Mark Roether, Nursery superintendant Parks and Recreation Department The regular meeting of the Beautification Committee was held in the Parks and Recreation Department's Conference Room at the city Hall Annex on Wednesday, August,S, 1992. ;\~ .~~ Meeting was called to order by Chairman Robert,Resch, at 9~OS a.m. Aoproyal of Minutes Robert Resch asked for a motion to approve the minutes of July 1, 1992. Candace Gardner moved to approve and Bernia Baron seconded the motion which carried. Mr. Resch informed members newly appointed Board member Ted Serri11 is out of town on vacation but he will be attending the September Board Meeting. Xeriscape Discussion . '.,' Copies of the plant guide from the Southwest Florida Water Management District ~ere distributed to members. The guide includes brochures on landscape xeriscaping. Hark Roether stated that he is pursuing permission from the city of clearwater's Library System to grant a apnce at the five libraries to display the xariscapa information. Robert Resch asked ifaxeriacape project could be installed at Crest Lake Park? Mark Roether explained that Crest Lake Park is heavily xeriscaped and it may be difficult to display xeriscape information in the park. Mark stated that the xeriscape principle is used in almoet all City landscape projects. The City of Clearwaterts designated xeriscape project is located at 900 Chestnut Street at the Utilities Building. ~embers ensued discussion of how to inform the public concerning xeriscaping. Candace Gardner suggested that if the libraries display tho xeriscape information, the Beautification Committee could call an area newspaper to inform the public that the library haa the xeriscapa information availabl~. Bl1l Baldwin suggested sending out press releases on a regular basis to the newspaper concerning xeriscaping. Barbara Huber suggested the possibility of aaking students from area schools for their participation whereby the students could design a landscape project. Bernie Baron suggested contacting Pinellas Technical Education center where students are currently enrolled in landscaping courses. Students would be rewarded for their efforts. The City of Clearwater could possibly donate the apace for the project. candace Gardner stated that a letter would need to be submitted to the area schools aSking if they would be interested in participating in Buch a project ~hereby the students would be awarded for their efforts. Mark Roether interjected that sponsors for such a project might include Pinellas County Extension Servicet Landscape Maintenance Association and Florida Nursery and Growers naoociation. Mark Roether stated that he ~ould be available to assist in judging the landecape projects and would seek land which can be used for the projeot/s. Bill Baldwin stated that he would set up a definition of the' landscape deaign project and develop a list of possible sponsors for the next maeting. Members all agreed to attempt to contact: possible sponsors for the landscape design project. NEW BUSINESS Barbara Huber asked if anything cou14,be done to enhance the medians on Missouri Avenue. Mark stated this is a state road and that at present thero are no plans for this location. Bernie Baron asked about the palm tree trimming on the left side of the Memorial Csuseway. Mark stated that trimming the palms ruins the natural ohape of tho tree and trees should only bo trimmed when the fronds are dead. OLD BUSINESS North Greenwood Area Robert. Resch asked for any new reports on the Greenwood area. Mark Roether stated that he and Alan Mayberry, Urban Forester, will meet this week to design a landscape plan for the Sewer Treatment Plant. Mark explained that his Division is presently remulching, fertilizing and replacing the dead azaleas with dwarf oleanders for the streetscapa project on Greenwood Avenue. Court street Mark stated that he haa not heard from the Department of Transportation and he assumes that the delay is because of the lane expansion tweet bound left turn < lane on Court). Pinellas Trail Robert Resch reported that Mr. Wilson will be attending a meeting with pinellas County Engineers for the downtown section of the trail and he will report back to the Cornml~tee. Mark Roether stated that 95% of the tree planting for the Clearwater section of the trail has been completed. Code Enforcement Members discussed the city of Clearwater Code pertaining to exterio~ building walls, dooro and window openings which had been submitted to them. Larry Lindner .stated that these standards pertained strictly to the downtown area. Larry , pointed out that in Section 138.31 of the clearwater code, he became aware thnt there is a complianco Committee which is responsible for inspecting and reporting downtown properties. Said committee shall be composed of the City Building Official, the Chairman of the Downtown Development Board and the President of the Downtown Clearwater Association. Larry Lindner stated that at present, he is not aware that the committee exists and that he will contact the secretary of the peAS to see if they would follow-up.
