The regular meeting of the Beautification Committee was held in
the Parks and Recreation Department's Conference Room at the City
Hall Annex on Wednesday, December 5, 1990.
Meeting was called to order by Chairman Larry Lindner at 9:00.
Mrs. Moore motioned that the minutes of the previous meeting be
approved. So carried.

Mr. Wilson reported that the landscaping has been completed on
the Ca~seway.
COURT STREET MEDIAN:

Mr. ,Wilson haa received approval from Bill Baker, Public Works
Director, to use the same type of trees as on the Court Street
medians .' The Court Street medians have a 6" curb. Mr. Lindner
askBdif there was a specific time set for when the work would
begin. Mr. Wilson stated that there is no time set at the moment
as our Nursery Crew has been out on the Causeway for over a year
and ,they, have just now gotten that, behind them. Mr. Wilson will
check"with Mark Roether to see whether this can be added to the
monthly priority. There are about 40 or 50 projects to be done.
Verbal approval has been received from the Department Of
Transportation to plant the ligustrum trees. We will still need
a, local permit from DOT. This is usually a formality and we don't
anticipate any problems. '
Tree Planting:
At the last meeting, a question was brought up about trees being
planted at The Leve!lson Center. Mr. Wilson reported that he
drove around the Center with Ma~k Roether and it is on their
schedule to plant more trees all around the concrete pond on the
south side, in front of The Levenson Center.

Mrs. Moore questioned whether the tree that look so bad at the
half circle in front of Sparks store will be replaced.
Store. , Are you going to replace the tree that looks so ~ad?
Mr. Wilson responded that the City owns the concrete pond
property. The Clearwater Housing 'Authority owns all,tha property
where The Levenson Center is located and the big building sits.
The property in front of the Sparks Store is under the Clearwater
Housing Authority jurisdiction and the Senior Citizen Center owns
everyth~ng else which means there are three property owners
involved. We will be planting all of the trees on our City
property which is in front of The Levenson Center. Also, at our
last meeting, I mentioned that we do not plant residential street
trees in front of businesses or non-residential developments. I
stand corrected on that. We have planted trees in front of some
non-residential developments such as schools, churches, etc.,
that have requested them, as a part of the street Tree Program at
$40.00 per tree.
Mrs. Moore will tell Mr. Lazar of the plans for planting the
trees. Trees can be planted on the south and west sides between
the sidewalk and the parking lot. Another three to five
trees can be planted in front of that building and then there
could be another three trees planted up in front of the other
building. We can plant as many as fifteen trees. These trees
would be planted at the maximum of five feet inside of the
sidewalk. The sidewalk is on the right of way. The fee would be
$40.00 per tree which is for the tree and installation. If they
are interested they can call Mark Roether, Nursery
Superintendent.
Mrs. Moore asked if there was any way the little spindly tree in
the half circle could be replaced. Mr. Wilson said that Parks
and Recreation will look at it. He asked Mrs. Moore to have
Deborah Vincent call him.

Mrs. Moore again asked about the trees and Mr. Wilson replied
that he was talking about the Senior Citizens two buildings in
which the trees are to be planted. He again reiterated that he
thought we could plant as many as fifteen trees and it is up to
them to request the number of trees they,wish to be planted
through Mark Roether.
Mrs. Moore reported that the Clearwater Garden Club was having
problems with funds and they could not pay $40.00 per tree for
the' Senior Citizens Center. They are holding on that. She feels
that the Center will probably go along with one or two.
'Mrs. MOore asked the Director of the Clearwater Garden Club if he
would be willing to pay a little bit if he had to and he said he
didn't think that would be a problem. She will call him and tell
him to get in touch with Mr. Wilson.

CODE ENFORCEMENTr
Mrs. Moss was absent from the meeting.
Mr. Lindner asked for comments. He stated he thought the City
was
doing a fairly good job of taking down the signs. Mr. Weller
said you can see all the signs that have been taken down in the
back of the Annex Building. Mr. Lindner also stated that there
has been a lot of used oars for sale in the parking lot of
Cleveland Plaza. They have been using the parking lot as a used
car lot. Mr. Weller stated that publix puts red stickers on the
vehicles and then they are towed away if not removed within 15
days.
CHRISTMAS LIGHTS:
There will be no extra lights in downtown Clearwater this year.
The Streetscape Project is not completely finished and the
electric is not operating for this project, so it will have to
wait until next year.
At the last meeting, the Chamber of Commerce was asked to put
together a Beautification Committee for downtown Clearwater.
They listed the members but have not elected a chairman yet. We
might call the Chamber and ask them if they wished to present
their ideas or if they wanted to work with us on anything.
New Business
~RA MINI PARK:
(Conununity Redevelopment Agency) - Mr. Wilson stated that the
bids are in and we will be going to City Commission recommending
"that the contract be awarded to Opus South for this construction.
'They are, already on site coordinating all the construction. The
site crosses property lines. Construction will probably begin
almost immediately after the first of the year. We will have a
little less than a half acre and it will be a brick tyPe plaza
'area, similar to the area behind the library. The benches will be
placed in a circular fashion with trees all around, with bricks
in the patio area and a couple of water fountains, plus a small
stage area only about IS inches off the ground. We feel that
this area will attract a large lunchtime crowd. There will be a
lot of seating. The walls are about lStI with a lot of
landscaping. This will be a City owned park and will offer
seating for about 40 people at the tables and wall.
Mr. Lindner will call Mr. Wi.lson about replacing one of our
members
who is unable to attend the meetings due to working conditions.

Mrs. Wyatt asked if we could have soma Hyde Park type of thing
downtown. Larry answered by saying it hasn't been discussed.
Although he had seen small articles in the newspaper that the eRA
(Community Redevelopment Agency), which is the City Commission
operating with a different hat concerning new developments for
downtown. They are meeting Monday at 1:00 P.M.
Mrs. Moore stated she had gone to, the Pinellas Trail opening as a
. representative of the Beautification Committee.
Mr. Lindner said the next section will be through Clearwater. It
will be put on the agenda for the next meeting because we will
have some planning to do. One aide of the street is going to
be closed off. The Downtown Clearwater Association sent a
letter to the City Manager and the Commissioners a while ago
stating that we fi~y support the trail and we want it to be
as safe ,and attractive as possible. Mrs. Moore stated we should
t~ to ,have a.for.mal connecting day for the Trail. She stated
she could not speak for the Garden Club, but she feels there
should be enough people around to decorate when the Trail reaches
Clearwater wherever the main space is going to'be. The trail
will eventually go all the 'way to Tarpo~ Springs. There is also
a possibility that it might also swing all the way, over towards
Oldsmar and' south it to Fort Desoto. '
Motion was, made by Mrs. Wyatt and seconded by Mr. Weller that the
meeting be adjourned at 9:50 AM. Motion carried.
