The regular meeting of the Beautification Committee was held in the Parks and
Recreation Departmentls Conference Room at the City Hall Annex on Wednesday,
March 7, 1990. '

, Condon Gardens Beautification
Virginia Watson and Dedee Schultz of the Community Housing Resource Board spoke
on behalf,of Ron McElrath. The Board is a volunteer citizens group dedicated
to equal housing opportunity by creating greater awareness of the problems and
solutions to housing discrimination. The Board is working with Wilma Barber,
Manager of Condon Gardens, to beautify Condon Gardens neighborhood by way of a
Beautification Contest. The contest is to be held March through April with an
Award Ceremony 'on April 27, 1990. A flier was passed' out explaining how
res i dents of Condon Gardens and Chesapeake Vi 11 as can wi n the contest by clean i ng
up their neighborhood. Each cul-de-sac will be judged. Virginia Watson and
'Dedee Schultz asked the Committee what they could do to support the Contest such
as donating plant materials, trees, etc. Phoebe Moss stated that she had spoken
with Ruth DuChateau. Clearwater Garden Club; the Garden Club could help judge
the contest. Rose Moore, Clearwater Garden Club, explained the Grow and Share
Program (plant clippings that must be rooted) which meets the fourth Friday of
each month. Mr. Wilson suggested someone from the Community Housing Resource
Board go to a Grow and Share meeting to,pick up donated plant materials that
,could be planted by Condon Gardens residents. Rose Moore will report at the
April Garden Club meeting what is being done at Condon' Gardens and ask members

of the Grown and Share Program to donate plant materials for the Condon Gardens
beautification project.
Mr. Wilson stated that if the Housing Authority wants to set a time and date for
a planting technique clinic for plant materials donated by the Clearwater Garden
Club, the City Nursery Department will assist with instruction.
Dedee Schultz asked if the City of Clearwater's Nursery Division could donate
a large tree for the Beautification Contest Award on Friday, April 27.
Mr. Wilson advised a tree could be planted for this one time kick-off.
Mark Roether, Nursery Superintendent, should be contacted concerning planting
of the tree.
Phoebe Moss suggested contacting Matina Wagner, Sanitation Department, to inquire
if the City's Sparkling Clearwater Clean~Up Project, (April 23 - 28) may be able
to offer support for the contest.
Wilma Barber, stated that an effort is being made within Condon Gardens to
motivate residents to clean up their yards and neighborhood.
Mr. Wilson suggested that if the contest is to be held on a monthly basis, the
City Nursery could provide a prize each month such as a tree or a small plant,
but the City could not provide plants for residential properties. Wilma Barber
stated the residents are not ready for plantings on residential properties such
as shrubbery, etc. because residents first need to be educated on how to care
for plant materials and work on cleaning up the neighborhood.
Phoebe Moss suggested Ms. Barber call the County Extension Service to inquire
if seeds could be donated or if they could offer any other assistance to the
program. Rose Moore suggested Parks Seeds Company of South Carolina may be able, '
to donate seeds.
The February Minutes were approved as written.
Correspondence
Phoebe Moss read Committee Member, Penethia Mack's letter of resignation to Board
members. Mr. Wilson will send a memo to the City Clerk asking for a new Board
member to be appointed.
Phoebe Moss asked Mr. Wilson to send a letter to the City Manaper regarding the
absenteeism of Committee Member Don Nichols' (last six meetings). If Mr. Nichols
is not interested in continuing as a Committee member the City Commission will
appoint a new member.
Committee Repo~
Recycling - Mat ina Wagner. Recycling Coordinator. Sanitation Divi s ion,
contacted Phoebe Moss regarding Committee suggestions for Sparkling
Clearwater's Clean-up Campaign. Matina reported that the City of Clearwater
is going to open a new recycling center at Morningside Recreation Center and
McMullen Booth Tennis Court Complex can be used to recycle plastic materials.

She stated that the plastic bags which specifically state on them recyclable
can be recycled with other plastic materials. Some stores are taking back
their plastic bags for recycling. Any plastic bags received from Department"
Stores are recyclqb}e. Matina Wagner will be contacted to inform members
what else is being done in the City regarding the recycling program and to
answer questions members may have. The City of Clearwater has been named
the second largest City in the U.S. for the amount of waste recycled.
Qld Business
Courtney Campbell Causeway - Mr. Wilson stated he has received a letter from
Mr. Harvey Hunt, Department of Transportation, to inform him the application
for the Courtney Campbe 11 Causeway has been approved and forwarded to
Tallahassee for their consideration. Mr. Hunt stated he felt the application
would be an excellent program to compliment what Tampa has completed on the
causeway. Mr. Hunt1s letter also stated that a decision may be made by the
middle of Mayas to whether or not the City's application has been approved
for the Courtney Campbell Causeway.
Memorial Causeway - Mr. Wilson informed Committee members the grass has been
killed and the irrigation system has been installed on the westernwffiost
median. The Department of Transportation has given approval to close the
one opening in the median. Mr. Wilson also explained that while work crews
are working on the Causeway, one lane will be closed to ensure employee
safety.
Bench Signage - Mr. Wilson explained that replacement of benches at the bus
stops will cost about $100 per bench; these benches will have concrete bench
ends and wooden slats. The other type which may be used are aluminum
benches. but they must be installed in concrete and cost $250 per bench.
Mr. Wilson stated the concrete and wood bench would be the most practical;
he is not sure how many will be installed. Old benches will be picked up
by Metro and Clearwater Jaycee's.
Tree Planting Program - Larry Lindner asked about the insertion of a flier
in the Utility Bills which relates to tree planting/tree pruning. Mr. Wilson
said he will contact the National Arbor Day Foundation to ask if their tree
planting/pruning flier could be duplicated and used for this purpose.
Mr. Bickerstaff reported that the letter concerning the City of Clearwater's
Tree Planting Program was distributed at the Coalition Meeting to
representatives who attended. He will mention the Tree Planting Program at
future Coalition Meetings and suggested a flier inserted in the Ut i 1 ity
Bills may be a more community-wide effort because every homeowner would
receive the flier.
Mr. Wilson announced the Eagle Day/Arbor Day Ceremony to be held on Saturday,
March 31 at Moccas in Lake Nature Park. Tree City USA Award wi 11 be presented
to Mayor Rita Garvey by the State Forestry Di vi s ion t whi ch the City of
Clearwater has been awarded for many years.

Parking on lawns - Mr. Lindner reported to Committee members that he did not
see anything in the City of Clearwater's Ordinances that could be done to
deter residents from parking on lawns. The land Development,Codes, currently
in effect. need to be enforced and he gave each member a copy of the codes.
Mr. Lindner' feels that the public is not aware of these codes and asked
members what the Committee could do to educate the public. Mrs. Wyatt
suggested an insertion in Clearwater residents Utility Bill: we will ask
Mr. Wilson about this. Mrs. Sollid suggested a newspaper article:
Mr.' Lindner will contact Bob Henderson and Diane Steinle of the Clearwater
,Times.
Stevenson's Creek - Mike Foley sent information concerning Channelizing
Stevenson's Creek and copies were distributed to members who discussed the
project at length. Committee members agreed to invite Mr. Foley to a
Beautification Committee. He will answer questions for the first-half hourr.-
'of the meeting.
New Business - Phoebe Moss informed Committee members that she received a call
from Ruth DuChateau, former Beautif ication Committee member, concerning Cleveland
" Street properties, by Homer Realty and the Hot Dog Shop, asking why trees canat
'be planted in this area. Also, on Cleveland Street, near Charlies Restaurant
on the 'same side of the street, landscaping recently installed is deteriorating.
Phoebe Moss asked Committee members to look at these properties to discuss at
next meeting.
. . Phoebe Moss asked that members keep in mind the election of a new Chairman in
May.
