" I' '.\ l. ~ 'e "J", MINUTES BEAUTIFICATION COMMITTEE Wednesday, August 2, 1989 // Members Absent / Members Prese~t; Robert Bickerstaffe Joel Duling Lawrence Lindner Psalm Mack Phoebe Moss Faye Sollid Belen Brown-Guest The regular meeting of the Beautification Committee was held in the Parks and Recreation Department's Conference Room at City Hall Annex on Wednesday, August 2nd, 1989. Eugenia Berry Rose Moore-Excused Emma Whitney-Resigned Meeting was called to order at 9:00 a.m. Speaker, Matina Wagner, Acting Recycling Coordinator, spoke on the City's recycling program. She stated that in October 1988, the state mandated that all counties would recycle at least 30% of their waste by 1994. The City of Clearwater is affected since we are a part of Pinellas County and responsible for a collection of 100.000 resident1s garbage, trash, etci the county is responsible for disposal. Wayman Pearson, Sanitation Superintendent. saw disposal costs rising. Rather than letting this continue and raise resident's fees every year, he decided to start a recycling program which was started about two years ago and has been very successful. Clearwater's long term dream for recycling is to be an efficient part of an overall solid waste management program. Matina brought several objects that had been recycled such as: glass. and plastic (which can be made into carpeting, carpet padding, pot scrubbers and other hard plastics). She also mentioned that aluminum, scrap aluminum and cardboard are also recycled. Sanitation's newest project is yard waste recycling wherein residents yard waste is picked up separately at the curb. The yard waste will be chopped up and made into mulch. It will then be offered back to residents free of charge. Resident's soil can actually be improved by using this mulch. Fliers will be sent out next month in utility bills to inform residents of the new program. Matina stated recycling is a three step process and all three steps must be completed before the recycling process can be completed. (1) Recovery, (2) Remanufacture, (3) Reuse or Rese 11. Last year the City of Clearwater dedicated almost 4 million dollars to disposal of our garbage; we produced a'lmost 110,000 tons of garbage. It is felt that if we can cut back the 30% that the state has told us to reduce. we could save over a million dollars in disposal cost. This will help with the inflation of disposal costs, personnel costs, commercial costs, transportation costs, and will enable Sanitation to keep residential costs down. A biodegradable plastic bag cannot be recycled, but paper bags are recyclable and are not,toxic to the environment. Matins asked everyone to keep getting paper bags. 3) Spread the word about recycling programs. Matina resporid~d to the question "What recycling programs does the City of Clearwater have now?" " 1) Recycling curb service with Neighborly Senior Services, Chet Smiley: The Sanitation Division is going to help by supplying vehicles and manpower. They will assist with publicizing this program in the fall. Mr. Smiley is covering over' 15,000 of our single family homes at no cost to the City. 2) Commercial glass and aluminum routes at local restaurants and bars: Employees separate these materials, and Mr. Smiley has a driver who services these establishments. 3) Office paper recycled by all City employees: A ton of office paper a week is recovered. Program to be expanded to private businesses. 4) Scrap metal recycling program: This program in its first month recycled over 34 tons of scrap metal and made the City of Clearwater revenues over $1,500. 5) Cardboard route is generating about 10 tons a month. City of Clearwater is selling the cardboard. 6) Newest and biggest project of the Sanitation Department will be modifying the Transfer Station on Old Coachman Road. Station will be expanded so that commercial loads of recyclables can be sorted there. 7) Sanitation is working very closely with other counties and state programs. 8) Educate the public to let them know what can be recycled and what can be done with hazardous waste materials. Waste oil should be put in a clear pastic container ior curbside pick up unless a service station will accept it. Jurunesty day for hazardous waste products will be held twice a year until the county hazardous waste station is built. 9) Sanitation Division is going tp set up two permanent education sites at Moccasin Lake Nature Park and the Marine Science Center. Containers should be washed with lids removed and placed in paper bag. " Matina informed Committee that the Sanitation Oivision Recycling Program will be active at the Jazz Holiday Festival. The Minutes of the July Meeting were approved as written. Correspondence - Phoebe read letter sent to Eugenia Berry by Cynthia Goudeau, City Clerk, regarding her term of office and asking if she would like to be considered for reappointment to the Committee. Emma Whitney's letter of resignation was read. Phoebe asked members if they would like to send a certificate of appreciation for all the work Emma has done while serving on the Committee. Psalm revised the information into a letter and publicity release which the Committee discussed. Psalm will meet with the Clearwater Times Editor, Bob Henderson, to discuss publicity for this program. A~ards - Craig Vaughn, Makos+ and Checkers, beautification award was discussed. Committee members agreed that someone from the Committee should keep a list of all awards, letters, etc. that Committee has submitted. Faye Sollid will record this ,information. Members agreed to send a letter of appreciation instead of a beautification award to Mr. Vaughn for his efforts. Q1d Business ~ Mr. Wilson will keep the Committee apprised of plans for the Courtney Campbell Causeway and Memorial Causeway. " Street Tre~ ProQram - Larry Lindner will join Psalm Mack to meet with Bob Henderson, , to discuss the Street Tree Program and the Adopt-A-Park program.
