The regular meeting of the Beautification Committee was held in the Parks and Recreation Department's Conference Room at the City Hall Annex on Wednesday, August 1, 1990. Meeting was called to order at 9:00 a.m. by Chairman Larry Lindner. Mr. Bickerstaffe moved to approve the Committee Minutes of June 6. Mrs. Sollid seconded the motion. 'Mr. Lindner informed Committee members that Joel Duling has resigned from the Committee, since he will no longer be living in Clearwater. Mr. Lindner welcomed new member Bernice Avella. ,Tree'Plantin9 Flier Committee members complimented Mr. Wilson for all of his efforts relating to the Tree Planting Flier "We Care About Trees", being sent out in Clearwater residents U~ility Bills. Cleveland Street ,Mr. 'Lindner updated members regarding the request to put a sign on Gulf- to..BaY,Boulevard by Crest Lake to say Dovmtown and Beaches. Bill Baker, Director of Public Works Department and Keith Crawford Traffic, Director of Traffic Engineering Department, have sent their recommendation relating to the sign being . changed to Ron Rabun, City Manager, who will submit the request to the Department of Transportation. , , '\ I, . , I . ~ ~ ..'. ,,' . ~ . T 'l:' ,',' ~iI;:,;,: :~-:',' " ' Xmas Lighting Mr. Lindner stated the twinkle lights to be placed on the new trees planted in grow bags in the downtown area was brought up at the Downtown Clearwater Association Board Meeting. The Association was in favor of the idea for Christmas, but not necessarily year-round. Mr. Lindner asked that the funds for this project be put into the Downtown Development Board's budget request. If approved, the Downtown Clearwater Association could buy the 1 ights for this project. Mr. Lindner does not know who will install the lights. Committee members would like to see the lights being used all year long to enhance downtown Clearwater. ,Condon Gardens Mr. Lindner told Mrs. Tretin that he did drive through Condon Gardens and he notice some improvements to the properties. He asked Mrs. Tretin if there were any landscaping projects planned for the area. Mrs. Tretin replied that' Condon, Gardens is to receive one hundred trees from the Parks & Recreation Department. The trees will be planted by Boys & Girls Clubs. Mrs. Tretin would like the Committee to send a letter complimenting the Clearwater Housing Authority Office for their efforts in Condon Gardens. Members agreed that a letter of recognition should be sent to the Clearwater Housing Authority, attention Debra Vincent and Condon Gardens Blue Ribbon Task Force. Mr. Lindner suggested a copy of the letter should be put in the Condon Gardens ,newsletter. Mr. Bickerstaffe suggested also sending a copy of the letter to the City Commission. Memorial Causeway Mr. Wilson stated that work is progressing on the causeway. He estimated the work should be completed by the first of October. Courtney Campbell Causeway , Mr. Wilson stated that the application for a grant was not approved by the state. The City Commission may file another application to DOT next year to see if any state money may be obtained before spending local dollars on this project. The program will have different policies next year, in that, the most money contributed toward anyone project would be only $150,000. He also informed members that the City Commission has expressed a desire to landscape around the Water Pollution Control Plant on State Road 60. Also, the City is looking at property acros~ the street for additional landscaping and/or sign. Code Enforcement , Phoebe Moss drafted a letter to the City Commission asking that a new 'code ordinance be written relating to cars being parked on residential lawns. "'r ~ , :K/'::.:.. :f";~' : ' @\';:;:>:: Mr. Wilson stated that he received a memorandum from Jim Polatty, Director of Planning & bevelopment, regarding "Sign Day", wherein, each department is responsible for providing a two man crew with a truck on specific dates to remove illegal signs on right-of-ways. New BU~,iness Mr. Bickerstaff gave members a copy of a City Commission Agenda Item, and a memorandum from Terry Finch, Environmental Manager, to Jim POlatty, Director of Planning and Development, relating to the Post Harbor Site Plan, (a 216 unit multiple family development), located south of State Road 60, west side of Thornton Road. Mr. Bickerstaffe is strongly opposed to the design of this site plan because it would involve ten acres, of land and destroy specimen trees on this property. . The Committee invited two Post Harbor representatives to attend the meeting. Mr. Terry Cruise and Harry Smith explained that the design they are proposing would save thirty-three specimen trees of the existing thirty-nine. Mr. Cruise stated that this was the fourth site plan submitted in order to save as many specimen trees as possible. ,Mr. Bickerstaffe asked for the Committee's support to stop this project. Members agreed the site plan should be stopped. The Committee will submit a letter concerning the environmental impact of the site plan to be discussed at the City Commission Meeting of August 2, 1990. Letter will include Committee recommendations to save the trees such as: 1. The Commission asking that developers present a new innovative plan (such as a highrise) that will not disturb the specimen trees. 2. City of Clearwater buy the property for parkland. 3. Historical value could be very beneficial to the City of Clearwater. , Mr. Wilson explained that there is nothing at this time in the City's Comprehensive Plan that would support the purchase of this property. The selling 'price of the property is over two million dollars. Mr. Wilson stated that Post Harbour is planning on developing a bays;de park with a gazebo on part of this property. They would be conveying a combination of money, land and or development to satisfy their Park Impact Fees.
