OCTOBER 28, 1974
The regular monthly meeting of the Parks and Recreation Board
was held in the Department offices at 10 South Missouri Avenue on
Monday, October 28th at 7:30 P.M. Present were Mrs. Melvin TaUbe,
Messrs. Gus Stavros, Bill Justice, Frank Tack, Harold Robinson, Al
price, Emil C. Marquardt, Jr., Ream Wilson and Eddie C. Moore.
In the absence of Chairman Dick prokes, Mr. Stavros was elected
Chairman Pro Tern.
Minutes of the meetings of the months of August and September
were approved as mailed to members of the Board.
The Board was advised financial reports for the month of September
and the fiscal year which closed on September 30th are not available
due to the time required by the Finance Department to prepare the
reports. These reports will probably be available at the next meeting
of the Parks and Recreation Board.
Mr. Moore briefly reviewed proposed charges of recreation activities
which the city commission desires to' discuss with members of our Board.
The city commission has requested meeting with the parks and Recreation
Board on Thursday morning, November 14th, at 9: 30 0' clock. At this
time, the Capital Improvement Program and proposed charges or fees for
recreation activities will be discussed. Mr. prokes has suggested the
parks and Recreation Board meet prior to this date to discuss these
programs, and since November 11th is a holiday the date of Tuesday,
November 12th, be considered. After disucssion, the members of the
Board indicated November 12th as being satisfactory and, therefore,
the next meeting of the Board will be scheduled as of that date at
'the Parks and R~creation Offices.

After discussion of these projects, it was suggested that Board
members review these capital Improvement projects for further discussion
at the next meeting of the Board.
Mr. Moore reported that 8 new horseshoe courts are being constructed
at. Ed Wright park. We have sodded the grass area bet.ween the courts
and expect to improve this facility further.
The Board was advised the Martin Luther King Building should be
completed during this week and an Open House is planned by the city
COnmiesion for Friday" November 15th, between the hours of 7 and 9 P.M.
Our parks and Recreation Board Members are in vi ted to attend this Open
House. Also" in the Greenwood Recreation Complex part of this area,
the multipurpose courts edges have been regraded and sodded. The
parking lot to service the Martin Luther King Building, tennis courts
and recreation complex is now being constructed.
Mr. Moore reported the Kings Highway Neighborhood Center Project
is proceeding and a perimeter ditch has been dug around the building
area to aid drainage. Dirt. has been added to the building site and
is" at present, being compacted with a heavy roller. The building site
was elevated to prevent flood problems.
Mr. Moore reported he had attended the National parks and Recreation
Conference in Denver, COlorado on October 22 - 24 and had departed
Clearwater on Tuesday night October 22nd to attend this meeting. Also
whi1e in Denver he attended the Executive Board Member meeting of the
Amateur SofCball Association of America on October 25th and the
International Joint Rules Committee on Softball on Saturday, October
26th.. The Amateur Softball Association of America paid for the plane
fare and the softball meetings during the softball meeting dates.

Mr. MOore reported a gross of $5,,098.40 at Glen Oaks during the ,
, month of sept.ember and for October through the 27th a sum of $6,496.65.
,Due to the close of the fiscal year, we are unable to obtain expenses
for these . mont.hs from the Finance Department. Receipts are expect.ed
to: climb during the next four months at this golf course. Golf Course

Manager, Chick Lewis, and Facilities Superintendent, Dave Keyser,
may offer a suggestion for memberships at the Golf course, and
eheae suggestions will be presented at the next meeting of the
Board when recreation charges are discussed.
Ream Wilson reported on the program at Morningside Pool and
expressed appreciation to Mr. Frank Tack and Mrs. Melvin Taube for
having attended the event. Also, Ream Wilson advised the Board
that invitations will be sent from time to time with regard to
certain department activities, and although attendance is not
necessary, the invitations have been extended to acquaint the members
of the Board' wit.h regard to some of the activities being provided.
, Board members discussed the Bike Trails program and as to what
progress had been made with regard to ramping street intersections
of 'the bike t.rail. Mr. Moore stat.ed that $2,000.00 was available
for thi's' project and Mr. Paul Kane' s crews would at.tempt to ramp
, ,as many intersections as possible at. such time personnel was available.
:'Mr.' Moore indicated to the Board he would follow-up on the suggestion
. ,'of the, Soard to, complete the ramping of intersections as soon as
, 'possible.
,Mr. Stavros requested that. we inquire with regard to a previous
reco~enda1:ion of the P arks and Recreation Board of establiShing
minimal' re~J:eation opportunities at Crest Lake. It is possible this
matter may'also be discussed at ~e meeting of the Parks and Recreation
Board and:City'commission. '
