The regular meeting of the Beautification Committee was held
in the Parks and Recreation Department's Conference Room at the
City Hall Annex on W~dnesday, September 4, 1991.
Meeting was called to order by Chairman Larry Lindner at
9:05 a.m. '

'Approval o~ Minutes
Mr. Lindner asked that a minor correction be made to the
minutes, of August 7, page 3, to change the word lIit" to lIif".
Mrs. Sollid moved to accept the minutes as corrected and Mrs. Huber
seconded the motion.
courtney Campbell Causeway Grant
Mr. Lindner ,asked Mr. Wilson to update members on the courtney
" Campbell Causeway grant. Mr. Wilson stated that the agreement with
-, the Department of Transportation has been signed by the DOT and the
city' conunission. Approximately two weeks ago, Mr. Wilson did meet
'wi th the DOT to discuss preconstruct ion of the causeway. The Parks
and Recreation Department will be ordering the new plant materials
for the Causeway sometime this week.
Mr. Wilson said that an application has been submitted to the
Tourist Development Council for a grant of $57,000 to bury the
power lines. If the lines are buried, it would allow the palm
trees to be.the same height on both s~des of the Causeway. The

Tourist Development Council does not award grant submissions until
the middle of November. Therefore, the City will order the plant
materials and concentrate on landscaping the south side of the
Causeway first. Mr. wilson is hoping to begin planting on the
Causeway by the end of October or first part of November.
Mr. Lindner asked if the Tourist Development Council does not grant
money to bury the power lines is there an alternate source which
could be used? Mr. Wilson stated there are some Penny For Pinellas
dollars that could possibly be used if the city Commission chooses
to do so.

Mrs. Moore asked where the project will actually begin.
Mr. Wilson reiterated that it will begin immediately past the Water
Pollution Control Plant. It will then extend east to the County
line. On the north side, the palm trees will not begin until right
before the first bridge, past the Christian College, since this
area is too narrow for planting. Mr. wilson stated that the
construction will begin on the south side.
P1um.b House
Mr. Lindner reported that he had driven past the Plumb House
property and it seemed to be fairly well planted. Mr. Wilson
stated that quite a few trees had been planted around the house not
long ago.
Court street
, Mr. Lindner asked what the status was concerning the court
street: median. Mr. wilson stated that Mark Roether, Nursery
Superintendent, is still working on the plans to be completed and
submitted to DOT.
Pinellas Trail
Mr. Lindner stated that he had read in the newspaper that the
contract for the Pinellas Trail had been awarded. Mr. Wilson
stated he had spoken to Frank AiellO, County Engineer, who is the
project engineer for this project. Mr. Aiello informed him that
the, portion of trail to be constructed first will begin at
Belleview Road south and Drew street north. In approximately three
weeks, the contractor may begin on this portion of the trail and
should be completed in seven months. The portion of trail
concerning the city of Clearwater is the "on street" portion
between Drew Street and Belleview. The County will also be funding
this "on street" portion but it may not begin for another seven
. months to a year per Frank Aiello. Mr. Wilson stated that at this
time, the county is concentrating their efforts on the right-of-way
portion of the trail.

code Enforcement
Mr. Lindner distributed a letter and Code Enforcement Guide
list which he received from Michael Wright, city Manaqer. Members
discussed overgrown lots within the city per' the Code Enforcement
Guide. Mr. Lindner stated that the worst eye sores are the
abandoned business properties, such as the overgrown Morrison's
Restaurant property on GUlf-to-Bay. Mr. Wilson suggested someone
from the 'Committee may want to call the Code Enforcement Office'to
report the Morrison's Restaurant property.
Mr. Weller suggested that the Code Enforcement Guide list be
given to all city employees, particularly the Sanitation
Department. Mr. Lindner suggested that Water Department employees
be given the list also. ,Mr. Weller stated that if it was made
easier for these employees to report code violations, it would save
a lot of time. ~ City Fix-A-Gram may be an idea which could be
sent through the Interoffice Mail at the end of the employee'S work
day.
Mr. Resch suggested the Code Enforcement Guide list be placed
in the newspaper to familiarize the public of the guidelines.
Mr.' Lindner suggested the list may be sent out in resident's water
bills'.
Mr. Wilson suggested the committee may want to ask John
Richter, Code Enforcement Manager, to attend the next meeting to
discuss the Code Enforcement Guide list.
