Mr. Wilson, Director of Parks and Recreation and Belen Brown, Clearwater
Garden Club were also in attendance.
The regular meeting of the Beautification Committee was held in the Parks
and Recreation Department's Conference Room at the City Hall Annex on Wednesday,
September 5, 1990.
Meeting was called to order at 9:00 a.m. by Chairman Larry Lindner.
Mrs. Wyatt asked that the August Minutes be corrected stating she was in
attendance. Mr. Bickerstaffe moved to approve the Minutes as corrected.
Old Business:
Coo don Gardens
Mr. Wilson stated that the Clearwater Parks and Recreation Nursery Division'
has planted quite a few trees in Condon Gardens. Mark Roether, Nursery
Superintendent, commented that the children helped to plant seventy-five trees
, and he felt it was a very successful program. Mrs. Moss asked who will be
watering the trees. Mrs. Tretin replied that it would be done by Clearwater
Housing Authority.
Mr.. Lindner asked members for their final approval of the letter drafted
by Ms. Sol1id to Ms. Wilma Barber, Manager of Condon Gardens. Members agreed the
letter should be sent.

Letter of ConQratulations
Mrs. Sollid moved that any request to send a letter of congratulations to
someone from the Beautification Committee be put in the form of a motion. The
motion should include the name and address of the proposed recipient plus a
simplified reason for the congratulations. This way, all the information will
be,in the minutes, in a focused and concentrated form. phoebe Moss seconded the
motion.

Post UJtbQur Dev~lopment
Mr. Bickerstaffe asked Alan Mayberry, Urban Forester, to attend the meeting
to give his views about saving trees on the property. Mr. Mayberry stated that
the Post Harbour Development plan has gone through five revisions. The original
plan identified thirty-eight specimen trees on site with thirty-five trees being
removed. The new plan shows only three specimen trees being removed with five
being pruned moderately/severely to the point where they will no longer be
specimen trees, but would have a fairly good chance of surviving. The remaining,
twenty-eight to thirty specimen trees should survive. Mr. Mayberry stated that
the tree ordinance has never been a document used to prohibit development, but
does allow the Environmental Division to require reasonable modifications to site
plans for the purpose of saving trees. For example on this site:
1) All rete~tion ponds will be built above grade so tree roots will not be
damaged as a result of any grubbing activities. Berms will be constructed
with sub-drains at the base of the berm.
2) Parking, spaces located next to the trees be constructed of brick with a
coquina base to allow air and water to penetrate. Wherever asphalt is
required, it will be vented with a tree root feeder systems.
Mr. Mayberry agreed with Mr. Bickerstaffe in that the property is an
, historical site which could have been purchased for City of Clearwater
park purposes.
Mrs. Moss asked Mr. Mayberry if he had heard anything relative to the
pruning of trees in the Country Oaks area on Nursery Road. He stated he would
go out to the property to see if the trees had been pruned. Also, he informed
members that the new tree ordinance, if approved, would require contractors to
make proper pruning cuts during construction and that the work be performed by
a licensed tree,arborist.
Memorial Causeway
Mr. Wilson stated they are beginning to work on the final median located
next to the bridge. He stated that the project should be finished by October.
Code Enforcement - A letter was sent to City Commission asking that a new'
ordinance be designed to prohibit vehicles being parked on residential lawns.
There has been no feedback from this letter.
Xmas LiQhts
Mr. Lindner asked Mr. Wilson who would actually install the Christmas
1 i ghts to be placed on the new trees and where the e 1 ectr ica lout lets are
located? Mr. Wilson stated he would ask Keith Crawford, Director of Traffic
Engineering and Michael Wright, Assistant City Manager, about the lights being
installed. Mr. Wilson asked who will purchase the lights. Mr. Lindner stated
that possibly the 'Downtown Development Board and Downtown Clearwater Association
would do'also.

Mr. Wilson gave members a copy of the Agenda Item which was approved by the
City Commission relating to the trail with a map attached. Mr. Lindner stated
that at the August Downtown Clearwater Association Meeting, the Committee voted
overwhelmingly to support the trail and a letter was sent regarding same to the
City Manager. The Downtown Development Board supports the trail also.
Mrs. Wyatt asked what will be done about safety concerning the trail. Mr.
Lindner stated that he did not think there would be a problem with both
pedestrians and bicyclists using the trail. He also stated the trail will be
patrolled on a regular basis by security personnel.
Review of Objectives and Committees
, , Clearwater's ULong Term Economic Task Force" report was discussed. As a
result two C0111l1ittees were formed and two concerns will be investigated further.

Improve Municipal Aesthetics - Mr. Bickerstaffe stated he would like the
dumpsters that are located on the corner streets near Clearwater Beach enclosed
'with fencing or shrubbery, . Also Marie Wyatt would like to discuss the City of
Clearwater I s Recycling Drop-off Sites. Members agreed to .invite the Director of
the Sanitation Department to the October Meeting. Chairman, Larry Lindner wi 11
