The regular meeting of the Beautification Committee was held in the Parks and
Recreation Department's Conference Room at the city Hall Annex on Wednesday,
SeptenWer 2, ,1992.
Meeting was called to order by Chairman Robert Resch, at 9z08 a.m.

Robert Resch asked for a motion to approve the minutes of August 5, 1992. Larry
Lindner moved to approve and Candace Gardner seconded the motion which carried.
NEW BUSINESS
Xerilca'Pe Dilcus,ion
Barbara Huber informed members that Mr. Rand Baldwin, Government Affairs
Coordinator, of SWFWMD will attend' the October meeting to discuss xeriscaping and
the diatribution of the Water Wise Landsca.pes brochures. Mr. Wilson stated that
he would invite Tom Hackett, Water Superintendent, and Mark Roether, Nursery
Superintendent, to the meeting. Mrs. Huber apprised the Committee of her
findings concerning distribution of the Water Wise Landscapes brochures through
residents utility bill. Mrs. Huber visited the Purcha.sing Department to weigh
the entire diBtribution (brochure, utilities bill And outer envelope and return
envelope). The weight of this brochure would cost an additional .23 cents for
each mailing since the entire package weight is ovor an ounce. Robert Resch
suggested poBsibly cutting the brochure in half and sending in two separate
mailings ulnce .23 conte per mailing would not be cost effective. Members
discussed other ways in which to send the brochures. Mr. Lindner stated it may
cost les. to send the brochure out in bulk rate mail (carrier sort) rather than
sending it out in the utility bill. Mrs. Huber said that Mr. Baldwin indicated
to her that he could provide 44,000 brochures to the city of Cloarwater at no
charge. Mr. Resch Btated that the xeriscape utilities demonstration site will
aLso be added to the Water Wise,Landscapss brochure. Hr~. Huber will invite
Carole Greiner, Customer Support Manager, or a representative from her office to
the October meeting to diocu8s the best distribution procedure for the brochurB.
Mr. Reach asked if the brochure could not be sent out, if xeriacape booths could
be sat up At various festivals, Garden Club, etc. Mr. Wilson stated that he and
Mark Roether, Nursery Superintendent, attend monthly meetings across the city
which have been arranged by the City Mangar for Bach voting precinct and at these
meetings Mark pre.ent. a xe~iscape concept display which is one of the moat
popular di.play. at the meetings. Hr. Wilson stated that this is a good program
whereby residents may obtain firsthand information concerning xeriscaping.

Mr. Reach allked if it was appropriate for the Beautification Committee to be
involved in the xeriacapo project.. Mr. Willian .aid that he would lIubmit a
memorandum to the city Managerl. informing that the Beautification Committee ia
activoly working with Rand Baldwin, Government Affair. Coordinator of SWFWMD, on
diatributing the Water Wille Landscape brochure to the reDidentll of Clearwater and
po..ibly promote xeriscaping design conteotB through local schools. The City
HanagGr will contact Mr. Wilson with hi. recommendation.

on October 3, from 10 a.m until 2 p.m., Mr. WilDon stated that there will be a
national event to celebrate the 500 abandoned railroad right-of-ways which have
been convarted into recreation and bicycle paths. Pinallaa Trails will be
setting up tables and booths in Seminole, Largo, Dunedin, Clearwater and all
cities that have been touched by P1.nellas Trail. Hr. Wilson stated that
Clearwater' s activity wi.ll be held at station Square Park which is one half block
off the trail. There will bo concerts, music, demonstrations, exhibits, bicycle
registrationa, raffles, prizes, trail t-shirtll will be Bold and informational
brochureo will be available to encourage trail participation. Local Officials,
elected officials, and area business owner., will also be attendance and the
speaking portion of the event will occur at 12100 noon. Mr. Wilson encouraged
all members to attend the celebration.
Hr. Wilson stated that he will be attending a meeting with King Engineering,
Frank Aiello of Pinellas County Trails and City officials to distinguiSh exactly
how the trail will be marked. Mr. WilBon will invite Al Ritman to tho meeting
as soon as a meeting data has been set. Mr. Lindner stated that parking areas
will be a main factor for trail participants. Mr. Wi180n explained that there
will be a parking area between Jones and Drew Street. Mr. Lindner suggested
buying the old railroad station to be used as a main headquarters for the trail.

Mr. WilDon explained that 60 liguatrum treos (10* x 101) have boen ordered from
a tree farm in Miami. The tree plantings have been approved by the Department
of Transportation. New grass and treeD will be installed in a few weeks.

Mr. Lindner statad he did contact the secretary of the Downtown Clearwater
Association who stated to her knowledge, they have no inform~tion concerning a
Compliance Committee rosponuiblo for inspecting and reporting downtown
propertieo. Hr. Lindner gave the secretary the number of thG Section Codo 138.31
of the Clearwater Code of Ordinances. Hr. Lindner rocommended to the e8cretary
ot the DCA that she call Scott Shuford of the Planning and Development Office and
ask him to bring information pertaining to Section Code 138.31 to their next DCA
meeting.
Mr. Wilson explained that the Planning and Development Office ia looking at
rezoning the downtown district from the Atrium Hotel, south to downtown.
Kr. Wil.on stated that the Parks and Recreation Department has relandscAped
aeveral downtown areas such 8S the seminole Boat Ramp and the Sunburst Court.
They are also looking into planting aaole/washingtonian palms from the Memorial
causGway bridge north to downtown, etc. Mr. Wilson stated that there iB a lot
of thought going into improving the downtown area from Bdgewater Drive to the
Chamber of Commerce. Al.o, residents hAve requested the installation of Btreet
tre~s and lights tor this aection of town.
