Beland Brown, , Clearwater Garden Club, and Ream Wilson, Director of Parks and Recreation, were also in attendance as guests. The Minutes of the June Meeting were approved as amended. Committee Reports Christmas Decorations - No report Environmental/Public Works - No report Sparkling Clearwater/Recvclina - Phoebe Moss will contact Wayman Pearson, Director Sanitation Department, and ask him to attend the August Meeting. Awards - Resolution of Appreciation Certificate for Lisa Lanza, approved and,mailed. 'Hiahway Beautification Grant: Mr. Wilson reported the deadline is February 20th, 1990, to submit the application for the Highway Beautification Grant for the Pinellas side of the Courtney Campbell Causeway. He stated that Mark Roether, Nursery Superintendent, had been told that a Highway Beautification Grant would not fund renovations on the Memorial Causeway since it is not in any great need of beautification. Only causeways that are in need, such as the Courtney Campbell Causeway, are eligible for these funds. Mr. Roether has met with the Landscape ,Architect who is working on a plan for the causeway. Memorial Causeway Renovation: Mr. Wilson reported that some monies are available in the City's Capital budget to relandscape the medians on Memorial Causeway. The City started funding this project two or three years ago because of complaints received from the general public. Since then, new flowers have been planted, compliments have been received and the medians have been well maintained. Mr. Wilson said that several options for landscape renovations are being considered for recommendation: 1) Not renovate, but continue to plant,more flowers and maintain what has already ~~ ,. ,--, " '~ , ) -~. :- , ' ...-') , '....."I , " , f ~. ' . ;)C.,' " been planted. 2) Renovate the medians to the extent the D.O.T. will allow without having to submit a formal Landscape Plan and Agreement. Possibly install a new irrigation system and resod grass without having to remove all the existing trees. Mark Roether will report to Mr. Wilson the maximum the D.O.T. will allow without having to satisfy new landscape codes. 3) Prepare a full Landscape Plan and Agreement to be approved by the City and D.O.T. to remove all existing landscaping and to install all new plant material from bridge to bridge. Mr. Wilson will report back to the Beautification Committee as to the estimated cost of each option. A recommendation could then be formulated to present to the City Manager and City Commission. ~itv's Street Tree ProQram: Mr. Lindner is in the process of establishing a letter that will be submitted to homeowners in Clearwater. Information from Mark Roether, Nursery Superintendent, regarding the City's Street Tree Program and the type of trees available for planting was brought to the meeting for members to review. The possibility of using newspaper publicity (Clearwater Sun and Clearwater Times) to inform homeowners of the City's Street Tree Program was suggested. Members discussed other ways of getting information out to homeowners such as: Ij Sending information to Homeowner's Associations 2 Publicity through newspapers 3 Insert information in Utility Bills, including correct tree pruning. Mr. Lindner will contact Birgitt Dowd, Public Relations, regarding newspaper publicity. Adopt A Park - Members discussed publicizing this program. Mr. Lindner asked if there was a master list of parks that could be adopted. Mr. Wilson responded there is none, but that many pieces of property within the City could be adopted such as: medians, parks, public bUilding grounds, etc. Mr. Wilson also stated that anyone interested in adopting a park first contact him for details since a Hold Harmless statement and plan would have to be approved before beginning any work. Psalm Mack volunteered to type up a rough draft on the Adopt a Park project to send out to businesses, residents and professional groups, so they may become better informed of the program. Phoebe Moss suggested newspaper articles be used to inform the public of what is available for adoption. Beland Brown, Clearwater Garden Club informed members of the Gard~n Club's involvement in a similar program. Mrs. Brown stated that if she sees an area that needs improvement, she reports it to Mr. Wilson. Mrs. Moss stated that in the past the Beautification Committee had been assisting the Environmental/Public Works Department in an effort to assure business landscapes are kept up to code. Court Street Median - Mr. Wilson contacted Bill Baker, Public Works Director, regarding planting of trees in these medians. " ' " ~R2!4 ~ - Mr. ,Wilson said that trees could be planted on mobile home park property, but ,not in the right-of-way, to help beautify this roadway. Mr. Lindner suggested informing these residents of the Street Tree Program. .tiew .B..urln.en - Mr. Lindner brought to Committee members attention the article "Wish ITSt~rwater". The City of Clearwater asked the Clearwater Chamber of Commerce ,for input regarding where to go for information, etc. A Task Force was formed which was' independent of the Chamber but under their support. This Task Force met for ,approximately one year and established statements of goals in order of their importance. Goal Number 5 of the Clearwater Long Range Economic Development Task Force directly relates to improving the municipal aesthetics throughout the City, The Committee reviewed this report but decided at this time they would work on matters already at hand. .Craig Vaughn contacted the Committee and is interested in receiVing a Beautification Award for the new relandscaping completed. at Mako Plus and Checkers. Members discussed whether Mr. Vaughn was deserving of an award, Committee members will look at these properties and report back at the next meeting.
