The regular meeting of the Beautification Committee was held in the Parks
and Recreation Department's Conference Room at the City Hall Annex on Wednesday,
November 7, 1990.

Meeting was called to order at 9:00 a.m. by Chairman Larry Lindner.
Mrs. Wyatt asked, for f i 1 e purposes, that a correct i on be made to the
October Minutes on (page 4, '6) to the word ltaddll.

Mrs. So 11 i d moved to approve the minutes as amended and Mrs. Wyatt
seconded. Motion passed.
Mr. Lindner welcomed new member, Mr. William Weller. Mr. Weller introduced
himself to the Committee and stated that he was employed by the City of
Clearwater's Police Department in the Properties Section.
Old Business:
Memorial Causeway
Mr. Wilson stated that everything should be completed on the causeway by
the first part of next week.
Court Street Medians
Mr. Wi 1son informed Committee members that he had called the Florida
Department of Transportation and they stated that they would approve multi-trunk
ligustrum trees being planted on the medians. Mr. Wilson sent a memorandum to
Bill Baker, Director of Public Works, to obtain his approval to plant the trees
on the right-of-way. '
Mrs. Wyatt asked Mr. Wilson to explain why the City of Clearwater plants
trees for Homeowner Associations. He explained that any Homeowners I Association
who wishes to landscape City property within their neighborhood may Adopt-A-Park.
Mr. Wilson stated that the City will mow grass, irrigate the park, and take care
of the trees; but if an Association wishes to install flowers or shrubs that
require a lot of trimming or fertilizing, the Association would be responsible
for maintaining the plantings.

eleven (11) other Adopt-A-Parks.

Mr. Lindner asked Mr. Wilson if there is a development flan for the North
Greenwood area. He responded, yes, the plan involves instal iog new sidewalks
and trees from Palmetto Street north to Marshall Street. Mr. Wilson stated that
the Parks & Recreation Department's primary involvement in the flan would be to
install trees. The Planning Department is actually heading th s project.
Mr. Wilson informed Committee members of the numerous compliments that have
been received on the Edgewater Drive project. The Edgewater Drive Homeowners'
Association sent a letter thanking the Parks and Recreation Department for the
new s idewa lk a long with a $1,500 contribution for a drink ing fountain to be
installed.
Mrs. Moore asked if signs could be installed to read "It is the dog owner's
responsibility to pick up after their dogs." Mr. Wilson stated he would look
into the issue of obtaining the signs.
Code Enforcement
Mr. Wilson stated that each month he sends two people from his Department
with a truck to pick-up signs on City at Clearwater right-ot-ways. He also
stated that this procedure is used by other Departments within the City to pick-
up signs left in rights-at-way.
Mr. Lindner read an Article from the Greater Clearwater Board of Realtors
"Networkll. The article stated that a letter had been received from the City of
Clearwater in reference to the placement of signs within street rights-of-way.
The letter specified the City of Clearwater's code requirements for any signs
placed within street rights-of-way and asked that any placement of signs be in
compliance with the City of Clearwater Sign Ordinance requirements.
Mr. Wilson informed Mrs. Moore that he contacted Keith Crawford of Traffic
Engineering to ask if the no parking signs on Edgewater Drive could be lowered.
Mr. Crawford stated that the manual, "Uniform Traffic Controller Advisory, II
states that signs should be 7' above the ground.
Phoebe Moss reported to the Committee that she had spoke to John Richter,
Development Code Manager, Planning and Development Department, to ask him to
supply the Committee with draft copies of Code Ordinance revisions that will be
sent to the City Commission for their approval. A draft copy also is sent to
the Planning and Zoning Advisory COlIU1littee and Development Code Adjustment Board.
The Development Code Adjustment Board is the only Board that can take action on
variances. Mr. Richter sent Mrs. Moss a draft copy of a Tkketing Ordinance. The
revision to the Ordinance relates to the time it takes (65 days versus 30 days)
to bring people into code compliance and to ticket them for violations.
Mrs. Moss explained to the Committee that the Code Enforcement Officer may
issue a citation to a person to appear in court when the Code Enforcement Officer
feels, after a personal investigation, that they have reasonable cause to believe
that the person has committed a civil infraction. Mrs. Moss explained that an
Officer will go out and look at the violation and they will give them a
reasonable time, not to exceed 30 days, to correct the violation. If they fail
to correct the situation within 30 days, a citation will be issued to the
resident. The only time that the Department does not have to allow them up to
30 days to correct the violation is if the Code Enforcement Officer has reason
to believe that the violation presents a serious threat to the public's health,
safety or welfare. Mrs. Moss stated that the Code Enforcement Office is
attempting to shorten the length of time it takes to correct the violation. If

the violation is not corrected within 30 days, the resident may be issued a
warrant to appear in court and the res ident wi 11 be charged $500 for court costs.
, Mrs. Moss stated that the Planning and Development Department is working
on two other ordinances: the Nuisance Ordinance relating to lot mowing, abandoned
vehicles and debris, and the Minimum Housing Code Ordinance.
Mrs. Moss stated if the Committee sees anything they would like to be
addressed in the draft copies, that this would be the time the Committee should
convey their opinion to the City Commission. Members stated they did not see
anything at this time. Mrs. Moss also spoke with Mr. Scott Shuford, Planning
Manager, Planning and Development Department, who stated that they are working
on enclosing the dumpster areas. Mr. Shuford stated that the ordinance will
pertain to all areas with no exceptions to properties being grandfathered in.
Awards

Mr. Lindner read a copy of a letter sent to Mr. Bickerstaffe by the City
Clerk1s Office: It recognized Mr. Bickerstaffe for serving a six year term on
the Beautification Committee and also invited him to the next City Commission
meeting to be presented with an Award from the Mayor and City Commission for his
efforts. '
Mr. Wilson stated he had received a letter from Diane Fowler requesting
that the City of Clearwater's Beautification Committee look at their clientts
building, "Hoo1ihan, Hilleboe & Wollett PAil, located at 2790 Sunset Point Road
to be recognized for its landscaping efforts. Ms. Fowler had also contacted
Mrs. Wyatt before the last Committee Meeting regarding the same topic. At that
meeting, members had agreed not to recognize the property at this time.
Downtown Christmas Lights
Mr. Lindner stated the Downtown Clearwater Association sent a letter to the
City Manager asking for his assistance in providing information to' the
Association on what would be required to purchase and install the Christmas
lights on the'trees downtown.
Tree Planting
Mrs. Moore asked Mr. Wilson if any trees could be planted in front of the
Senior Citizen Center located on Court Street. Mrs. Moore stated she had spoken
with Mr. Lazar, Director of the Non-Profit Organization, and he stated he would
be more than willing to assist the Beautification Committee to plant trees in
this area. Mr. Wilson responded that the Senior Citizen Center is located on
private property and the City of Clearwater does not plant trees on private
properties or in rights-of-way.
Mr. Wilson informed Mrs. Moore that the City's Street Tree program is only
for residential properties and that non-residential properties are required to
install their own trees.
Mrs. Moore questioned who owned the property at the Levenson Center.
Mr. Wilson stated he did not know but he would check. She also asked if he would
check to see who owned the tower near the Levenson Center.

Mr. Lindner asked how rigid the City is about not planting trees on street
rights-of-way. Mr. Wilson responded that when the City started the Street Tree
Program years ago, trees were planted on rights-af-way. Approximately seven or
eight years ago a City policy was adopted for utility purposes to no longer
plant trees in rights-af-way. The Public Works Department is responsible for all
rights-of-way within the City. Mr. Wilson stated that all trees planted through
the Street Tree Program must be five feet inside the residents property line.
The only way the Public Works Department would allow planting in a right-af-way
is if it had been an ongoing program that had been previously approved.
!i!lw Business:
Mr. Lindner informed members that the, City was installing a new park
downtown behind Henry's Newsstand.
Mr. Lindner asked if any members had received the new recycling flier from
Pinellas County that was sent,Qut in utility bills. Mrs. Moss responded yes and
that' it was an informative flier. '
