Bernice Avella Ana Maria Trentin . excused absence William Weller City Staff Present Ream Wilson Meeting was called to order by Chairman Larry Lindner at 9:00. Mrs. Moore asked that a correction be made to the December Minutes to ~ the spelling of the SPARes Center. Mrs. Wyatt motioned that the minutes be approved as corrected. So carried. ,Chairman, Larry Lindner welcomed new member, Mrs. Barbara Huber to the Beautification Committee. Old Business CQURT STREET MEDIAN: : ~Mr. Wilson stated that the Court Street medians 'are on schedule for landscaping. Uesuggested inviting Mark Roether, Nursery Superintendent, to the next Committee Meeting. ' Mr. Roether will bring a prioritized list of all the projects he has scheduled for this year including the Court Street medians. J.~EE PLANTING: Mrs. Moore asked Mr. Wilson if Mr. Lazar, Director of the Senior Citizens Center, had contacted him. He responded no, but he had been on vacation 'and Mr. Lazar may have spoken to Mark Roether. Mrs. Moore explained that Mr. Lazar wishes tp go ahead with the tree planting at the Center and it is just a : matter of getting together with the City. Mrs. Moore stated that if just one good size tree was planted in front of the Center it would 'provide a lot of 'shade. 1 ., ~ ,0 ~ , ~) o Mrs. Moore will ask Mark Roether, at the next meeting. if the City could start a program of eradication of punk trees. Members agreed that this is a rising concern. CODE ENFORCEMENT: Mrs. Moss received documents from Scott Shuford, Planning Manager for the City of Clearwater that pertain to landscaping standards within the City. Mrs. Moss read a letter she received from Scott Shuford wherein he explains that the proposed standards will contribute significantly to the overall beautification of the City of Clearwater. He further explained that the proposed amendment will give City staff greater flexibility in determining appropriate landscaping requirements. Mrs. Moss stated that it basically pertains to wh~t type of trees to plant, xeriscaping requirements, how many palm trees can be used in a specified area, etc. She stated that she could see nothing that the Beautification Committee needed to be concerned with because it was all positive. Mrs. Moore suggested that if the requirements had anything to do with tree planting she should have a copy. Mr. Lindner asked Mrs. Moss if she could call the Code Enforcement Office to see what the ordinance is concerning the sale of used cars on commercial property whose business is not the sale of cars. The specific area in question is the Publix parking lot on Cleveland Street. Mrs. Moss will call Publix to ask them if they can do anything about the situation. Mrs. Wyatt stated she would also like to know what the ordinance is' because she has seen this also happening at the corner of Enterprise and U.S. 19. CHRISTMAS LIGHTS: Mr. Lindner stated that the plugs for the electrical outlets on the trees downtown were installed a couple of days before Christmas. Mr. Lindner stated it was a little too late to install the lights for this year, but everything should be prepared by next year. Mrs. Sollid asked if the Oowntown Clearwater Association was considering using the white lights all year. Mr. Lindner stated that the Downtown Clearwater Association felt the lights should only be on at Christmas time, but depending on their affect, they might consider extending the time. PINELlAS TRAIL Mr. Lindner asked if there has been any progress on the Clearwater section of the trail. Mr. Wilson responded that he had met with the County engineers and they informed him by the end of the summer the trail should be completed from Union to Jones Street. It will also be completed coming in from the south up to Belleview at Ft. Harrison by the golf course. Also, the street route which connects Belleview to Jones, at East Avenue, should be completed. Mr. Lindner asked if the bike trail has actually been designed .and Mr. Wilson stated, no, the engineers have not yet worked with the Traffic 2 .' . , .. .' -' " , .. .' I < ....:' < ", " ,~:" . ." ~ , .. ~ Engineering Department on the bike trail. All funding for the project is , coming from the County. CRA tofINI..PA8K: Mr. Lindner reported the Community Redevelopment Agency held a meeting regarding the proposal of Hunter Interest, Inc. to develop the downtown area, east of Myrtle Avenue. At the meeting, the City Commission approved and appropriated approximately $70,000 to study the financial feasibility of the project. Mr. Lindner stated the people downtown 'are skeptical of all these studies, because studies in the past have been shelved. Members agreed if new restaurants and businesses were established in the area it would attract more residents. Mr. Lindner explained to Mrs. Moore that the downtown area extends from the waterfront'to the City Hall Annex and is a special taxing district with funds used for the benefit of the area. ~ 1 . " POST HARBOVB DEVElQeMEU~: This area is located between McMullen-Booth Road and Gu1f-to-Bay " Boulevar.d, across from Bayview Gardens Retirement Community. Mr. Bickerstaffe informed Committee members that the Post Harbour development was not established because of: 1) $875,000: impact fee; and 2) no real public support He ask for Committee members support in promoting this development as a historical park through any personal contacts they may have. Mr. Bickerstaffe , asked Mrs. Moore to set up a luncheon with members of the Historical Society, whom she is familiar with. She stated she would mention it to the members that she knew. " , , Mr. Lindner asked if anything could be done by way of beautifying the median that runs throughout the Top of the World area. Mr. Wilson responded that this is a County road and the City owns the medians that pick up at Woodgate and continue to US 19. Mrs. Wyatt asked why a cement angular piece about a foot wide was built into the median about a block north of the entrance to the Countryside Country Club. Mr. Wilson suggested that Mrs. Wyatt call Val Mahanf Assistant Director to the Public Works Department. Mrs. Moss asked if the City has ever considered designing handicapped ramps that would extend all the way to the beach at Sand Key or Clearwater Beach. Mr. Wilson stated that the City of Clearwater does not own the beach at Sand Key, but there are two handicapped ramps that have been built as close to the water as possible on Clearwater Beach. He stated that the continuous problem they have on Clearwater Beach is blowing sand, which can completely cover the ramps in just a few hours. Mr. Wilson suggested if Mrs. Moss had a question about the ramps at Sand Key, she might call the Pinellas County Parks Department. MA~NQLIA FAL~} Mrs. Moore inquired about the Magnolia Falls area. Mr. Wilson explained that the area in question is located at McMullen-Booth Road just north of Countryside High School, on the east side of McMullen Booth Road by the PGA Golf Driving Range. The area immediately north of the driving range is 35 acres of property that the City owns. This property is designed for a future nature park. Within the Safety Harbor service area is 4-1/2 acres of environmentally sensitive land. The water fall is located on this property and is privately owned, but it is in the service area of Safety Harbor. The City of Clearwater would like to acquire the 4-1/2 acres of property to become a part of the North Clearwater Nature Park. There is an interlocal agreement with the Sembler Corporation and SWFWMD in which Safety Harbor is going to attempt to acquire the 4-1/2 acres through their site plan review process. The City of Safety Harbor would hope to acquire this land by donation, etc. from the developers and in turn Safety Harbor would convey it to the City of Clearwater to add to .the Nature Park. Safety Harbor has until July of this year to acquire ,the property and if they do not succeed, then Safety Harbor would no longer be a party of the interlocal agreement. At this time, the City of Clearwater would attempt to acquire the property. Mr. Wilson explained that in the past, this property has been referred to as the North Clearwater Nature Park. Mrs. Huber inquired if anything could be done to the median strip on Mandalay Avenue going north near the shops. Mr. Wilson responded this is a tough situation whereby the medians are very narrow and are set right on 'top of the asphalt. There is no dirt underneath the median. A six inch vertical curb was installed around the median with dirt and weep holes in the curb to irrigate the fce plants and other materials which could withstand this type of environment. Mr. Wilson stated these plants are struck with a tremendous . amount of exhaust fumes fram automobiles. Another deterring factor is that pedestrians walk from the Holiday Inn Hotel to the shops right over the plants. Mrs. Huber asked if these problems could be rectified. Mr. Wilson suggesting 'asking Mr. Roether at the next meeting if anything could be done with this median. Mr. Wilson stated this is a very high maintenance project because the plants have to be replaced every couple of months. Meeting adjourned at 10:10 a.m. Respectfully submitted, laura Burgess 4 ',-,
