MINUTES BEAUTIFICATION COMMITTEE Wednesday, September 6th, 1989 Member~ Present" Robert Bickerstaffe Joel Duling Lawrence Lindner Rose Moore Phoebe Moss ~embers Absent Psalm Mack-excused Don Nichols Faye Sol1id Mr. Wilson-Guest Mark Roether-Guest Belen Brown-Guest The regular meeting of the Beautification Committee was held in the Parks ah Recreation Department's Conference Room at the City Hall Annex on Wednesday, September 6th, 1989. Meeting was called to order at 9:00 a.m. Phoebe Moss welcomed new Committee member, Mr. Don Nichols. The Minutes of the August Meeting were approved as written. Courtney Campbell Causewa~ - Ream Wilson, Director of the Parks and Recreation Department, discussed a memorandum entitled IIMonthly Update-Courtney Campbell Parkway" from Stephen Lafferty, AlA, of Mudano Associates. Architects, Inc. Mr. Lafferty is volunteering with the Chamber of Commerce to chair the Committee on the Courtney Campbell Causeway in a beautification effort similar to what ,Tampa ,has done. Mr. Wi 1 son stated that once the cost of the project is determined, an application would be made to the State Department of . Transportation for a fifty percent grant. The City wi 11 be active in the proj~ct and members will be informed as later developments occur. , ~emor;al Causeway - Ream Wilson reported that approximately,$72,OOO is available in a Capital Improvement Project to relandscape these medians. Traffic ,Engineering will be running a new electrical line through the entire median and it will be trenched from one bridge to the other. Three landscape options for the causeway medians were reviewed: 1. leave medians as they are and continue to maintain. No capital cost would be involved. 2. 'Renovate the landscaping to the extent allowed by the Department of Transportation without a formal landscape plan and agreement being required. This would include new irrigation, new sod, redefine beds, remove existing. large, palms in beds and plant small sago palms. This renovation will save approximately $10,000 to $12,000 in operating costs. 3. Install a six inch vertical curb, refill all of the islands, put in new irrigation system, landscaping, etc. This option would be alrost cast prohibitive as it far exceeds money available for the project. I:' " " :',~ I "~' { : ;/ ,/ ;' , '1- -.--- of' The Committee discussed a memorandum describing Option #2 which will be recommended by staff if approved by the Department Of Transportation. Mr. Wilson' has sent' a letter to Mr. Cowart, Department of Transportation, request lng written approval. If approved, a recommendation will be sent to City Manager and to City Attorney for review. ' Rose Moore made a motion to accept Option #2 of'the renovation of the causeway , medians if it meets the Department of Transportation's approval. Motion was seconded and passed. Mrs. Moss suggested a press release be issued at such time as the project is approved so that anyone seeing the renovations to the medians will understand why the work is being done. ' Jree ProQram/AdoptHA-Park - Mr. Wilson informed Committee members that a flyer regarding tree pruning and the City's Street Tree Program is being prepared to be inserted with utility bills. ' Mr. Lindner inquired if any response had been received from the newspaper editorials, (City's Street Tree Program and AdoptHA-Park). Mark Roether, Nursery Superintendent, responded he had received some response and more trees are being- sold. Mr. Roether informed us that there are nine different varieties of trees available with photographs of each. Mr. Wilson also stated that he had received som~ response from the Adopt-A-Park editorial. " . r~r. Lindner asked if trees could be planted along Court Street. Mr. Wilson stated that, Court Street is D.O. T. property and permission to plant on this median would have to be given by D.O. To Small species may be planted but nothing is being, done at this time. Mr. Wilson will ask Mr. Cowart about. planting on Court Street when he discusses the causeway medians with him. Mr., Lindner asked about the weeds growing in the Downtown Clearwater planters and Mr. Wilson responded that they will be taken care of when the existing trees are replaced with smaller trees in grow bags. ,Christmas Decorations - Mr. Duling asked if construction will continue in the Downtown area during the Holiday Season. Mr. Wilson responded that work will cease approximately November 15th and not begin again until after the first of the year, so it will not interfere with holiday shopping, etc. , Mrs. Moss, spoke with Keith Crawford, Traffic Engineering t concerning the . Christmas decorations and stated that the balance of the scrolls are being worked on. Mr. Crawford stated that the new electrical work being done in Downtown Clearwater will provide merchants with an outlet for each tree. Mrs. Moss asked. Mr. Lindner if he would contact the Downtown Clearwater Association regarding the twinkle lights for the trees. Keith Crawford will install banners at the Countryside and U.S. 19 area. A letter will be sent to Keith Crawford regarding I", thi s subject with copies to the City Manager and City Commi ss ioners. Members :'-,,' , agreed that putting up the banners in the Countryside al~ea will give a feeling :;:::. (:) of unity to the community. <....i~ I " . 2 . ~ . ,~ Committee ApPointments - Mrs. Moss asked Mr. Wi lson if the Committee could contact Mr.' Talmadge Rutledge, North Greenwood Association, to inquire if he would like to submit his name to serve on the Committee. lie responded yes but appointments are made by the City Commission. ' SoarkljnQ Clearwater/Recyc1ina - Rose Moore will submit a photograph to the Sanitation Division regarding a recycl ing truck that is being used in Rho'de Island. .. :'"....~' ,', . , , -.' The Sanitation Oivi~ion is planning a new recycling drop off site at the Morningside Recreation Center. Mrs. Moss stated she had spoken to Matina Wagner, Sanitation Division, concerning what type of grocery bags are recommended. Matina responded that paper bags should be used; in order for recyclable plastic bags to decompose, they must have light, air and water. This plastic will not decompose in a land fill. Mr. Nichols suggested a project should be started to inform everyone how important it is to use paper bags instead of plastic. Correspondence - Letter by Larry Lindner to Mr. Elderkin, Hillcrest Mobile Home Park, was sent to inform residents of the City's Street Tree Program. The Committee suggested writing a letter of appreciation to Makos and Checkers for the landscaping design on their sites. Letter will emphasize the importance of maintaining the landscape. A copy will be sent to Craig Vaughn, Paradise Design, Inc. " , Larry Li ndner drafted a 1 etter to be sent to the Coa 1 it i on of C 1 earwa ter Homeowners Association, Inc., regarding the City's Street Tree Program. Mr. Bickerstaffe will take the letter to the next Homeowners Association meeting. Tree Thoughts Program - Members discussed promoting at a later date. Memorial Causeway BridQe - Mr. Lindner suggested three options for this abutment: II Take it down 2 Open it up and make it a fish~ng pier 3 Leave as is , ., Mr. Lindner spoke with Jerry Fernstein I Economic Development Director I who stated that any renovation must be approved by the City Commission.
