The' regular meeting of the Beautification Committee was held in the
Parks and Recreation Department's Conference Room at the City Hall Annex on
Wednesday, April 3, 1991.

Old Business
TREE PLANTING - Court Street
.' 'Mr. Lindner,stated"that ,tree planting on Court Street was listed as
" ,.being prdject #4. on Mark Roether, Nursery Superintendent's, priority list and
, he asked Mr. Wilson for an update. Mr. Wilson stated Mr. Roether will submit
,a plan to the Department of Transportation to plant the trees and that it is
on his schedule. '

Mr. Wilson explained that the Mandalay Median is also on his schedule.
However, Mr. Roether is hoping to wait,until after spring break and/or after'
the first of June in order to obtain more rainfall. Mr. Wilson stated that
Mr. Roether is planning to plant a foot or so in from the curb, to gain more
, depth to place large~. plants-down the center of the median, with ice plants
, along the border. 'Mr.'Wilson gave Mrs. Huber a copy of a plan for the
:C1earwat~r Beach area which involves improving the appearance of Mandalay
,Avenue. The plan was written by the Blue Ribbon Task Force. Mr. Bickerstaffe
asked Mrs. Huber if this plan corresponded with the ideas she had to spruce up
the median and the shop fronts on Mandalay Avenue? Mrs. Huber responded yes,

but she felt that the plan would not go into effect in the very near future.
Mr. Wilson suggested Mrs. Buber look at the plan and then submit her
recommendations to him. Mrs. Ifuber stated that she had spoken to several of
the Mandalay Avenue shop owners who told her that they would be happy to have
some type planter. ete. (in front of the; r store) and that they wou td water
it. Mrs. Moore suggested Mrs. Ifuber contact the Chamber of Commerce or
Clearwater Beach Association to ass i st with the project. Mr'. Bickerstaffe
suggested Mrs. l1uber contact L1le Cha irman of the Blue Ribbon Task Force,
Arthur Deegan to see if she could coordinate her efforts with the Blue Ribbon
Task Force to enhance the median and the store fronts on Mandalay Avenue.
Mr. Lindner suggested she may want to talk to Georgia Rank, at the Downtown
Chamber of Commerce.

Mr. Bickerstaffe reported that Cecil Henderson, Assistant Director,
Public Works Department, was very helpful and, Mr. Henderson stated that trees
could be planted on the Druid Road Median. Mr. Bickerstaffe explained to
members exactly where the tree planting could take place. He further
explained that 'part of this median is on County property and the County should
be contacted, through Cecil Henderson, to see if they would be willing to
plant on their section of the median.
Mr. Bickerstaffe proposed that the Committee make a recommendation to
have the trees installed. Mr. Wilson stated that this would be considered
part of the Street Tree Program and the adjacent property owner would be
, responsible for paying $40 for each tree planted. Mr, Bickerstaffe asked if
this also applied to right-of-ways and he responded yes. Mr. Lindner stated
that a letter was sent out to the Mobile Home Park, adjacent to this median,
and the Committee received no response from the property owners. Mr. Wilson
stated before the Parks and Recreation Department could plant trees he would
, require:
1. Public Works approval to plant trees on the right-of-way along with
an aerial showing exactly where the trees could be installed.
2. City Manager's Office approval to plant trees at no charge to the
adjacent property owner. '
Mr. Wilson recommended that the Committee write a short letter to the
City Manager stating that the Beautification Committee encourages the planting
of trees on the Druid Road right-of-way, between Belcher Road and U.S. 19. to
the greatest extent possible, and as allowable by the Public Works Department.
Further, the Committee requests that the trees be planted at no cost to the
adjacent property owner thus, the tree' planting should be considered a City
project. Mrs. Moore will write the letter and submit it to Mr. Hilson to send
, to the City Manager's Office for his approval.

Mr. Lindner asked what would be the best way to proceed in recommending
a new City ordinance be adopted that would prohibit private property owners
from parking autonmbiles on lawns. Mr. Wilson suggested the Committee invite
John Richter, Code Enforcement Manager, to the May I, Committee Meeting to
discuss their recommendation.
Mrs. Moss read to members the information she had received from
Tracy Bishop, Code Enforcement Officer, for the City of Port Orange, Florida.
Members were in favor of the parking ordinances adopted by the City of Port
Orange. Members were especially in favor of the new ordinance, recently
adopted by the City of Port Orange, which does not allow residents to park
automobiles on residential lawns. Members agreed to submit copies of this
information to John Richter to obtain his ideas. Mrs. Moss informed members
that Ms. Bishop had mentioned that there is a State Statute that the Police
Department uses as a guideline when issuing traffic tickets for automobile
parking on streets which reads: Cars cannot be parked on the street in
residential areas if it is considered a limited access street. Ms. Bishop
indicated that most residential subdivisions are classified as being limited
access streets. Mrs. Moss,will ask Mr. Richter how the City of Clearwater
enforces this Florida State Statute at the meeting. Mrs. Huber asked if the
City of Port Orange provided any e,xtra parking facilities for it's residents.
Mrs. Moss responded that they allow residents to park on the stretch of grass
between the sidewalk and the street. Members were not in favor of this idea.
Also, members discussed putting together a flier, such as the one sent by
Ms. Bishop, to be sent out to area residents in their utility bills to educate
the public.
New Business
Mr.' Wilson informed members that SWFWMD ;s allowing watering only one
day a week for four hours. He stated that right now the City is using three
water trucks filled with recycled water for irrigation purposes and there is
no limit to the amount of recycled water that can be used. Mr. Wilson stated
that the City may be looking into renting two additional water trucks (with
water bil'l savings from watering one day a week on a four hour basis).
Mr. Wilson stated that the Parks and Recreation Department is now working with
Public Service to try to pipe effluent from the Water Pollution Control Plant
at'Marshall Street, down through the Greenwood Community, to see if treated
waste water can be run underground to irrigate City facilities such as: Martin
Luther King Complex, Jack Russell Stadium, Greenwood Field and City parks.
Mrs. Moss asked if the timers for all subdivisions within the City have been
set according to the new SWFWMD guidelipes? Mr. Wilson responded yes. He
informed Mrs. Moss that the timers would be set for either Tuesday or
Wednesday. Mrs. Moss asked how she should proceed when manually watering one
of the Morningside entrances? Mr. Wilson responded the entrance should be
watered one day a week within the four hour window of time. Mr. Lindner asked
if the SWFWMD guideline applied to well water also? Mr. Wilson responded this
applied to all water types except recycled water. Mrs. Sollid asked when she
should water when pesticides are applied? Mr. Wilson explained that when

Mr. Wilson passed out a memorandum from the City Clerk's Office
pertaining to Advisory Board Luncheons for Board members. He also invited all
Committee members to the Advisory Board Dinner which is to be held at the
H~liday Inn Surfside on April 9 at 6~OO p.m.
Mrs. So11id informed Committee members that she had won a tree at the
Eagle/Arbor Day Ceremony she recently attended.
Mrs. Moss asked who was relandscaping the median on Missouri Avenue in
the City of Largo? Mr. Wilson responded that he did not know, but the City of
Largo may be relandscaping this area with money received from a State Grant
Program. : '
,Mr. Lindner asked if the City had submitted a new Highway Beautificatjon
"Grant application. Mr. Wilson responded yes and he is expecting a favorable
'response to the application and should be hearing from the State in the next
month or so.

Park in the Downtown area. .
