The regular meeting of the Beautification Committee was held in the Parks and
Recreation Department's Conference Room at the City Hall Annex on Wednesday,
Apri 1 4, 1990.
Meeting was called to order at 8:55 a.m. by Chairperson
Phoebe Moss.
~uest Speaker - Mike Foley, Stevenson's Creek
Mr. Foley presented his views concerning the Channelization of Stevenson's Creek
to control flooding. He explained that he is opposed to any plan to channelize
the, creek which he feels is unnecessary and wlll cause serious damage to the
environment and water quality.
Pollution - He informed members of the pollution in the creek. Drains along the
basin are made of brick that is old, broken and leak. The water contains high
counts of fecal strep, this is not corning from the Marshall Street Plant because
the count, is high all up and down the creek not just by the plant. There are
illegal hookups to subdivisions which are emptying into storm sewers and flowing
into the creek. State Class III waters are required to have a 3 count fecal
strepof no more than an average of 200 parts per 100 millimeters and Stevenson1s
Creek has 58,000 parts in some areas of the creek. Oil is also a problem when
it rains because of stormwater runoff going into the Turne~ street pipe from
Missouri Ave.
Mr. Lindner asked what could be done about the oil from this pipe. Mr. Foley
replied that every garage and gas station should be sited to install perimeter
controls so that the water is cleaned before it goes into the stormwater pipe.
It has been tested with 9 other outflows in the Tampa Metro Area and results were
of ,the 9; this had the highest oil and grease top flow. On a scale where 5 is
a high number and has to be considered for treatment, Stevenson's Creek had a
reading of 88 from the storms and numbers have been higher at times. Vegetation
is being kill ed throughout the creek from the oi 1 and grease. The Env i ronmenta 1
Department needs to increase the amount of field workers who can actually go on
site to garages. photo shops, dry cleaners, etc. around town to inspect these

establishments to ensure that they are not dumping chemicals into the storm sewer
system.
,ChanneUzation - The Channelization of Stevenson1s Creek will run from the middle
of Clearwater from the Betty Lane Bridge south to Bellview Road. Channelization
is a concrete lining of the sides and bottom of the creek and would not be
necessary if retention ponds were built to hold stormwater runoff to control
flood fng. The City of Clearwater has been permitted for Phase I by DER to
dredge. fill and install 2,000 feet of concrete to the creek. Mr. Foley is
strongly opposed to Phase I and does not feel channelization is necessary because
the flooding ,in the past could have been controlled. He then gave four reasons
why the creek has flooded.
1. Trash & Debris in the Creek
2. Restrictive Bridges
3. Storm Pipes at Right Angles
4. Underground Pipes
Conclusion: If blockages and restrictions are removed, the creek will not flood
in the 25 year event even if it is not widened based on standard engineering
calculations. (See attached letter to Mayor and City Commissioners).
Mr. Foley's views on not channelizing the creek are supported by, just to name
a few, Tampa Bay Regional Planning Council, professional'engineers, biologists,
hydrologist, environmental officials, EPA officials, The league of Women Voters,
Sierra Club, Sport Fishing Institute and Audubon Society.
There has never been a public hearing on the channelization, but on April 19 the
City Conuni5sion wi 11 go out for bid on the subject and the pub lic wi 11 be allowed
to make statements.
Mr. Duling, Environmentalist, was asked how he felt about channelizing
Stevenson's Creek. He responded that the creek flooding can be solved with
retention ponds and it has already been done in nearby cities.
Chairperson Phoebe Moss asked if the Committee would like to respond to the issue
on ,Channelizing Stevenson I s Creek. Mr. Duling suggested contacting the
Engineering Department to inquire if Mr. Fo1ey's points concerning Stevenson's
Creek were taken into consideration. Mr. Duling asked Mr. Wilson if Phase I was
actually designed by the Engineering Department or was it sent out for bid to
private companies; he responded he did not know. Mr. Lindner stated that there
are concerns about the aesthetic and environmental impact on the channelization
of the creek and the City should address the issue through public hearings and
answer those objections before proceeding. Mrs. Wyatt supported Mr. lindner1s
statement in that she feels the Committee should focus on the environmental
issue~ Mr. Duling stated he would like to submit a letter to the
Engineering/Public Works Department to explain that the Beautification Committee
has some concerns regarding the environmental impact ,Of the channel ization
project to Stevenson's Creek. The subject has been brought to the Cornmittee1s
attention by some activist groups concerning the problems relating' to the
channelization and the Committee would like to hear what they have to say. Has
the Engineering/Public Works Department taken any of these problems into

" ~ the channelization? What is the current status of the project? Members agreed
that Mrs. Moss, Chairperson, should call Assistant City Manager, Charles
Hunsicker. to find out if there is going to be a public hearing/open forum for
discussion or if it has already passed that stage, what decisions were made.
The March Minutes were approved as written.
Committee Reports
Recycling - Phoebe Moss reported that she contacted Matina Wagner, Recycling
Coordinator, Sanitation Division, regarding plastic dry cleaning and newspaper
bags. All plastic bags can be taken to Kash N' Karry or placed with other
plastic recycling items.
Old Business
Courtney Campbell Causeway - Mr. Wilson stated he has received a letter from
Department of Transportation, Highway Beautification Council, regarding
landscaping on the causeway. The letter explained that there are 52 cities
applying for grant money to install landscaping projects on highways similar to
the causeway. He explained that the DOT asks the State Legisl~ture for monies
to fund the program; from the money received, they will determine which of the
projects are the best to share that money. The City of Clearwater is asking for
one of the largest grants in District 7. Probably by the end of May we wi 11 know
how much money will be received from the grant.
Memorial Caus~/ay - Mr. Wilson reported that the last median before the last
bridge will be sodded. It will be landscaped slightly different because this
is the only median on the causeway with a 611 vertical curb.

Bench Signage - Mr. Lindner asked when the transition is going to be made on the
benches. Mrs. Moss stated that the Commissioners have sent letters to Metro
asking them to remove the benches. Two new benches from totally recycled
plastics have been ordered by the Parks & Recreation Department. Mrs. Moss asked
Mr. Wilson if there will be money available to purchase the benches and who will
,be responsible for installing the benches at the bus stops; he responded he has
not heard anything yet on the subject.
Tree Planting Program - Mr., Wi lson reported that the Arbor Day Foundation diagram
on tree pruning will be used on one side of the flier to be inserted in Utility
Bi 11s on the reverse side. Connnittee members agreed to use the Nursery
Divisionis Street Tree Planting Program to inform residents of Clearwater of the
program. Mrs. Moss also asked if something could be inserted into the flier
regarding the Global Releaf Program. Mr. Wilson stated he had no problem with
the flier design and it will be completed.
Parking on Lawns - Mr. Lindner asked who could be contacted regarding violation
of City of Clearwater Ordinances relating to parking on lawns and real estate
signs on right-of-ways. Mr. Wilson suggested inviting John Richter, Development
Code Manager, to attend a Committee Meeting. He will answer questions relating

to the enforcement of City of Clearwater Ordinances and how City of Clearwater
res 1dents can be made aware of the Ordi nances. Mrs. Moss will ca 11 John Richter.
Properties on Cleveland Street - As a follow up to Ruth DuChauteau's request of
what can be done to improve the right-of-way on Cleveland Street and nearby
properties, Mrs. Moss stated that she looked at these properties (Homer Realty,
Hot Dog Shop and Charlie's Restaurant). At Charlie's Restaurant the landscape
timbers have fallen down in the parking lot but are not a safety hazard. The
right-of-way is City owned property, but adjacent property owner.s are responsible
, for the right-of-way in front of their property. Mr. Wilson explained that the
City is doing the Streetscafe Tree Planting project on the right-of-way downtown.
This program will eventual y come all the way up Cleveland Street with the first
Phase stopping at Myrtle Avenue. When this is completed, the City will look at
continuing the program up the hill past General Telephone Company. At the
, present time. however, he explained that Public Works ;s responsible for all
right-af-ways and residents must obtain a right-of-way permit to work/plant in
that right-of-way. Mr. Lindner asked if the trees in grow bags could be placed
in the rightwof-way on Cleveland; if the Streetscape program did extend to this
, property in the future, the City could just go around these trees.
Mr. Wilson stated trees cannot be here because the Department of Transportation
requires planting must be 4 feet back from the curb unless the City of Clearwater
is,willing to assume the additional responsibility. Mrs. Moss may work up a
letter to send out to each of the property owners asking if they can do anything
to improve this section of Cleveland Street's appearance. Mrs. Moss will call
Charlie's Restaurant to see what can be done about the fallen landscape timbers.
New Busioess
,Mr. Wilson informed Committee members that applications to become a
Beautification Member should be submitted to the Clerk's Office; the City
Commission will appoint new members.
Phoebe Moss asked that members keep in mind the election of a new Chairman in
May.
