, The regular meeting of the Beautification Committee was held in the Parks and
'Recreation Department's Conference Room at the City Hall Annex on Wednesday.
October 4th, 1989.
Meeting was called to order at 9:00 a.m. by Chairperson Phoebe Moss.
A correction was made to the October Minutes concerning the spelling of '
Mr.Sternstein, Environmental Development Director. Minutes stand corrected.

Christmas Decorations - Mr. Wilson stated the new trees will be planted this
week on the" north side of Cleveland Street in the 400 block. Any trees that are
, there ,now will remain in place for the holiday season. Mrs. Moss asked
Mr. Lindner if he had contacted the Downtown Clearwater merchants regarding the
lighting of the trees and he responded with the renovations being made Downtown,
the,merchants will need to determine if lighting is possible.
, Mr. Morrison of Traffic Engineering Department contacted Mrs. Moss regarding the
banner installation in the Countryside area providing the Traffic Engineering
Department' has time available to do so after the causeway decorations are
'complete. The new banners will run on Countryside Boulevard between Enterprise
,Road ,to where J.C. Penney ends.

Sparkling Clearwater/RecvclinQ - Committee members discussed the-flyer that was
mailed to'Clearwater residents with their Water Bill relative to the new yard
waste program the Sanitation Department is introducing.

New Business - Mr. Lindner expressed concern over the fact he has seen sand all
over the new brick pavers that have been installed downtown and asked if the sand
was washing out of the bricks. Mr. Wilson advised that in the past,where brick
pavers have been used this had not been a problem: the bricks are originally
set on an interlocking sand bed.
Belen Brown asked about an article she had seen regarding a boardwalk at
Clearwater Beach and was concerned as to whether or not any palms will be taken
out. Mr. Wilson stated he had not heard of any plans being made to remove palms.
However, there has been interest expressed in a boardwalk on Clearwater Beach
that would stretch from the Adams Mark Hotel, north toward Pier 60, that would
follow the sandwall. There have been problems on the beach especially during
the summer season with pedestrians walking too close to the roadway and
interrupting the traffic flow. It is felt that the boardwalk would relieve some
of this problem.
Mr. Lindner asked if the Sanitation Department could utilize their field
personnel to report properties that are not being kept up to code to the
appropriate offices. Mr. Wilson stated he would ask the Sanitation Department
about this idea to see if anything could be done. Mr. Lindner expressed concern
regarding vehicles parking on lawns.
Belen Brown commented on the signs that are being nailed to palms on Edgewater
Drive and asked what the best solution would be to the problem. Mr. Wilson
responded this problem should be reported to the Planning & Zoning Department;
, an inspector could remove the signs.
Members agreed to ask John Richter, Code Administrator of the Planning and Urban
Development office to the November meeting. Mrs. Moss will call Ron H. Rabun,
City Manager, to ask when it may be convenient for him to attend a Committee
meeting after January.
~ final decision will be made at the November meeting regarding the cancellation
~f the December meeting.
Mr. Bickerstaffe asked to be excused for the November meeting since he will be
out of town.

01d.Business - Mr. Wilson reported to Committee Members that he and Mark Roether,
Nursery Superintendent, met with Mr. Steve Lafferty of Mudano Architects who is
working with the Chamber of Commerce to assist in organizing the Courtney
Campbe 11 Causeway Beaut; f i cat ion project. Mr. Lafferty is work i ng with a
volunteer landscape firm from Tampa who is designing the plan for the Clearwater
side of the causeway starting from the Water Pollution Control Plant to the
county line (between the two 'bridges). There is a wide strip of land west of
the Water Pollution Control plant, directly across the street from the DOT
office, which could be used to put in a paved parking lot, picnic table, etc.
by the water. From this point all the way down and on thernorth and south sides
of the causeway they are considering planting on the shoulders. The Department
of Transporation will not do any maintenance between the beds but will mairytain
around them. The primary plant material installed would be palms; in addl~iort

" there will be a combination of upright plant materials such as: oleanders, sea
grape, and pampas grass that could easily be maintained with herbicides. A
decision has not yet been made as to who will be responsible for maintaining the
, causeway. The plan may be ready in approximately three weeks: ~t that time they

application is January or February of 1990. ,
Memorial Causeway - Mr. Wilson stated he has received a letter from the
Department of Transportation office which is giving approval to Option 12. He
will be speaking with Mr. Coward of the OOT office concerning the causeway
renovations. At that time he will ask him about the Drew Street medians to
,inquire if anything can be planted.
~r. Bickerstaffe spoke to the President of the Clearwater Coalition of Homeowners
regarding the letter to Homeowner's Associations. He submitted the letter to
