services is recreation and lei~ure for which a comprehensive plan must be developed." The City's P1nnnin~ Department iH working on this plan in coopera- tion with tbe Parks and Recreation Depnrtment. One of the ~temBthat m~st be decided is the cstablishment of stdndards for rec~eation facilities and properties. Mr. Wilson distri- butedto Board members samples of national Gtandards and some suggested standards for Clearwater. When this Is completed, the standards wtll be for- warded to the Planning Depnrtment 1n order thot they moy also provide input. Mr. WilBon ala 0 commented on th~ possibility of R recrea- tion survey being conducted concerning existiofl and future programs and facilitiea. Additional information will be gathexed nn it pertains to the necessity and value of ouch n survey. Hr. Wilson further discussed the afforte now being ex- pended towarda securing a tennis professional for McMullen Park Tennis Complex. He reported that approximately ten applicants have been inter.viewed, and that we hope to nar.row the field down to one person within the next week or ten days. Recommendations regarding the hiring of a professional would then be forwarded to the City Manager's Office, the City Attorney, and the City Commission. Mr. Moore reported the City Commission approved the in- stallation of Bod for the Clearwater Beach Marina/Recreation .. ~ Park with the work to be completed prior to January 1, 19~~.19~~ The improvements would include addition of muck, installation ' or irrigation system, and sodding of the playfield area as ~well 8S similar beautification improvements to the area imme- .dlately Gauch of the new tennis courts. ., The Board was advised repairs have been made to the asphalt port~on of the new tennis courts at Norton Park, and the laykold is in the process of being added to the courts at this time. Engineeririg Department indicates the courts ~hould be completed w{thln the next few weeks. Work continues on the beautification of the second strip of 600' ntEdgewater Drive. Mr. Voght has r~po~ted the irri- gation nnd grading have been completed on this portion of the project. Also, City Forester Pat Tracy has completed the planting of all specimen trce material in this area. Mr. Voght expects. to receive a donation of three specimen palnl trees for this section of the project. Mr. Tracy will plhnt anndditianal 24 trees of different types in the remaining 800~. Mr. Moore advised the Board that Mr. George Haddox, Architect/EnBineer, has been most cooperativu 1n assisting the department in pro- viding necessary profesRional services for these four projects. Mr. Haddox delayed his a~n personal work in order to assist the City of Clearwater. Although the original Con- tractor failed to meet specifications~ he returned the check for the lights purchased under this order. therefore, making it possible for us to rebid at this time. Mr. Moore reported he had been in contact with Mr. Ron Gar! of Lakeland, Architect for the proposed golf course for northeast Clearwater. Mr. G~Tl will be in Clearwater on Wed- .nesday and Friday of this week for making aoil tests of the golf course area. Hopefully, after making these tests, infor- mation can be received on this subject from the University of Florida and final plans can be made for presentation of his entire study. ~~:.. :. The Board was advised Mr. Krame, Chairman of the Beauti- fication Committee, had requested an opinion of the Parks and Recreation Board with regard for painting downtown benches with an orange color. After discussion, porks an~ Recreation Board stated they would not approve of this color and suggested that a green paint continue to be used. Mrs. Taube inquired with regard to progress of plans for Moccasin l,ake Park indicating we should proceed with these plans although funds were not available. The Boaru agreed and Mr. Moore stated that we plan on forming a committee for study of development of this Park which would include service groups and .others interested in the project for possible input on the subject.
