July 6. 1988 / / ~ The regular meeting of the Beautification Committee was held on July 6. 1988 at 9:30 a.m. at the City Hall Annex. Members present were Mr. Robert Bickerstaffe. Mrs. Ruth DuChateau. Chairperson Lisa Lanza. Mrs. Phoebe Moss and Mrs. Emma Whitney. Mrs. Eugenia Berry and Ms. Jacquelyn Smith were excused and Mrs. Milly Joplin and Ms. Paula Littlefield were absent. Mr. Joe Maglia and Mr. Ched Smiley were also present at the meeting. " Chairperson Lanza called the meeting to order. She asked for a motion to approve the June minutes. Mrs. DuChateau made the motion and it was seconded by Mrs. Moss. Mr. Wilson joined the meeting to give his update. He was meeting with downtown property owners concerning the impact of the Streetscape on their businesses. Couch Construction will do the work and will begin with the south side of the 400 block of Cleveland Street. The construction company cannot proceed to the other side of the block until such time as the south side is totally complete. This project will be ad- ministered by the Public Works Department and Parks and Recreation will be assisting with landscaping while Traffic Engineering will be working on installation of electrical wiring. Work will begin on August 1 and it will require four to six weeks for each side of each block. It is estimated the whole project will take 16 to 18 months. .~ ~ Chairperson Lanza invited Mr. Joe Maglia. Asst. Supt. of Sanitation for the City of Clearwater to the meeting to tell the Committee about the City's recycling program. Clearwater began a newspaper recycling program one year ago in selected areas of the City. Mr. Maglia said the legislature passed a solid waste management bill which will require cities to recycle 30% of their solid waste. This program must be in effect by July 1. 1989. Also. cities must meet a deadline by 1994 when newspapers. cans. both metal and aluminum. yard clippingsl old automobile tires, batteries. construction debris etc.. will not be accepted at landfills. If this deadline is not met. certain funding will be denied. Hr. Ched Smiley also spoke to the Committee about the importance of recycling newspapers. Mr. Smiley is director of Palm Harbor's Neighborly Senior Service Center and five and one-half years ago began a recycling program to raise funds to keep the Center open to serve the community. They now collect approximately 500 tons of news- papers every month. Members were asked to help recycling efforts by speaking to their neighbors and to civic and homeowners groups. Chairperson Lanza thanks Mr. Maglio and Mr. Smiley for their informative,talks. Chairperson Lanza said she talked with Alan Mayberry and the Piggly Wiggly Shop- ping Center has changed ownership again. When more information is received she will write them a letter. Holiday decorations - Mr. Keith Crawford and Bob Morrison joined the meeting. Mr. Crawford said he was committed to provide fifty (50) scrolls, two for each pole. for the 1988 holiday season. Each pole will eventually need four scrolls at a cost of $85.00 each. This does not include the decorations and hangers. but the City has garlands of green vinyl and silver foil. $351000 has been included in th~s year's budget to replace the wiring on the Causeway. Mr. Crawford asked for input from the Committee on how to use the lanterns and banners from previous years.
