The regular meeting of the Beautification Committee was held in the Parks and
Recreation Department1s Conference Room at the City Hall Annex on Wednesday,
May 2, 1990.
Meeting was called to order at 9:00 a.m. by Chairperson
Phoebe Moss.
, A correction was made to the April Minutes on page 3, under the Tree Planting
Program: It should read - Mr. Wilson reported that the Arbor Day Foundation
diagram on tree pruning will be used on one side of the flier that is to be
inserted in Utility Bills. Minutes were approved as corrected.
Guest Speaker
John Richter, Development Code Manager, Planning and Development Department.
Mr. Richter administers the City's Development Code. '
Mrs. Moss informed Mr. Richter of the Commixtee's concerns about code
enforcement. The Committee does not feel that the residents of Clearwater are
aware of the Land Development Codes and asked how this information could be
distributed to City of Clearwater residents. Mr. Richter stated there have been
different programs talked about within the City.

1. Neighborhood Code Watch - Program would entail getting with neighborhood
associations to educate an individual within the association who would then
be appointed to help identify violations within the neighborhood. The City
Commission has approved this program.
2. Utility Bill Stuffer - A brief discussion of some of the City's Code
Requirements to further educate the public. Mr. Richter stated that many
people within the City are not aware of the codes. Information would be
periodica lly included in uti 1 ity bi 11s about some of the City's code
requirements such as parking recreation vehicles, abandoned or inoperable
vehicles in the front yard. Mrs..Moss asked what the ruling is regarding
vehicles parked in driveways with up to date license tags but are not being

driven. Mr. Richter responded that if the car is undergoing major repairs,
the repairs would need to be completed within forty-eight hours.

3. Penalties for Violators - It is proposed that a code violator will be issued
a ticket for the violation. The violator would be given a first time warning
and a period of time to remedy the violation and if not remedied in that time
period the City would issue them a ticket in the amount of $150, $250, $500.
He further explained this will cut down on the long period of time necessary
to bring a case to the City. s Code Enforcement Board and free up a
substantial amount of the inspectors time. Mr. Duling asked what the
estimated time table would be before the program is up and running?
Mr. Richter responded about three months and the ticket ord i nance is
current ly in the City Attorney's Office and it wi 11 go before the City
Commission for approval.
Mr. Lindner stated that when the Code Enforcement Office is called they are very
good about getting out, looking at the situation and following through.
Mr. Lindner asked Mr. Richter if the code inspectors also go out and look for
violations and he responded yes. Mr. Richter also stated the bulk of the code
inspectors time is spent following up on complaints of violations. Mr. Wilson
stated that other city employees from other departments will report violations
if seen also. '
Mrs. Moss asked Mr. Richter to clarify the ruling relative to "for sale" signs
by owners on the City.s right-of-way. He responded that for sale signs must be
placed on res i dent. s property., "
Mrs. Moss asked who should be called regarding signs put on utility poles and
Mr. Richter responded she should call the Code Enforcement Office to report
signs.
Mrs. Moore asked what could be done to solve the problem at a City Housing
Authority Building located on Apache Trail relating to the tenants discarding
various types of furniture on the property when they are either moving in or
moving out of the apartments. This generany happens during the weekend at least
twice a month. Mr. Wilson; suggested City Housing should call the Sanitation
Department to let them know they will, be needi ng a spec i a 1 pi ck -up on a
particular day so that the furniture is not left out for three or four days
during the weekend. Mr. Richter stated he would call Debra Vincent of the City's
Housing to inform her of the problem.
Mrs.'Moss asked Mr. Richter for suggestions on what the Committee can do
to report code violators. . Mr. Richter responded that at each Committee Meeting
members could comprise a list of the properties that are possible code violations
with their address to submit to Neil Legter of the Building Inspection Department
to follow up on. Mr. Richter stated that this would be a more efficient manner
in which to report violations instead of each individual member calling in a
report.
Mr. Richter will inform his superiors of the Beautification Committee's support
of the Neighborhood Code Watch and the Utility Stuffer.

Correspondence I
Chairperson, Phoebe Moss read a letter from City Clerk's Office relating to
Don Nichols' and Michell Krentzman's vacant appointments. The letter also stated
there are no volunteers at the present time listed for appointment to the
Committee. Mrs. Moss asked members if they knew of anyone who would like to
serve on the Committee and if so, where they may obtain an application either
through the Beautification Committee or the City Clerk's Office. Mr. Lindner
suggested that Mr. Bickerstaffe inquire at next Homeowners Coalition Meeting if
any of the members would be interested in serving. Mr. Bickerstaffe agreed he
would. '
Committee Reports
Xmas Decorations - Mrs. Moss asked Mr. Lindner if he had anything to report.
He responded the Downtown Streetscape Program would need to be completed before
plans could be made to use the electric,outlets at the base of the trees for Xmas
decorations.
Awards - Mr. Duling stated that he had seen some landscaping improvements being
made to a parking area at the corner of Hercules Avenue and Gulf To Bay Boulevard
and, to a new Lum' s Restaurant. Mr. Lindner suggested send i ng a 1 etter of
recognition to a private citizen who planted flowers at the corner of Corona
and Cleveland Street. Members agr~ed to discuss a recognition letter program at
the next meeting. .
Mrs. Moore stated she had seen 'a newspaper article where Condon Gardens had
received an award for their Beauty Contest. She went on to say that the
Clearwater Garden Club's Grown-N-Share Program donated plants for this project
and'will assist with Condon Gardens ongoing program in the future.
Old Business
Courtney Campbell Causeway -:MrsJMoss asked Mr~ Wilson if he had any information
relating to the grant. He responded we will probably hear from the Department
of Transportation by the end of this month.
Memorial Causeway - Mr. Wilson reported that the landscaping ;s finished up to
the west\side of .Isl~nd Way and they will be starting next ~eek on the islands
heading east. '
Tree Planting Program - Mr. Wilson distributed to Connnittee members a draft'fl ier
of what will be used in the Utility Bill Stuffer. He explained the flier will
provide information on proper pruning principles as provided by the National
Arbor Day Foundation, the City's Street Tree Program and the Global Rele~f
Program. Nr. Wilson stated it will be put into a Utility Stuffer as early as
possible. II

stevenson's Creek - At the May 19 City Commission Meeting, Phase I of
channelizing Stevenson1s Creek was passed.

Mr. Bickerstaffe moved that the Beautification Committee write a letter to the
Commission showing our deep concern against the vote taken at the last meeting
on the Stevenson's Creek Project and that it be reconsidered at a public hearing.
Mrs. Moore seconded the motion. Motion passed. Mr. Duling volunteered to write
a letter to the City Commission stating that though we sympathized with the
residents who have had flooding problems, we feel that there are better, less
expensive and certainly more aesthetically pleasing ways of solving the creek's
problems.
Bench Signage - Mrs. Moss' asked Mr. Wilson if he had heard anything relating to
the,removal of the benches. He responded he had not been contacted on the
subject and he will check to see if the benches have been removed or need to be
replaced.
, Properties On Cleveland Street - Mrs. Moss reported she had spoke to the owner
of Charlie's Restaurant relating to the timbers that have fallen down in the
parking lot and he responded "yes he would try to do something about them". He
also stated that the traffic signs directing people to the beach took away a lot
of his business and asked Mrs. Moss if she could obtain any information relating
. to the signs being replaced. Mr. Lindner will try to find out why beach traffic
is routed along Court Street rather than Cleveland Street.
M~s. Moss reported that she wi.ll ,send a letter to business owners on the north
's1de of Cleveland Street, across'from Cleveland Plaza, urging them to improve
the appearance of their store fronts. Committee members agreed letter should
be sent. Mr. Wilson stated that the letter may include: For questions or
additional information contact the Beautification Committee through ,the Parks
~nd Recreation Department (462-6531).

Committee Appointments - Mrs. Moss asked members to appoint a new Chairperson.
Members appointed Larry Lind~er-as the new Be~utification Committee Chairman.
