'J' .,~, ,., BEAUTIFICATION COMMITTEE WednesdaYt November 4, 1987 The regular meeting of the Beautification Committee was held on Wednesday, November 4, 1987 at 9:30 a.m. at the City Hall Annex. Members present were Mrs. Eugenia Berry, Mr. Robert Bickerstaffc, Chairperson Lisa Lanza and Mrs. Phoebe MOSD. Mrs. Ruth DuChateau) Mr. Rand Knox and Ms. Jacquelyn Smith were excused nnd Mrs. Emma Whitney was absent. Chairperson Lanza called the meeting to order and asked for approval of the October minute&. Mr. Bickerstaffe made the motion for approval and it was seconded by Mrs. Berry. Chairperson Lanza said a letter of appreciation had been written to Mr. Fred Thomas, President of Pinch-A-Penny, for the street end he adopted under the Adopt- A-Park program. Members were encouraged to take a drive to the beach to see it. Gulf-to-Bay Shopping Center - Members were informed and received a copy of a memo from Alan Mayberry on the current status of this project. Mr. Mayberry stated in his memo that he had received a call from Best Irrigation and Landscap- ing for the purpose of obtaining information on what landscaping was being required to satisfy compliance with the Code. It was also learned that the Center was recently purchased by a Mr. Ron Heller and it was his intention to install the necessary landscaping. Mr. Mayber~y agreed not to take further action if a land- scape plan was submitted within thirty (30) days, by November 30. At present Mr4 Mayberry 1s awaiting the submittal of the plan. /0 ~) Chairperson Lanza set up subcommittees for various areas of beautification for discussion. They are: , ' I': >', Public Works/Environment/Engineering--landscape ordinance compliance; landscape and maintenance of public properties; protection and beautifi- cation of shorelines; sign ordinance compliance; fence ordinance compliance. ~, ' ,~ ' , Sparkling Clearweter--Anti-litter campaign) Bottle Bill legislation; arrange activities for "Sparkling Clear,water Days". )> Christmas Oecorations--Pursue implementation of scroll design and minfa- ture lighting of Memorial Causeway; improve appearance of Christmas tree. Beautification--Pursue Adopt-A-Park program with individuals) homeowners associations and businesses. >~. ';f After a short discussion Mr. Bickerstaffe moved that the Committee adopt the subcommittees as presented by the Chairperson. It was seconded by Mrs. Berry. Chairperson Lanza said Mrs. Whitney and Mr. Bickerataffe would continue to work on Christmas decorations and Ms. Jacquelyn Smith seems interested in Sparkling Clearwater. Mrs. Moas volunteered to work on pursuing the Adopt-A-Park program. ,'. ;~' " I: , Mr. Bickerstaffe presented his ideas on Cooper's Point. He would like to see the owners develop part of it with approximately 25 homes which would provide a tax base to take care of the 300 acres for mangroves ,and birds. This way the private sector would be supporting the project. 'He felt and other members agreed, ,t ' that 1.3 million is too much money to spend for it. ./. " ,-:', ~~: ' " . ' ";'.< Mr." Wilson again explained the Adopt-A-Park program. At present there are ',fourteen Permits with iridividuals or homeowners associations and two Agreements with businesses. The Permits do not include a sign but the Agreements allow a ~mall,sign indicating the business maintaining the park. Mrs. Moss volunteered to work on this subcommittee. Update from Mr. Wilson-- Trimming of Limbs by Traffic Engineering--Mr. Wilson said Traffic Engineer- ing,employees trim hedges. but tree limbs are done by the Parks Department the day after work orders are received, from Traffic Engineering. Memorial Causeway--The Nursery Division has many projects pending and it is planned to begin on the Causeway the latter part of summer 1988 as $38.000 is in the 87/88 budget and $38,000 in the 88/89 budget. In this way ,there is a total ,of $76,000 and the project can be completed at one time. ' A landscape plan has to'be submitted to the Department of Transportation for approval. There are some restrictions from the Department. but it is hoped they will make some exceptions. Also. within the next month the Nursery Division will be putting in more annuals on the Causeway.
