The Committee discussed a memorandum describing Option '2 which will be,
recommended by staff if approved by the Department or Transportation. Mr. W11son-
has sent a lettCt~ to Mr. Cownrt, Department of Trnnsportat ion, requcsti ng

and to City Attorney for review. .'

Rose Moore made a mot ion to accept Opt ion 12 of the rcnovat ion of the causeway......
medians if it meets the Department of Transportation's apprOVe'll. Motion was"
seconded and passed.
Mrs. Moss suggested a press release be issued at such time as the project is'
approved so that anyone seeing the renovations to the medians will understand
why the work is being done. ,
Tree Program/Adoot-A-Park - Hr. Wi lson informed Committee members that a flyer..
regarding tree pruning and the City.s street Tree Program is being prepared to
be inserted with utility bills. I "

Mr. Lindner inquired if any response had been received fr'om the newspaper
editorials, (City's Street Tree Program nnd Adopt-A-Park). Mark Roether, Nursery.
Superintendent, responded he had received some response and more trees are being-
sold. Mr. Roether informed us that there are nine different varieties of trees "
available with photographs of each. ,

Mr. Wilson also stated that he had received som~ response from the Adopt-A-Park
editori al.
(~ ,2), Mr. 'Lindner asked if trees could be planted along Court Street. Hr. Wilson
:,:, stated that Court Street is D. D. To property and permiss ion to plant on this'
median would have to be given by D.D.T. Small species may be planted but
nothing is being done at this time. Hr. Wilson will ask Mr. Cowart about,
planti~g on Court Street when he discusses the causeway medians with him.
Mr. Lindner asked about the weeds growing in the Downtown Clearwater planters
~nd Mr. Wilson responded that they will be taken care of when the existing trees'
are replaced, with smaller trees in grow'bags.
,Christmas Oecorations - Mr. Ouling asked if construction will continue in the
Oowntown area during the Holiday Season. Mr. Wilson responded that work will
cease approximately November 15th and not begin again until after"the first of
the' year, so it wi 11 not interfere with hol iday shopping, etc..'. ',' ,
Mrs. Moss spoke with Keith Crawford, Traffic Engineering, concerning the
Christmas decorations and stated that the balance of the scrolls are being worked
on. Mr. Crawford stated that the new electrical work being done in Downtown
Clearwater will provide merchants with an outlet for each tree. Mrs. Moss asked,
Mr. Lindner if he would contact the Downtown Clearwater Association regarding
the twink 1e 1 ights for the trr.es. Ke ith Crawford wi 11 install banners at the
Countryside and U.S. 19 area. ' 'A letter will be sent to Keith Crawford regarding
this subject with copies to the City ManageT~ and City Commissioners. Members
agreed that putting up the banners in the Countryside area will give a feeling
" of unity to the community.

Mrs. Moss stated she had spoken to Matinn Wagner, Sanitation Division, concerning
what type of grocery bags are recommended. Mation responded that paper bags
should be used; in order for recyclable plastic bags to decompose, they must
have light, air and water. This plastic will not decompose in a land fill.
Mr. Nichols suggested n project should be started to inform everyone how
important it is to use paper bags instead of plastic. '

The regular meeting of the Beautification Committee was held in the Conference
Room at the City Hall Annex on Wednesday, December 6, 1989.
Meeting was called to order at 9:00 a.m. by Chairperson Phoebe Moss.
Mrs. Moss stated ,that the Committee cou ldn I t vote on the November minutes because
they didn't have a quorum. She asked for discussion on the November minutes.
Ms. Moore stated for the record that she thinks the Committee should consider
being a part of the Christmas Parade next year.

, Conunittee Reports
Christmas Decorations - Bob Morrison called Mrs. Moss to inform her the City
Commission voted not to install banners at U.S. 19 and Countryside. Electrical
outlets on Cleveland Street for the merchant's use are not available at this
,time. It will be the merchants~ responsibility to get the lights into the trees
,in 1990.

Recycling - City of Clearwater is now picking up metal cans at'all of the City
,'of Clearwater drop off points: Moccasin Lake Park, the Sanitation Department
on Russel.l. the Countryside Fire Station and the Salvation Army on Missouri.
The City is trying ~o find someone to take plastic bags. ,
,Environmental/Public Harks - An article in the newspaper about the reorganization
of the Environmental Department was discussed. The department is under the
Public Works Department and monitors construction projects.to make sure they
comply with Environmental regulations, advises City officials on building
projects to make them environmentally sound and inspects the sites. Ms. Moore
said that 'she thinks that Environmental should be a separate division. Mr.
Wilson suggested contacting Mr. Hunsicker. Assistant City Manager, for
information. Mrs. Moss will contact Mr. Hunsicker.

,Old Business
Mr. Wilson stated the Memorial Causeway landscaping is to begin in January.
Traffic Engineering had a counter on the causeway and found that the heaviest
traffic is two weeks either side of Easter. June, July and August are just as
heavy for beach traffic as January, February and March. The City will not be
doing any work during rush hours. In January, the department will round up to
kill the grass on one median which takes two weeks for the grass to die. Other
work may begin in February.
Mr. Wilson, regarding the C. C. Causeway, said there are still a lot of decisions
to be made. The City may donate some plant materials and do some planting along
with volunteers. The County does not want to be involved with maintenance and
this may be responsibility of the City. The County may donate earth work and
plant materials. The project wi 11 be going before the City Commission on
December 21. Mr. Wilson said some monies will be available from the one cent
sales tax program. Someone will be needed to coordinate volunteers and Mr.
Wilson will keep the Committee posted.

Court Street Medians - Mr. Wilson stated that he thought trees in the medians
would be allowed by the DOT. However, from a legal standpoint, there are
concerns about increased liability. The City has not had any problems on Drew
Street, but the speed limit is 35 mph. Mrs. Wyatt asked if a homeowner planted
a tree on the right of way, who would be liable. Mr. Wilson answered if the City
plants a tree in the right of way and a limb falls, chances are the City is
respons i b 1e. The City may be sued because it I s the City I S property. If a
citizen planted a tree in the right of way without having a City permit, chances
are they would be involved in the suit. By City Ordinance, adjacent property
owners are responsible for mowing abutting rights of way.
Elimination of Bench Signage - The Committee discussed the draft of a letter to
the City of Clearwater not to renew the agreement. The agreement is between
Metro, the City of Clearwater and the Clearwater Jaycees and it expires February
25, 1990. The reasons not to renew are the ads are often outdated like the "Fun
N' Sunil and some of the benches needed repair and were very unattractive. City
park benches have no ads and are the ones with wood slats. Ms. Moore stafed that
the benches encourage people to loiter.
Letter Regarding Parking On Lawns - Mrs. Moss contacted both the City of Dunedin
and the City of Largo. Dunedin has no ordinance about parking on lawns. The
City of Largo has a proposed ordinance which goes to referendum in March, but
there is nothing in effect at this point. This Committee has to decide whether
or not to work up a letter to the City Commissioners to consider an ordinance
prohibiting parking on lawns, but the Committee has nothing to fall back on.
Mr. Wilson stated that it ;s difficult in lower income and non-subdivision
neighborhoods to enforce anything similar to that. However, in deed restricted
communities and subdivisions that have homeowners' associations it could possibly
be enforced. As far as RVs are concerned, the Zoning Office should ,be called.

Jeff Bowen of Bowen Tree Service contacted Mrs. Moss regarding the beaut ificat ion
of their building, National Data Products. Committee members will look at the
location to see if it is deserving of a letter of recognition. The letter could
mention that the Committee recognizes and appreciates the landscaping that is
in accord with the City's Landscape Code.
Mrs. Moss received '8 memo from John Richter concerning the log cabin on Old
Coachman Road. ' The property is in the County and out of Clearwater jurisdiction~
Mr. Wilson described a new park just east of the log cabin on HE Coachman that
" the Parks and Recreation Department just developed.
Mrs. Wyatt asked about attempts the City has made to annex some of the County
property. Ms. Sol lid asked why the City couldntt force annexation. Mr. Wilson
,explained that the State Legislature could only take this action. The City has
