The regular monthly meeting of the parks and Recreation Board was held at the department offices, 10 South Missouri Avenue, on Monday, May 24, 1976, at 7:30 P.M. Present were Mr. Dick prokes, Chairman, Mrs. Melvin Taube, Mrs. Edwin GreneIle and Messrs. Frank Tack, Harold Robinson, Gus stavros, Al price, Bill Justice and Eddie Moore. . Motion by Mr. .Stavros, seconded by Mr.. Price that minutes of the meeting for the month of April be approved as received with the following anunendment: that the statement be changed lito member of Park and Recreation Department be present at tournament games instead of Park and Recreation Board member". Motion carried. Board members received budget reports for department expenditures for t~e month of April and year-to-date as well as financial report on operation of Glen Oaks Golf Course for the same period of time. Mr. Moore reported the department budget was operating as planned and explained the following items of expenses for Glen Oaks during the last month: one extra pay period occurred during the month, Workman's compensation for the entire year was recorded in April, a bridge was replaced and new benches installed, a cash register was purchased, data processing services for the entire year were billed in April, three months of building maintenance repairs were billed in this month and inventory for pro Shop purchases from January through March were recorded .in April. With these expenses totaling $18,353..51 weighed against income of $10,989.17, a deficit of $7,364.34 occurred during the month~ However, 'receipts ex~eed expenditures of the Fiscal Year in the amount of $6,810.09. Mr. Moore reported on the following capital improvements: a) At MCMullen park the newly installed lights for two courts have failed to meet specifications and the contractor has been advised lighting is unacceptable. 'However, he has made every effort to bring lighting up to the 25 foot candle required in specifications but has been unable to do so. ~~e entire matter has been referred to our city Attorney indicating we have not accepted the lighting and recommend re-bidding of the project. b) At Norton Park a favorable bid has been received on the construction of two tennis courts, multi-purpose court and parking for fifty cars. c) At clearwater Beach Marina/Recreation park bids have been placed for two tennis courts and alternate of three tennis courts to be acted upon by the City Commission. - 1 - ,'~ ..- fl i~ <Q '.~' ; '; 0...."'. I ~~. 1 ,. , ~~~.' .: ' , :-1, ~:,': .>. d) ,At Valencia park improvements are schednled during the next few weeks which would include installation of an irrigation system and sprigging of grass. e) Landscape plans for Edgewater Drive are expected to be presented to the Beautification committee by Mr. Follett, landscape architect. f) A deep well has been installed at Morningside Pool and is being flushed at the present time. Water is to be analyzed by the Health Department prior to use for pool purposes. g) The Holt Avenue swimming pool is in operation although corrections will continue to be made with regard to recent improvements, including marsiting. h) The Board has been advised ground breaking for construc- tion of restrooms at Bobby Walker Pool has begun. i) At DelOra Park the corridor to Bayshore Drive is being cleared for possible construction of a bikeway during the next few months. Mr. Moore commented on the PAS report as follows: that a merger of Facilities Division with Parks is recommended, addition of the Marina to our department and other minor changes within the department is suggested. Mr. Moore reported he had discussed this report with city Manager picot Floyd and will meet with him further on the subject. The ~oard was advised reorganization of the department as recommended in the report would undoubtedly effect operation of the department adversely. Mr. stavros suggests development of crest Lake Park similar to what is done in Boston by utilization of paddle boats~ band shell and ,beautification in the park. In discussing crest Lake park, Mr. Prokes suggests a drawing offered by Mr. Frank Morris several years ago be available to Board members at the next. meeting for study. Mr. prokes reported he had been contacted by a newspaper corres- pondent recently with regard to interest of the Park and Recreation Board in the Moccasin Lake park development. He stated he advised the reporter the Board welcomed input from all local organizations but indicated members should continue expression of their own ideas on the subject fa properly evaluate other recommendations for park development. In discussing acquisition of property Board members indicated an all out effort should be made to acquire property for a softball complex.
