The regular meeting of the Beautification Committee was held in the
Parks and Recreation Department's Conference Room at the City Hall
Annex on Wednesday, February 7, 1990.
Meeting was called to order at 9:05 a.m. by Chairperson,
Phoebe Moss.
The January Minutes were approved as written.
Committee Reports
Christmas ,Decorations Mr. Lindner, DoWntown Clearwater
Association, spoke with Bob Morrison of Traffic Engineering
regarding the electrical outlets for the trees in the downtown
area. Mr. Morrison stated that in the 400 block, the outlets
aro located n~xt to the tree, under the iron grate and under the
mulch. The rules and guidelines for the tree lighting
de~orations have not yet been decided.
Environmental/Public Works: Charles Hunsicker, Assistant City
Manager - Mr~ Hunsicker passed out a an outline of his remarks
concerning "Environmental Management for the 1990' s II to the

Mr. Hunsicker explained the Environmental Challenges for the
City of Clearwater which include:.

Water Resources - City residents consume 130 gallons per person
per day. The challenge is to be sure we have the resources to
meet the public's demand and what can be done to slow down the
consumption rate.
Solid Waste - City residents pay $40.00 per ton to dispose of
solid waste. The challenge is to find a way to reduce the daily
tonnage so costs can be reduced. Recycling is the key.
Sani tary Sewer System - Water goes through the City sewer system
and is concentrated and treated at three plants. Eighteen to
twenty million gallons are treated per day. The City of
Clearwater undertakes to spend forty-five million dollars to
upgrade the three treatment plants for the purpose of achieving
a five percent additional reduction in the amount of phosphorus
and nitrogen going into the bay, from ninety percent removal to
ninety-five percent.
Special Mission
Stormwater Runoff - Mr. Hunsicker explained the Lmportance of
stormwater runoff cleanup which will start with waste water
treatment plants. Grants and aid money will be set aside for
these purposes. The Federal Government, between 1972 and 1986,
put billions of dollars into this program which is more than
any other funded program.
Use of Reclaimed Water - Reclaimed water will be a main
objective in taking the water from the reclaimed water pipe and
putting it back into a pumping station with a separate set of
lines to bring it all back into the community.
Recycling - Mr. Hunsicker stated that Pinellas County was the
leader among counties in Florida concerning recycling. The
, City of Clearwater's challenge is to dispose of and sort their
, own recycling products instead of asking the merchants to do so.

Mr. Hunsicker referred to Bill Baker's memorandum concerning the
Reorganization and Reassignment of Duties of the Environmental
Section. The proposed plan would upgrade two Environmental
personnel ,positions from Environmental Manager to Assistant
Director. of Public Works/Environmental, and Environmental
Inspector to Environmental Specialist. The Environmental
Division within the Public Works Department's role would be to
perform the proposed functions of:

The proposed functions will focus upon the management of
Environmental considerations pertaining to the City's own annual
Capital Improvement projects rather than the previous focus on
private development regulation. This has become a duplication
of efforts expended by SWFWMD and DBR since all builders are now
required to have a professional license.. Projects not built
to the same design and performance could result in the loss of
the builder's license. State law is taking care of reinspection
of projects built so that the City of Clearwater does not have
to go out and reinspect all of them. The County has upgraded
their inspection and permitting process.
Mrs. Moore asked Mr. Hunsicker about channeling Stevenson's
Creek and told him of her concerns of the creek becoming a
canal. He responded that there are options which have been
studied~ Costs have to be considered for this project while
still solving the problem at hand which is to move flood water
and reconstruct a marsh environment for birds and fish. The
stormwater runoff going into Stevenson's Creek needs to be
treated up stream so it doesn't have a chance to get into the
bay. Mr. Hunsicker explained that it is his goal to take the
stormwater functions which are not only in flooding but water
quality and,put them into their own utilities operations such
as water, sewer and garbage.
Mrs. Moss informed Mr. Hunsicker that the, City ,of Largo is
charging approximately $12.90 every other month for the
Stormwater Program which is \' a means of supporting the program.

Courtney Campbell Causeway - Mr. Wilson passed out a map
concerning the Courtney Campbell Causeway Beautification
project. He explained that landscaping will begin at the Water
pollution Control Plant and would extend to the Clearwater
pinellas County Line, approximately 7.4 miles of landscaping.
The Matching Grant Application has been submitted to the State
Department of Transportation and it may be the latter part of
May before we know whether or not our application will be
funded. If it is funded, agreements would be drawn up between
the State Department of Transportation and the City of
Clearwater. Landscaping could posaibly begin during the fall.
The total cost will be approximately $509,757. The City is
asking for a State Grant of approximately $250,000, with the
other 'half to be made up by inkind services.
Memorial Causeway - Mr. Wilson informed Committee members that
the project has begun on the median located at the last bridge
to Clearwater Beach. Weed killer has been sprayed on this
median. The irrigation system and electrical lines will then
be put in. An application has been filed to DOT asking for
permission to close one opening between the medians. There will
be approximately 400 additional square feet of annual beds along
with perennials when completed~
Bench Signage - Mrs. Moss spoke with Commissioner Lee Regulskl,
who stated there has been no action to date but expects a big
political battle concerning the bench signage. He will let
Mrs. Moss know when the next meeting is to be held. Mr. Wilson'
advised that if bench signage was discontinued the City could
,provide benches at bus stops.

meeting. Motioned was seconded and passed.
