Guest Bob Bickerstaffe " . Meeting was called to order by Chairman Larry Lindner at 9:10 a.m. Mrs. Moss motioned to approve the Minutes, of April 3, 1991, as written. Mrs. Sollid seconded the motion. Old Business TREE PLANTING - Court Street Mr. Wilson reported that Mark Roether, Nursery Superintendent was , presently working on the tree planting design plan to submit to the Department of Transportation. TREE PLANTING - Druid Road Median Mr. Wilson and Mr. Bickerstaffe met with Cecil Henderson, Assistant Director. and Terry Jennings, Chief Engineer, of the Public Works Department regarding planting trees on this right-of-way. Mr. Wilson stated that at , their meeting, the Public Works Department representatives brought up some points regarding a large sewer line that runs throughout this right-of-way and ,the fact that the right-of-way has very limited space to plant trees. ,Therefore, the only type trees which could be planted would be palms because , 'their root system would not interfere with the sewer line. The palms would be planted on the north side of the road, on the north side of the sidewalk, in' front of Hillcrest Mobile Home Park in order to add some beautification to this' right-of-way. 1 " I , '::'" .' " ' Mr. Wilson brought up the question of who would maintain the palms because they would not be a part of the Street Tree Program? He then asked the Committee if they would investigate whether or not the Hillcrest Mobile Home Park residents were in favor of the palms being planted and if they would want to maintain the trees. The Engineering Department, as a rule, is against planting trees in right-af-ways because of liability concerns. Mr. Lindner asked if any trees could be planted on the south side of the street. Mr. Wilson responded that because of the power lines in that section, it would not be considered. Mr. ,Wilson will take the Committee's reconunendation to Bill Baker, Director of Public Works, for his approval to install the palm trees. He then asked the Committee to obtain the Mobile Home Park's approval. Mrs. Moore made a motion that the Committee try to encourage the . residents to accept palm trees being planted along the north side of Hillcrest Mobile Home Park on Druid Road within the City limits. Mrs. Moss seconded the , motion. , Mrs. Moss asked Mr. Wilson if he had heard anything relative to the Beautification Grant for the Courtney Campbell Causeway. He stated, no, but that, they should be hearing something in the next couple of weeks. Code Enforcement ,i Mr. Lindner welcomed Scott Shuford to the Committee Meeting and e~plained that the main reason for inviting him was to discuss what could be done to prohibit parking vehicles on residential lawns. He further explained that the Committee is strongly opposed to such parking from both an aesthetic and an economic standpoint. Mr. Lindner stated the Committee had contacted surrounding cities and found that the City of Port Orange does have regulations which enforce no vehicular parking on residential lawns. Mr. Lindner asked if this same type ordinance could be established for the City'of Clearwater. Mr. Shuford responded, yes, and that this ordinance will be addressed with the Land Development Code Amendments, which are currently scheduled to begin the process of adoption. Mr. Shuford stated that this subject is included in Phase 2 of the amendment process which includes landscaping variances. This phase also contains amendments which are suggested by members of the public or from different groups. Mr. Shuford stated that he will compare his draft of the amendments with the Port Orange Ordinance. Mr. Shuford stated they will try to restrict vehicular parking to driveway areas or in the street. Mrs. Moore asked if the ordinance would also address vehicles parking across sidewalks. Mr. Shuford stated that this ;s covered under other City ordinances and it is against the law to block pedestrian access ways. Mrs. Moss asked if the City would allow automobiles to be parked in City right-of-ways and/or if the City would allow the residents to expand an area in or near their driveway to park vehicles as mentioned in the Port Orange Ordinance? I' , ," ',.." stating what the City's codes are on these two subjects. He will also include a draft copy of the amendments to the City ordinance. Mrs. Moss asked if boats being parked in driveways would also be addressed? Mr. Shuford stated he would send this information along with his memo. Mrs. Huber asked if there were any areas within the City that could be established for neighborhood vehicular parking. Mr. Shuford said no. Mr. Shuford asked if the Committee could help direct him to neighborhoods where there is a real prOblem with automobile parking and take photographs of these areas to'submit to the Review Board. Mr. Lindner stated that the Committee would try to establish the problem areas at the next Beautification Committee Meeting. Mr. Wilson ,suggested members of the Committee may want to attend the Public Hearing which will be held concerning the adoption of the new ordinances. Mr. Shuford stated this would be one way in which the Committee could help because the majority of the people attending the meeting may be opposed to the no parking on residential lawn restriction. Mrs. Moore suggested a flier be placed in residents Utility Bills concerning the elimination of parking vehicles on residential lawns to see what type reaction would come forth. Mr. Shuford stated it would be a good way to inform the public and, as the ordinance gets closer to consideration, it will gain more publicity. Hew Business Mr. Wilson informed members, of a conceptual plan to renovate the bayfront parks. At a previous Work Session, the City Commission recommended an overall plan for the bayfront be initiated in order to work toward one common goal. At their recommendation, a contract was entered into with King Engineering to develop a conceptual landscape plan for all bayfront park , sites. Mr. Wilson explained to Committee members the design of the plan and exactly where development may take place. He also stated that there is money from IIpenny for Pinellasll ($360,000) for implementation of a phased,plan. Mrs. Moss asked if the City purchased Maas Brothers if this would change the whole picture of the plan and he responded yes, that it would certainly have an impact on 'it which the Commission will consider at that time. Mr. Wilson then went on to explain which areas will be influenced by this plan; which are as follows: At the Ferry Pier, on Drew Street, the waterfront would be enhanced with ,red brickpaver sidewalks and a bollard type fence post with chain. A grass strip would be planted (between the sidewalk and the curb) with Crepe Myrtle trees, benches and lights. He mentioned the one major change would be the removal of the parking lot in this section. Mrs. Moss asked if the changes would effect the Blue Star Memorial Marker and Mr. Wilson responded it would remain in the area but be relocated just slightly with the new landscaping. 3 ,,'. ' TO t'" , ~r?:::;:,' The section on Piece Street would be designed similar to the Drew Street section with benches. trees, light poles and bollard fencing along the water's edge but this section would also have a flag type patio with annuals and flags. The leg portion of the old bridge would be improved for fishing to make it more attractive. The only change with this plan would be that some of the parking spaces would be eliminated. Mr. Wilson expressed to members that the intersection in this area is very congested. The consulting engineers are suggesting the traffic signals be changed with the traffic lights mounted on arms instead of the signals hanging on cables. They also suggested brightly painted walkways for pedestrian crossing. Along Cleveland Street. (5) concrete tennis courts would be removed and (3) new asphalt tennis courts would be installed south of the (4) existing asphalt courts. The City employee parking lot, behind City Hall. would be relocated. Mr. Lindner asked if there would be an attendant employed at the tennis courts? Mr. Wilson responded one person may be added to oversee the restrooms. showers, grounds, etc. Mr. Lindner asked if the street that runs alongside of the present tennis parking lot could be made into an entrancel exit way. Mr. Wilson stated that this could be considered. Mr. Wilson also informed members that the section of property on the south side of Piece Street. which is now a vacant lot, may be tied in with the waterfront plan. The last part of the plan would be to acquire a strip of property on the west side of the Maas Brother Parking Lot. Mr. Wilson asked Committee members for their recommendation concerning the conceptual landscape plan. for the bayfront parks. which will be discussed at the next City Commission Work Session. A motion was made by the Committee to address the tennis court portion of the project as the first phase. Mrs. $011id seconded the motion. , Mr. Wilson expressed his concerns relating to the installation of restrooms at Coachman Park. Members discussed at length. Mrs. Tretin asked if a port-o-let'could be placed'on the Pier and Mr. Wilson responded that it could be if approved. He also mentioned that if restrooms and/or a storage ,space ;s added to the bandshell building, it would have to be designed in such a way so as 'to not destroy any of the aesthetics of. the building. An architect would then draw up a plan for the City Commission's approval. Mr. Wilson also indicated that the City of Clearwater's Charter pertaining to all properties from the bluff to the water and the causeway reads: "Any development on the bayfront land that is not related to Open Space or Public Utility must first go to the City Commission at a Public Hearing to consider the development and if the City Commission agrees to the plan, it will then go to Public Referendum for the voter's approva 1.
