CITY OF CLEARWATER
PARKS AND RECREATION BOARD MEETING
JANUARY 26, 1976

The regular monthly meeting of the Parks and Recreation Board
was held at the Ci.ty Hall Annex at 10 South Missouri Avenue on Mon-
day, January 26, 1976 at 7:30 p.m. Present were Mrs. Melvin Taube,
Mrs. Edwin Grenelle, Meesrs. Harold Robinson. Gus stavros, Bill
Justice and Ream Wilson. Motion was made by Mr. Bill Justice to
appoint Mr. Gus Stavros temporary chairman in the absence of Mr.
Richard Prokes. Motion carried.
Motion by Mr. Gus Stavros seconded by Mr. Justice to approve the
minutes of the December meeting as received in the mail by members
of the Board. Motion carried.
Mr_ Ream Wilson reported on department recreation programs in
particular Del Orc Park. It was indicated that discipline problems
at this facility have been prevalent during the past month. A meet-
ing was held Friday, January 23 with officers of Del Ore Groves Asso-
ciation to discuss the problems.
Mr. wilson reported on the following capital improvement projects:
McMullen Park: Curbs around the parking lot are now being in-
stalled bf the city's Public Works Department. It is anticipated
that landscaping will be completed within the next two weeks with
irrigation lines to be installed January 28 and 29 and sod to be de-
livered and laid February 3 and 4. A sound system costing approxi-
mately $500.00 will be installed enabling the tennis club manager
to make announcements as needed over the tennis complex. It was
mentioned that personnel will be requested for this complex and will
consist.of a tennis club manager (supervisor I) and 3 recreation
assistants. The complex would be open approximately lOB hours per
week and recreation assistants will be scheduled on varied part time
basis ,to cover these hours. User fees of $1.00 per court per hour
and '$1.50 per court per hour were discussed.
Wood Valley: 2 tel1nis courts and 1 basketball court are now
under, construction.
Edgewater Drive: Work is progressing in the grading of this
project and beautification will begin at the north end with the in-
stallation of a deep well as Public Works completes the grading of
this area.
Clearwater Beach Yacht Club Property: Board members were presented
with estimated costs of various facilities to be recommended for the
Yacht club site. The facilities include renovation of the swimming
pool, rest room building, 3 tennis courts, beautification, and 2
parking areas. The Board expressed an approval for the newly pro-
,posed plaQ of development for this property.
Holt Avenue Pool: Bids have been let for the renovation and are
scheduled to be opened February 4, 1976.

- Boord members received copies of the Department finance report
for the month of December which included year-to-date expense. The
Board was advised that expenses for the first quarter were 23.5% or
1.5% under normal expense for this date. Mr. Wilson explained that
expenses and receipts for Glen Oaks Golf Course for the month of
December were not available due to a serious illness in the family of
Mrs. Blue which necessitated her being out of work for the past week.
It was suggested by Mr. Gus stavros that this report not be mailed
but that it be provided to Board members at the February meeting.
Mr. Wilson reported that a new park sign has been installed at
Ross Norton Park and encouraged Board members to look at it, if
possible, as their response would be appreciated. Mrs. Grenelle and
Mr. Robinson had seen the sign and expressed their approval.
Mr. Wilson reported that a lease arrangement had been finalized
with the Department of Transportation for 10 acres of property east
of Missouri Avenue and south of Lakeview. It was explained that
this property must be utilized as a 1101ding area for drainage. However,
the remainder of the park could be developed in a passive nature.
Mr. Wilson reported that a letter was sent by Mr. Prokes, as
approved by the Board, regarding the naming of park facilities in
honor of civic-minded residents. The letter was addressed to Mayor
Cazares, Members of the City Commission and City Manager picot Floyd.
Mr. Wilson reported that he met with a representative of the manage-
ment consultant firm now studying various City operations. Time was
spent in each of the department's divisions.
It was reported that a swimming pool for Ross Norton Park was
approve4 by the city commission with funds of $225,000. This will be
a Community Development project and would be scheduled the latter
part of 1976-77.
Mr. Wilson reported that new tennis court light meters had been
received for the Clearwater High School tennis courts and that they
will be installed next week. The Board was also informed that a
purchase order for replacing the north fence at the Bayfront tennis
complex was issued. It was reported that this fence was in bad condi-
tion as it has been hit numerous times by automobiles traversing
Cleveland Street_
Mr. Wilson reported that plans were requested as to the future
deve1.opment of the former urschel property on Tampa Bay. The Board
expressed an interest in currently maintaining the property in a
passive nature with the possible additions of scattered picnic tables,
facilities.
Mr. Wilson reported that the loop road along the Bayshore has
been completed and that the Nursery Division may be involved in beau-
tification plans for areas contiguous to this road.
It was also reported that the Nursery division recently received
a donation of 5 large Reclanata palms which have been relocated and
are now part of the landscaping in the City parking lot behind the
new Bank of Clearwater building.
Mr. Wilson reported that a facility use contract was finalized
with st. Petersburg Junior College regarding the joint usage of City
recreational facilities and the gymnasium as St. Petersburg Junior
