Recreation Department' 8 Conference Room at the city Hall Annex, Wednesday,
July 1, 1992.

'Larry Lindner asked that a correction be made to the Minutes of June 3, stating
Mrs. 'Wyatt was in attendance. Mrs. Wyatt moved to approve the June 3 Minutes.
Mr. Bernie Baron seconded the motion which carried.
NP BUSINESS

Mrs.~Wyatt submitted a letter of resignation to the Board since she will no
longer be living within the City of Clearwater limits.
Mr. Wilson informed members of a new project requested by the Clearwater Bay
Homeowner's for north Ft. lIarrison Avenue extending from Drew street north to
Sunset Point Road (near the, Seminole Boat ramps). Tho'project would include
en~ancements ouch as trees, globe lights, etc.
Mrs. Huber asked if hanging baskets could be placed on downtown store fronts or
on ,the light poles. Mr. Wilaon stated business owners would be responsible for
maintaining them. Mrs. Wyatt suggested artificial plants might be easier to
maintain. Hr. Lindner stated that this may be a project that the Downtown
,Development Board or the Clearwater Beach Homeowner' B Association might be
interested in accomplishing.
Mr.' Resch' stated that he would like to see the streetscape extend to the
Cleveland streetjGulf-to-Bay intersection from downtown Clearwater. Hr. Wilson
stated that the original plan for the streetscape Project was to include this
property.

for the Downtown Clearwater Association. He will contact Mr. Bitman to dioCUBa

Mr. Resch introducod Nursllry Supsr intendent, Mark Roethor, to the rnQetlng.
Hr. Baron roiterated what had beon diBcussod at the last: meeting' regarding
xeriscape effortu such It. the City ot Clearwater providing xeriscape information
by setting up a booth or installing a xerlscapo projoct at Coachman Park
festivities. Mr. Wilson agr.ed with the poIsibility of xeriDcaping the downtown
Haas Brothers .ite and/or the nayfront Tennis Courts. A1DO, Hr. Baron asked if
a xeriocapa project could be inutalled at the Homorial Park location.
Mr. Roether stated he ill awa! t lng plans for the property' B dovelopment. Mr. Resch
stated that by presenting xeriDcape in this mannor, it may educate the rOlidenta
of Clearwater to xari.cape their own properties. Mr. wilson suggested that at
such time ad a final deci.ion is mAde on the Bayfront that the Beautification
Committee make a recommendation to the City Commi8sion/City Manager regarding
including xeriscaping at the Haag Brothors property site and post it as an
educational exhibit for the public since it ia such a focal point for special
events held at Coachmnn Park and the downtown area. Mr. Baron sugqested that the
project could provide a tour with a voice activated tape explaining different
point.. of interest concerning the xeriscape project. Mr. Roether stated that on
the third Thursday of every month, he attends City Manager ~own Meetings and
presents xeriscape exhibitlJ Dueh as mulch, plant materialo, samples of irrigation
heads, etc. The Eagle Arbor Day ceremonies held each yoar at Moccasin Lake
Nature Park have also included Mr. ,}toether' 0 xoriscnpe exhibits. Mr. Wilson
sugg9stod the possibility of scatting up a booth at mall showB presented by Public
Relations Specialist, Birgitt Dowd. Hark then explained what best describes
xeriscaping, water consorvation through creative landscaping. chief concerns to
look for when installing a xeriscape project are~ a good design, keoping water
use in mind while drawing the design, efficlent irrigation, using turf wisely
(highest water using plant in landscaping), use of mulch and soil amendments,
regular maintenance of landscaping, etc. Mr. Roether explained different types
of irrigation systoms used in landscaping the courtney Campbell Causeway. The
turf wag covered by a conventional over the top spray irrigation and each
landscape bed was fitted with a drip irrigation syotem. A dual program irrigation
clock wae installed which can be Qet to run two days a weak for 45 minutes, etc.
for each landscaped ~rea. Hr. Baldwin asked if tho drip irrigation system was
not regulated under the SWFWHD water restrictions. ; Mr. Roether stated the drip
irrigation system is not restricted since it is considered low volume irrigation.
Also, Mr. Wilson mentioned that the irri9ation systems throughout the City can
be shut off by a remote control device by Nursery employeeo. Mr. Lindner asked
if any xeriscape information could bo publicized at the city of Clearwater
Library. Mr. Roether statod yes, a free standing board could be set up at this
location.
OLD BUSINESS

Kr. Lindner aaked Hr. Roether what Mr. Linn' B concerns were regarding landscaping
in the North Greenwood Area. Mr. Roether stated that Mr. Linn's main concern
was landscaping at the Waste Water Treatment Plant. I Marl' stated that as soon a8
plans are submitted to him regarding this property, the old incinerator building
and sanitation yard from the Public Works/Engineering Department, he will design
a landscape plan and invite Mr. Linn for his input.

Mr. Wilson informed members the Wayaide Park which'iB located immediately east
of the Water Pollution Control Plant is on Mr. Roether's landscape design list.
Alao, the DOT will be widening the small bridge'on the Causeway in september.
When this io completed, Mr. Roether will install the remainder of the palm trees
and plantings.
