The regular meeting of the Beautification Committee was held in the
Parks and Recreati.on Department's Conference Room at the city Hall
Annex on Wednesday, November 6, 1991.
Meeting was called to order by Chairman Larry Lindner at 9:00 a.m.

Mrs. Rose Moore moved to approve the minutes of October 2, 1991.

courtney Campbell Causeway Grant
Mr. Mark Roether, Nursery Superintendent, distributed a copy of the
"Time Scheduleu for the landscaping of the Courtney campbell
Causeway along with the cover letter which had been submitted to
the Department of Transportation. Mr. Roether stated that he would
be meeting with the palm tree contractor on Friday, to stake out
the specific planting locations for the south side of the causeway.
,On Monday, the holes will be dug for the trees (palm and holly)
with planting to follow on Tuesday. Mr. Roether stated that this
is the first phase and will take approximately several months to
complete. Mr. Roether 'stated that hopefully, by the middle of this
month, the city will have received an answer relative to burying
the power lines on the north side.
Mr. Lindner asked when volunteers will'be needed to install the
smaller planting materials? Mr. Roether stated that the
volunteers' planting effort has been schedule for March, 7, 1992,
and will involve 6-10 consecutive Saturdays. Mr. Roether informed
members that if they would like to volunteer, they may contact
either the Parks & Recreation Office or Brs. Elizabeth Shaw,
Volunteer Coordinator of the project.

Mr. Roether stated that he is hoping that while the south side is
belng planted with the smaller plant materials (first part of
March), the palm trees should be planted on .the north side. Then
as soon as the planting has been completed on the south side, the
north side will be ready for planting the smaller materials.
Mrs. Wyatt asked what the volunteers' responsibility will be
pertaining to the installation of the smaller plant materials?
Mr. Roether stated that the plants will be set out in the location
to be installed and volunteers will actually be responsible for
placing the plants in the ground.

Mr. Lindner asked what the status was for the Court street median
project? Mr. Roether stated that the plans are still on the
drawing board to be submitted to the DOT for permit approval.
Arbor Dav/Citv Flower
Mr. Lindner asked Mr. Robert Resch for an update concerning the
investigation of an official flower to be adopted by the city of
Clearwater. Mr. Resch stated he had spoken with Alan Mayberry,
Urban Forester, who stated that to the best of his knowledge, the
city of Clearwater does not have an official flower although
attempts have been made to adopt a plant or a tree in the past.
Mr. Mayberry agreed that the adoption of a city flower was an idea
that should be pursued by the Beautification Committee and then
presented to the city for adoption. Mr. Mayberry offered his
support to the Committee in their efforts to adopt a City flower.
Members discussed at length the different types of flowers and/or
bushes that could be submitted for adoption and asked Mr. Roether
for his opinion/guidance pertaining to types of species which could
be used. Mr. Resch asked each committee member for their support
to develop' a list of five different species that they would
consider adopting to discuss at the next meeting. Members agreed
to develop a list.
Mr. Resch spoke with Mr. Mayberry concerning the Eagle/Arbor Day
Celebration held at Moccasin Lake Park. Mr. Mayberry suggested
that the committee may either wish to attend the celebration or
possibly set up a booth at the celebration with information
concerning the committee'S beautification efforts relative to the
adoption of a tree and/or a flower for the city of Clearwater to
adopt.
Code Enforcement
Mr. ~indner asked Mrs. Moss if there was anything new to report
regarding publicizing the Code Enforcement Guide through the city
of Clearwater. Mrs. Moss stated no, but she would check with
Mr. 'Richter regarding this issue for the next meeting.

1wln~le liahta - Mrs. Moss asked Mr. Lindner what ever happened
with the lights downtown? Mr. Lindner stated that he is no longer
working in the downtown area and therefore, he didn I t know.
Mr. Lindner did re i tera te to Mrs. Moss wha t happe nad with the
lights last year? The Downtown Development Board budgeted money
for the lights and the Board had submitted a letter to the city
Manager aSking how the lights could be installed. The city Manager
replied that there was not enough time to install the electrical
outlets for the twinkle lights before the Christmas season.

Members agreed to send a letter of recognition to Dr. Debra Thomas
Weible, M.D., for her beautification efforts on North Ft. Harrison
Avenue. Mrs. Sollid asked that copies of t.he letter be sent to the
City Manager, Mayor and city Commission.
Mr. Lindner asked Mr. Roether if it was true that the street Tree
Program was going to be eliminated in the new budget? Mr. Roether
stated yes, because the volume of trees are not being ordered for
it to be a cost effective project. He stated that when the program
was initially adopted, the purpose of the program was to install
trees throughout new home developments to obtain the tree line
effect. Mrs. Moore asked if this would effect the Tree city USA
award status which the city receives every year? Mr. Roether
stated no because the city will still be planting trees throughout
Clearwater but not for the private homeowner. Mr. Lindner asked if
homeowner associations could still buy trees in quantity and
Mr. Roether stated yes. Mrs. Moss asked how much it would cost a
private homeowner to purchase the tree the city Nursery is
providing for $40 at a commercial nursery. Mr. Roether stated it
would cost $100 to $120 to purchase the exact same tree.
Mr. Roether stated that the Tree Farm will still maintain trees for
city projects but will not be planting anything new. When all of
the trees at the tree farm have been depleted the City's Nursery,
located at Saturn Avenue, will be the only site whereby trees are
maintained for city projects. Mr. Resch asked if trees could be
planted in city street right-of-ways? Mr. Lindner stated that he
had heard that an application could be submitted to plant in the
fight-of-way. Mr. Roether stated that street right-of-ways are
city owned property whereby the city assumes responsibility of the
trees and the utility lines buried under the trees. Therefore,
'trees should not be planted in street right-of-ways.
Mrs. Hub~r inquired if trash cans' could be placed at the tennis
courts downtown between the parking lot and tennis courts?
Mr. Roether stated he would take care of obtaining trash cans for
this area.
Mrs. Huber 'if the Committee was aware of the Blue Ribbon Task
Force1s efforts for the new beach area. Mr. Lindner stated the
Committee would first have to receive the report and then review it
step by step. The Committee could then make recommendations.
