The regular meeting of the Beautification Committee was held in the
Parks and Recreation Department's Conference Room at the City Hall Annex on
Wednesday, February 6, 1991.
Meeting was called to order by Chairman Larry Lindner at 9 a.m.
Mr. Wilson introduced Mr. Roether, Nursery Superintendent, 'City of
Clearwater Parks and Recreation Department. Mr. Roether is responsible for a
staff of twenty-five to thirty people and is accountable for all landscaping
and maintenance on all City owned properties such as: parks, City Hall,
medians, fire stations, Water Pollution Control Plants, etc.
, Mr~ Roether passed out a copy of a landscape priority list as of January
1, 1991. ' He also gave each Committee member a tentative landscape schedule
for the month of February. He went over each item in detail.
1. Cleveland Street Project - Mr. Roether stated the projected date of
completion for this project is after Presidentfs Day. The Nursery
Division will then plant trees and finish this project.
,Mrs. Moore asked who would,be responsible for paying the contractors
(City or builder) to install the 'new mini-park downtown? Larry Lindner stated
the Community Redevelopment Agency would be responsible.
Mrs. Moore asked Mr. Roether if he knew why the plants in front of the
Clearwater Post Office were removed and if it was part of the Streets cape
Project? He stated he did not know why the plants were removed and that this
was not part of the streetscapc Project. Mr. Roether also said that he would
be happy to work with the Clearwater Garden Club to install new plants.
Mrs. Moore asked if ~lants could also be installed on the east side of the
Post Qffice in conjunction with the Trail opening. Mr. Roether responded that
she may want to ask Mr. Wilson how to proceed in this matter. Mr. Lindner
stated when the work begins for the downtown section of the Pinellas\Trail, a
representative of the Trail may offer suggestions or assistance.

East librarv Renovation - The Nursery Division is awaiting direction on
the project. Mr. Roether is suggesting that the berms be removed which
would make future maintenance a lot easier and' less expensive.
Street Tree ProQram - On going project.
landmark Drive and 580 Median (Adopt-A-Park by Landmark Homeownerls
Association) - Before any work can begin in this median a permit must be
received from the Public Works Department.
9. North Beach Access Ways - This is a Penny For Pinellas funded project.
The Nursery Division will be installing plants that do not require
any irrigation.
10. AddinQ Trees to South Del Oro Park - Nursery Division will plant trees
after the sidewalks are extended within the park.

area when the parking lot is enlarged.
Court Street Me~ - Mr. Roether stated that because this is a State
road. he would e required to draw up a landscape plan and submit it to
the Department of Transportation's Office for their approval. Once
the permit has been received. the work can be scheduled.

~~ Beach Parkina lot - Remove old bricks and add palm trees with
Xer scape plant1ngs. The old bricks will be placed in the traffic
median triangle on Drew Street and North East Coachman Road along with
some small plants. Bricks will also be placed in the asphalt median at
the Bayway and Gulfview triangle.

11. Fire Station 3 and Safety Village - This project is on the Clearwater
Garden Club's improvement list.
12., Joll Gate to Sand Key Bridge - Mr. Roether is proposing to install a
curb and an irrigation system (on the east side of the street) where the
Sand Key Bridge is located. After these items have been installed, the
Nursery Division will plant palm trees and sea oats.
13. Lawn Bowls lrriaation System - The Nursery Division will automate the
old irrigation system.
Mrs. Moore asked Mr. Roether if anything could be done to prevent water
from collecting on the courts at the Lawn Bowls Club. Mr. Roether suggested
she contact Lou Dacey, Recreation Facilities Supervisor II, concerning the
courts.

gradually landscape it.

of tho park (where the identification sign is) and extend the irrigation
system along the park's frontage that runs along Gulf-TowOay Boulevard.

Edgewater Dr~ - The Nursery Div;sion is gradually addressing the

Recycling Col~tton Centers -
Countryside Recycling Collection Center - The Nursery Division is
planting cedar trees. etc., in order to conceal the dumpsters.
Mornings1de Collection Center - The Nursery Division will be using the
same type plantings that are being used at the Countryside Collection
Center to conceal the dumpsters.
Mrs. Wyatt asked why fencing could not be used at the Countryside
Recycling Collection Center. Mr. Roether said he was not sure, but a former
employee, Matina Wagner, of the Recycling Program, had told him that because
the Center is situated near a right-of-way, fences should not exceed four
feet.
22. Water Pollution Control Plants - Mr. Roether stated that all three
plants are going to be under construction and enlargement. The East
Water Pollution Control Plant (on the Courtney Campbell Causeway) is
presently under construction. The Nursery Division is involved in the
planning stages of landscaping this area to coincide with the proposed
landscaping on the Courtney Campbell Causeway.
23. Clearwater Sign at UDC (United Daughter's of the Confederacy) Property
on State Road 60 ~ Replace the Clearwater sign and install landscaping
on the easement.

24. Marshall Street Plant - The Nursery Division is actively involved in the
planning stages of landscaping the plant.
25. ,Plant Trees at Hiahland Retention Pond w Requests have been received to
plant trees and some aquatic vegetation.
Old Bus iness
TREE PLANTING:
Mrs. Moore asked Mr. Roether if he had received a telephone call from
Mr. Lazar, Director of the Senior Citizens Center, concerning trees being
planted, and he responded no. Mrs. Moore will contact Mr. Lazar to see what
he wishes to do concerning planting trees at the Center. Mrs. Moore also
asked if a tree could be planted at the Levenson Center.' Mr. Roether stated
that as soon as he '~eceived approval to install trees (on City property at the
Center) he would begin planting.

Mrs. Moore asked Mr. Roether if a punk tree removal program could be
initiated within the City of Clearwater whereby residents could have punk
trees removed at a low cost. Mr. Roether stated she should contact Alan
Mayberry. Urban Forester, concerning the possibility of the program.

Mr. Lindner asked Mr. Roether if anything could be done to the right-of-
way on Druid Road (east of Belcher Road) between Belcher and U.S. 191
Mr. Roether stated that permission to install landscaping on this right-of-way
~ would have to be received from the Public Works Department. Mr. Bickerstaffe
stated he would call Bill Baker, Director of Public Works, to see if
permission could be obtained to plant in this right-of-way.
Mrs. Moore complimented Mr. Roether on all the landscaping improvements
he had made to the City of Clearwater in the short time he has been with the
City. Committee members thanked Mr. Roether for attending the meeting.
Mrs. Moss asked that a correction be made to the 'minutes of January 2,
concerning to the word "affect" which should have been "effect," within the
paragraph concerning Christmas lights. Mrs. Sol lid asked that a correction be
made to her first name to include an lie. II '
Mrs. Wyatt motioned to approve the minutes as corrected and Mrs. Sollid
seconded the motion.
Mrs. Wyatt stated the cement angular piece tha~ was built into the
median (north of the entrance to the Countryside Country Club) has now been
made into a turning lane.
CODE ENFORCEMENT:

Mrs. Moss contacted John Richter, Code Enforcement Manager, concerning
the Cleveland Pl~za parking lot being used by individuals to sell their
automobiles. Mr. Richter stated that when the cars are parked in the
Cleveland Plaza parking lot, with IIFor Sale" signs on them, a Code Enforcement
Officer will place an orange violation sticker on the window which notifies
the individual that they should not be selling their automobile on this
property. This same procedure applies to any automobile with a IIFor Salell
sign on it within the City that is not parked on their own private property or
in a commercial car lot.

Mr. Richter stated it is up to the management company of Cleveland Plaza
to find out who these people are and ask them to remove their cars.
Mr. Richter also told Mrs. Moss that the City can take the violator to the
Code Enforcement Board but they would prefer to take the property owner to
court., Mr. Lindner asked Mrs. Moss if she would call the property management
company of Cleveland Plaza to see if they would do anything concerning this
matter.
Mrs. Moss also informed members that Mr. Richter stated residents may
call the City's Code Enforcement Office to request any car (rusted out, flat
tires, expi~ed plates, etc.) sitting in a driveway or on a street be removed.
Mr. Lindner read an article from "The Gazarnlet," a newspaper published
by Century 21 Crouch Realty Corporation, concerning a Neighborhood Parking
Ordinance recently adopted in Port Orange, Florida.

Mr. Lindner asked Mrs. Moss to introduce this article to the City's Code
Enforcement Office to see if anything similar could be done within the City of
,Clearwater.

, Mr. Lindner stated that the County 15 still working on the plans for the
section of trail from Union Street to Drew street. The Downtown area has not
been started.
New Business
, Mrs. Moore asked Mr. Roether if the Moccasin Lake sign could be larger.
Mr. Roether suggested Mrs. Moore contact Cliff Norris, Nature Park Supervisor,
regarding the sign being enlarged. "-
Mrs. Huber asked Mr. Roether if any planting could be done in the median
strip at the north end of the beach, just as you come off the causeway to go
down Mandalay Avenue. He responded that fresh mulch will be installed in the
3~1/2 foot wide median strip since there is not an irrigation system or enough
dirt in the median to plant any other materials. Mrs. Huher asked if potted
plants could be placed out in front of the shops? Mr. Roether stated this
would be a great idea but the Nursery Division could not keep up,a project
such as this. Mr. Lindner suggested Mrs. Huber contact Phil Henderson, of the
Beach Task Force, or Anne Garris, Editor of the Beach Views, to see if they
could offer any support with this project. Also, Mr. Roether suggested she
contact Paula Boulton of the Parks and Recreation Board.
Mrs. Moore asked if the mangroves on the right hand side of the Memorial
Causeway could be trimmed? Mr. Roether stated mangroves are protected plants
and a,permit would have to be obtained ,from the Department of Environmental
Regulation, Alan Mayberry's Division, ,to trim the mangroves.
, . Mr. Bickerstaffe asked if the small palm trees on Edgewater Drive .could
.be trimmed back? Mr. Roether responded that it had been decided to let them
grow and when the palms reach a certain height, they will select which main
. stems to cut; 'This is a,very'high maintenance item and it is difficult to
keep these small palm trees trimmed at all times.
