Board was hclJ at the department offices 10 South
Avenue on Monday, September 15, 1975 at 7~30 P.M.

The Board approved minlltcs uf the month of July, as well
as the regular meeting for the month of August and the special
meeting held August 4, 1975 nt Kings Highway Recrention Center
as ~ailcd. Hoiion made by Mr. Price and acconded by Mr. Stavros
with the exception of the August 25th letter received hy Mr. '
Sta~~~s from Mrs. Claire Wilkins and not Mr. Gerald Rehm.

Boord members received copics of department expenditures
for month of August and yeur-to-date. Mr. Moore reported that
tho total department expenses for year-to-date io 3/10 of. 1% below
.normal expenditure 3t this date. Department expenditures for
the,month of September will be closely monitored in order that
1.010 fiuiBh 'within the allotted budget.

'Board members received copies of the Glen Oaks financial
report for the month of August and corrected information on the
j~ly report: Members were advised requests for materials for
an irrigation system for less than $5,000. have been made. A,
total of $12,000. had been earmarked for this irrigation project,
~ut'resi~nation of Mr. Chick Lewis and our inability to make ~lanG
'at un uarlier ,date made it imposRible.

Hr. Moore discussed a proposed prelimina~y and feasibility ,
study of a Par, 72-Hole golf course financing with Mr. Jeff nutler~
In viewing ihi~ sit~ation, Mr. Uutl~r indi~ates the City Commission
~hould identify possibld assignment of such a project to Capital
Improvements, but he haa some question if we should pursue ,con-
st~uction of a golf course at this time. At present, the con-
st'ruction of 'a golf courHt'! is set, for' 1978-79, and if new prior-
i tie,s' are desired we should exp re S5 au r s elves to the City com-
mission in this respect. Mr. Butler's thought on this matter were
that construction of a golf course during the next ynar could have
the department involved Ln so many capital improvement projects,
{t would be'difficult to monitor them. However, Mr. Moore indi-
cated he would depend upon the Golf Course Arcbitect and City Golf
Course Supervisor to do this. Apparently, the mutter of the Golf
Course'must be held in ab~yance at this ti~c.

and Recreation Uoard support the recommendationfi on the non-
reGideut fee. submitted by the Parks and Recreation utu[[. Moti6n
carried.
The Board was adviRed D report on user charges will he made
separntcly to the City Commission for thcirconsiduratian.
Mr. Moore reported District IV of the Flur.ida Recreation and
Parks Association will meet at Martin Luther King Recreation Center
on Tuesday, September l6~ beginning at 9 A.M. Copies of the
agenda were presented to Board Members with an invitation to attend
any sessions pos~ible to them~ One of the sessions is scheduled
for the Nursery nnd visitations arc planned for Kings Highway Re-
creation Center~ Del Ora P~rk and McMullen Park Tennis Complex.
The Boaid was advised McMullen Park Tennis Court Complex with
eight courts is now ready for play with nets installed. Official play
will beii~ Tuesday, September 16th. Until fees arc set by the
City Commission courts will'bc open from 8 A.M. to dark without
charge. Construction of the tennis court clubhouse continues on
schedule. Unfortunately. the contractor for this job lost all of
the tools at this location that were stored in his trailer. The
value of the tools was assessed at $3,000. This loss was by theft.
DelOra Park facilities are nearing total completion. Street
lights along the bike trnil in the park are being installed, rcst-
rooms tiLe has been completed and sewerage hookup is planned. The
lat~er may prove costly due to distance to be traversed for the
sewer 'hookup. Handball and tennis bu'ckstop$ h;lVC been pninted and
,edges of th~.courts have been sodded. Furthar sodding and land-
scaping of the area is planned. The Building Maintenance Department
:16 proceeding w~tb conscruction of the 30' x 40' building at Wood
Valley. At this dat~ the walls of the building have been installed
and the Maintenance Department is ready to Install tbe lcntels.
'The Board was advised that the Optimist sponsored National Bicycle
Mota-Cross conducted south of Carpenter Field AUGust 30-31 proved
Inost successful.

The Board received a letter from Dunodin Parks and kccraation
Board requesting our Board investigate the circumslunccs of
non~resident charges to members of the Upper Pinellns County
Winter Instructional Baseball League. The Dunedin Board desires
that our Board make recommendations to the Clearwater City Com-
mission pertaining to this program. After discuBsion, it was
suggested we reply to the Dunedin Board letter that our Board
makes recomm~ndations on 'such matters to the City Commisiou
only aa it is requested. At present. the non-resident fee re-
commendations have been made to our department, and if the City
Commission acts favorably on this request the fe~s will be waived
for the Upper Pinelins County Winter Instructional Baseball League.

A letter from the Clearwater Optimist Club has been referred
to our Board with said letter requesting use of the Bayfront
,property clubhouse. After discussion, the noard ,stated such a
request should not be approved in the absence of either u short
or longrange plnn by the City at this time.

Mr. Moore reported that all but ,three miles of the bike trails
have been ramped at street ends. The present bike trail plans are
30 miles in length. Only 79 more rumps are needed to the present
_-trails and Traffic Engineering has indicated tbe next ramping
will be done at Clearwater Beach.

The Board was advised th~ concrete wall proposed for the Holt
Avenue Center will be considered under the Greenwood Complex Plans.
If funds arc available in this 'budget, CQnntruct.lon will be done
in the near future. However, if these funds prove inadequate, we
will determine if there is a possibility of the regular budget of
the' depa rtmen t providing for t his cons true t ion. lIr s. G r cnell e 1n-

mailed to a se~ment of the City by the Planning Department. The,
Board was advised thIs study was done by Stun Houle in the Planning
,~'Depnrtment, and that he had discussed this questionnaire with mem-

mailout, as well as a proposed plun for Parks and Recreation Je-
