The 'regular meeting of the Beautification Committee was held in the Conference
Room of the Parks and Recreation Department at the City Hall Annex on Wednesday,
January 3, 1990.
Meeting was, called to order at 9:00 a.m. by Chairperson, Phoebe Moss.
The December Minutes were approved as written, with one correction being made
by Lawrence Lindner to the sentence under Old Business, (The Department will
roundup to kill the grass). Mrs. Moss stated the sentence shou 1 d read liThe
Department will app 1 y roundup to k ill the grass II .
, Committee Reoorts
, Christmas Decorations - Mr. Lindner reported that the Downtown Clearwater Parade
was a success and will be scheduled again for 1990.
Mr. Lindner expressed concern where the electrical outlets are being placed for
th~ Christmas lighting decorations for the trees for the Downtown Clearwater
merchants. He will investigate and contact Bob Morrison, Electrical
Superintendent, if he needs assistance in locating these outlets.
Recycling - No reports.
Environmental/Public Works - Mrs. Moss reported Charles Hunsicker, Assistant City
Manager. will attend the February meeting.
Adopt-A-Park - No reports
Awards - Mrs. Moore informed Committee members that the landscaping recently done
by Jeff Bowen at National Data Products, on Calumet Street, is beautiful. A
motion was made by the Committee to send a letter of appreciation to National
Data Products. \

Mrs. Moss will 'contact Denise Wilson, City Manager's Secretary, for an update
on the letter sent to the City Manager on the bench signage issue.
Mr. Bickerstaffe reported that the letter regarding the tree program was sent
to individual Homeowner's Associations. He is to attend a meeting 1/05 and will
inquire regarding the letter.
Mr. Wilson updated Committee members on the Courtney Campbell Causeway
Beautificat ion. Steve Lafferty. Landscape Architect, obtained approva 1 from 'the
City Convnission to apply for a grant for the causeway; application will be
submitted to the State Department of Transportation by February 1. Total cost
of the project is $509,757 which includes approximately seven miles of
landscaping from the WPC Plant on State Road 60 out to the Clearwater City 1 imits
about three and one half miles.
Palm trees will be the focal point with upright plant materials and some ground
cover planted between the palms.
The City of Clearwater is required to come up with 50% of the total cost of this
project which includes:
$51,483 - Volunteer Labor coordinated through the Chamber and
Steve Lafferty
$120,935 Contribution from the City ($34,500 will be in cash
primarily for Florida Power to lift the electrical lines;
remainder of this total will be provided through inkind
services from City employees).
The county will provide $86,000 worth of inkind services to excavate the beds.
Mr. Wilson estimated that by the latter part of April the City of Clearwater
would receive word as to whether or not the City has received the grant. If so,
the City would be asked to sign an agreement with the state, etc; work could
possibly begin in the fall of this year. The Operating Budget Impact Fee would
be $60,902 annually. The first year Capital Budget Impact would be $16,250.
Memorial Causeway - Mr. Wilson stated construction will begin between 1/15 and
1/20. Work will begin on the western most median of the causeway. which is the
last median before you get to the west bridge. '
Mr. Wilson responded to Mr. Lindner's question of what could be done with the
Court Street Medians; small type items such as shrubs could possibly be planted.
Mr. Lindner will read over the ordinances for Dunedin, Largo and Be1leair City
to determine~if a letter could be written concerning parking cars on residential
lawns; he will bring his recommendations to the next meeting.

Mrs. Moss read an article regarding the Billboard Control Act which would
eliminate billboards on some interstates and give back to communities the power
to'set their own environmental standards for billboards. The article suggests
writing letters to Senators; Connie Mack, Bob Graham and Representatives: Mike
Bil1irakis and Bill Young, urging them to support the Billboard Control Act.
Committee members agreed, to work on this project on an individual basis.
Mr. Wilson stated the utility Bill enclosure regarding tree planting was still
being worked on. '

Committee members discussed material that Rand Knox, Landscapeologist, sent to
the Committee with regard to the issue of Dunedin Pass. Members agreed not to
,become involved in the issue at this time.
, Mr. Lindner inquired about trees at the Clearwater Airfark with regard to who
'is responsible for their maintenance. Mr. Wilson w 11 report back to the
Committee.
Members discussed the Park Thoughts program that the Clearwater Parks and
,Recreation Board has initiated. Mr. Wilson explained that this program was,
, designed t~ provide City of Clearwater parks with needed improvements through
donations. Fliers were distributed to Committee members for the Moccasin Lake
Park:program. Note, the deadline for participation in this program is March 31,
