Meeting was called to order by Chairman Larry Lindner at 9:05 a.m. Members welcomed new member, Robert Resch to the Committee. Old Business A'DDt'OVD1 of July MinutelJ - Motion was made by Mrs. Wyatt to approve the minutes of July 3, 1991, seconded by Mrs. Sollid and approved unanimously. Courtney campbell CausewaY Grant - Mr. Wilson updated members on the Courtney campbell Causeway. The City Commission signed the agreement with the Department of Transportation and it has been forward to the DOT for their execution. The Causeway renovations could begin by October 1991. Hr. WLlson explained that because of the power linea along the north side of the causeway, palms planted under the lines will be limited to 8' of clear trunk. If, they grow into the power lines, the City, of Clearwater will have to replace them with shorter palms or pay to bury the power lines. This is in contract to the palm trees on the south side of the causeway which allow for 12' to 20' of clear trunk. Mr. Wilson contacted Florida Power and the DOT Office to ask what the coat would be to bury the power lines along the north side of the causeway (from Bayshore Boulevard to the County line). The Parks and Recreation Department might recommend burying the lines before the project begins. Florida Power's,estimate to bury the lines is $57,635 with the City doing the trenching. Mr. wilson stated that the $57,635 is not approved, but funding is available in Penny for Pinellas. This expenditure must meet with the City Manager's and City Commission'S approval. Mr. Wilson is alao planning to submit a grant application to the Tourist Development Council for'a grant to bury the lines. Hr. Committoe concurred that the question of burying the power lineB .hould be .ddre8Bod now. Mr. Resch asked if power lines buried on the courtney Campbell Cauaoway would impact the landscaping plans? Hr. Wilson Itated thiD would not influence the plans. Mr. Weller asked if the power lines were buriEld, if all palm tree. installed on the Causeway would be similar in height. Mr. Wilson stated yes. Mr. WilDon Baid that the entlre entrance to Clearwater will be enhanced by "the Causeway landscaping, the new wayside park, and the WPC Plant. ~ourt stree~ Mr. Lindner asked what the status was concerning the Court street medians. Mr. Wilson stated he had spoken to Mark Roether, Nursery superintendent, and he atill working on the plans to be completed and submitted to DOT for approval. Pinellau Trail Mr. Lindner asked Mr. wilson if he had anything new to report on the portion of the Pinallas Trail which will run through Clearwater. Mr. Wilson stated no but that the county was putting out bids for the section (GO' wide) of the trail south at Belleview Road and north to Jones street. Mr. Wilson suggested Hr. Lindner call Frank Aiello, County Engineer, who is the prime project engineer for this project or Ned Baier of the Pinellas County Planning Department. ~de ~nforcement Mr. Lindner asked Mrs. MOSB if she had drafted the letter to the City Manager concerning the enforcement of City codes whereby employees who work for the City can be instructed to recognize code violations and contact the Code Enforcement Office. Mrs. Moss distributed the letter and asked members for their approval. The letter met with members approval and was submitted to the Manager's Office. Mrs. MOSB suggested that the code enforcement rules be listed 80 that City employees could refer to them easily and carry with them. New Business Mrs. sollid made a recommendation that a letter of commendation be sent, inapprox~ately three months, to the Amoco Station located at the corner of Hercules and Sunset Point Road, for their outstanding landscaping efforts. Mrs. Sollid stated she has become quite impressed with the new landscaping and that in a couple of months it will be quite impressive. Members agreed that they will watch the property and submit a letter in appro;timately three months. Mrs. Sollid reported that the Gulf-To-Bay Shopping Plaza parking lot is very dangerous. Since the new renovation of the publix Store they have removed the sidewalks. There is not a sidewalk available for pedestrians to walk on in , ' front of Publix, where there is a two way traffic lane. Mr. Lindner agreed that this was a dangerous parking lot design and it should be addressed. Mr. Wilson suggested Mre. sollid contact either the Building Department or the 'Traffic Engineering Department concerning this matter. Mr. Will10n stated that the Station Square Park dedication was held the followin9 day after which it had been scheduled. Mr.. Moa. asked it the Beville Condominium complex on U.S. 19 was in an unincorporated area or if it was within the city limits. Mr. Lindner statod that thl. complex waB in bankruptcy. Mr. Wilson stated that the entrance road i. private. Mr.. Sollid stated that she had called the City of Clearwater regarding the, bad condition of the roadway and the city had told her that it waD in an unincorporated area which was owned by the Complex. Committee a9reed to not pursue at this time. Mr. Lindner asked Mr. Wilson if additional trees could be planted near the 'Plumb House on Greenwood Avenue. Mr. Wilson stated yes, something could be dene and he would look into it. Mrs:'Moss asked what the projected completion dato is for the 49th street Bridge? Mr. Resch atated the projected completion date has been set for Bummer of 1992. o Mr. Wilson explained to Mr. Resch that the sign "Clearwater" is located on the property owned by the Daughters of the American Revolution. Mr. Resch asked if . a new Welcome to Clearwater sign could be installed as part ot the new landscaping plans and if it would be within the new landscaping budget? ,Mr. Wilson stated yes, there is money in the Penny For Pinellas fund as it relates to the overall Causeway beautification project. Mr. Wilson also stated that Pete Woodham of the Chamber, suggested the possibility of moving the Welcome sign farther east and placing it near the Chamber's Welcome Center. Members agreed that this might be a good idea. Mr. Wilson will look into this idea and ask the DOT if they would approve the sign being placed in this area. Mr. Resch will also.look into the placement of the sign. Mrs. Huber asked if at any time in the future. the waterfront may be considered for a harbor type design with specialty shops, restaurants, etc? Mr. Wilson stated that at one time, it was considered to allow boaters to access the park from their boats and allow for concessions, specjalty shops. etc.; it is still one of the many possibilities for the bayfront, but such a, plan would have to be approved at a Public Referendum. . > Mrs. Huber expressed her appreciation for the recent painting of the , flag po 1 es on the Memor i a 1 Causeway br i dge to Mr. \H 1 son. Mrs. Tretin asked Mr. Wilson if anything could be done concerning the trash and debris (on the beach area) along the Courtney Campbell Causeway, ' near the bridge? Mr. Wilson responded that this ;s not City property, it is owned by the State. , i' '>, , , , , ,', Members discussed a letter Mrs. So11id received from Alan Mayberry, Urban Forester, relative to the Committee sending a letter of recognition to Dave MacDonald of 5364 Ehrlich Road. Suite 379. Tampa, FL 33625. for the landscaping work recently accomplished at the new Amoco Station on the corner of, Hercules,and Sunset Point Road. Mr. Lindner also spoke to Oave MacDonald concerning the' landscaping on this property and stated that he had expressed to him that members of the Committee will look at the property in several months 'to make sure that it is being maintained, and then possibly send a letter of recognition for the landscaping. : I " I, , " 5 -\ ,I
