Excused Absence ~itv Staff Present Ream'Wi1son, Director, Parks & Recreation Department The regular meeting of the Beautification Committee was held in the parks and Recreation Department's Conference Room at the City Hall Annex on Wednesd~y,March 6, 1991. '.' Meeting was called to order by Chairman Larry Lindner at 9 a.m. Minutes were approved as,written. , PjnelJas Trail - ,Mr. Wilson explained that the Downtown Clearwater section of the trail will begin at Jones Street and end at Bell~view'Street. He stated that the , route through downtown Clearwater will be the last section of the trail to be 'completed. Mr. Lindner spoke with Scott Daniels and Ned Baier, of the Pinellas County, Trail, who have alr~ady designed the section from Drew Street "to Union, Street and from Belleview to Taylor Park '{where the trail ends right "now)~ This section of trail is going out for construction bids within a matter of~weeks and is expected'to be completed within six months. The County will then'begin working with the City of Clearwater's Traffic Engineering Department to begi~ planning the Downtown Clearwater section. Mr. Lindner " stated that the trail has been monitored for public participation on a weekday 'from Taylor Lake to Seminole and, during a nine hour period. the survey showed ,800 people using the trail. On Sunday, 3,000 were monitored using the trail. \\ \\ 1 j '\ ~ ' ',' I) ,..' - ~ Mrs. Moore asked Committee members if they would like to submit a letter to the City Commission suggesting that a punk tree removal program be initiated within the City of Clearwater whereby residents could have punk trees removed at a low cost. Members decided, because of liability concerns and costs for this type program, not to submit the letter since they felt it was a private property owner.s concern. Mr. Bickerstaffe reported that he had spoken with Cecil Henderson, Assistant Director of Public Works. who stated that there is a sewer pipe that runs through the middle of the median (on the right-of-way on the north side) on Druid Road. Mr. Henderson agreed that some type of tree or shrub could be planted in this median and he would look fnto it and get back with him. Mr. Henderson also indicated that the only piece of property which the City owns, is the cleared area by the mobile home park and that Pinellas County owns the remainder of this property. Lawn Bowls Club Mrs. Moore asked Mr. Wilson if anything could be done, regarding standing water, at the Lawn Bowls Club to the court near the fence (on the east side of the lane). Mr. Wilson said he would check with Art Hartley, of the Lawn Bowls Club, to see if there was some way of preventing water from collecting on this particular court. ';:t() ~I\~, r:? '> ' Code Enforcement , Mr. Lindner explained to Committee members that Mrs. Moss had spoken to a code ,enforcement agent of the Port Orange Code Enforcement Office who sent information concerning their neighborhood parking ordinance. Mrs. Moss will , also speak with John Richter, Code Enforcement Manager, to inquire if anything similar could be ,done within the City of Clearwater limits. Mrs. Moss will update members at the next meeting. ,: Mrs. Moss also conveyed to Mr. Lindner that she called the Management . Company, that operates the Cleveland Plaza property. The purpose of the call was, to ,see if anything could be done about people using the parking area at the corner of Cleveland Street and M'issouri Avenue as a nused car lot. ' :) ~. ~ . >. .... ." ~ Mr. Bickerstaffe,spoke with Don Merrians, Assistant Traffic Engineer of the Public Works Department, concerning the median (in front of the Holiday ,Inn Surfside) on Mandalay Avenue. Mr. Bickerstaffe asked Mr. Marrians if he would be agai~st drilling holes through the asphalt into the substrate whereby water could seep down under the median which would allow plant materials to, grow. ' Mr. Merrians stated that this would be a feasible plan and that he would check into it but, Mr. Merrians stated he was against planting any materials that would hang over the median because of motorcycle and bicycle traffic liability.
