The regular meeting of the Beautification Committee was held in the
Parks and Recreation Department's Conference Room at the city Hall
Annex on Wednesday, December 4, 1991.

Meeting was called to order by Chairman Larry Lindner at 9:00 a.m.
Old Business
Approval of Minutes
Mrs. Wyatt moved to approve the minutes of November 6, 1991.
Mrs. Tretin seconded the motion.
Court street
Mark Roether, Nursery Superintendent, informed members that he is
in the process of completing the landscape design plan for the
Court street median 'to submit to the Department of Transportation.
'Mark stated he anticipates no problems in receiving DOT approval.
The project will be scheduled as soon as the approval has' been
received which will include new sod and planting trees on the
median.
courtney campbell Causeway Grant
Mr. Roether updated members regarding tree planting on the Courtney
Campbell Causeway. Approximately (250) palm trees have been
planted on the south side of the causeway and a total of over (300)
trees will be planted upon completion. The city commission has
approved funding for the power lines to be buried on the north
side. The project will necessitate Florida Power installing the
new electrical lines and removing the old power pol~s which should
be complet~d by March of 1992. Palm tree planting can then ensue
on the north side which will be more than what was originally
planned since the DOT will be adding a new lane to each side of the
bridge. Therefore, there will be no landscape improvements at the
bridge and (109) palm trees will need to be installed in a
different location until the construction is completed,

Mr. Lindner asked if the smaller plant materials are still going to
be planted in March of 1992. Mr. Roether stated that there has
been no change and that volunteers will be needed.

Members each brought ideas for the adoption of a f lower or
flowering tree and discussed at length. Mr. Lindner asked if the
plant selection should be native to Florida and members agreed yes.
Mr. Roether agreed that a native plant would be better equipped to
endure the conditions of our Florida weather. Mr. Roether offered
his support in suggesting that when looking into the adoption of a
flower/tree/bush to establish important qualities such as; non-
freezing, heat tolerant, drought tolerant, and graphically
pleasing. Members suggested adopting a flower/tree/bush that
homeowners could use in their landscaping attempts along with the
cityrs landscaping efforts at various city owned properties in such
a manner to enhance all properties. Mrs. Moss suggested adopting
a flowering/tree that would be remembered by all who travel' through
the city of Clearwater. Members suggested the hibiscus bush
because it blooms all year round and requires little care whereby
it can be used in all types of landscaping efforts. Mr. Roether
stated that the city would have no problem installing the hibiscus
bush in their landscaping efforts throughout the city. The
oleander bush is also a hearty specimen but may not be easy to
promote since in the past. it was considered a dangerous, poisonous
bushi however, it has never been determined a poisonous bush and is
used readily by the Department of Transportation. Mr. Lindner
asked Mr. Roether what types of flowers the city Nursery uses in
their landscaping efforts throughout Clearwater. Mr. Roether
responded that he uses perennials such as; blue daze, heather,
pentas, bush allamanda, downy jasmine, hawthorn, crape myrtle.
Mr. Resch asked Mr. Roether from all the different species
discussed, what type flower he would recommend using on the
causeway? Mr. Roether responded he liked the cape honeysuckle
which is presently in bloom at the Memorial civic Center.
Mrs. Wyatt suggested' that the adoption of a City flower/tree/bush
be tabled and placed on the next Committee Meeting' s agenda.
Members asked Mrs. Moore to 'speak with the Clearwater Garden club
to inquire what type plants they might 'consider adopting.

Code Enforoement
Mrs. Moss gave each member a recent utility bill she received from
Mr. John Richter with two messages stating "private signs in public
street rights of way tarnish our city's image as well as violate
City ordinances" and "Keep Clearwater Sparkling. Please do not
place signs in street rights of way.". The code Enforcement Office
is planning to incorporate additional messages in the future to
educate the public' on Code requirements. Mrs. Moss stated she
would call Scott Shuford, Planning Manager, before the next
committee Meeting to inquire about the new parking ordinance before
going ~head with a pamphlet that could be sent out in resident's

'Mrs. Moore drafted a letter to be sent to Or. Debra Thomas Weible,
M.D., 'recognizing her beautification efforts on North Ft. Harrison
Avenue. Mr. Lindner asked for a inotion to send the letter.
Mrs. Moore moved to send a letter of commendation to Dr. Weible for
the work she has done to improve North Ft. Harrison. The motion was
seconded by Mrs. Moss.
