BEAUTIFICATION COMMITTEE Wednesday, September 2, 1987 The regular meeting of the Beautification Committee waS held on Wednesday, September 2, 1987 at 9:30 a.m. at the City Hall Annex. Members present were Mr. Robert Bickerstaffe, Chairman Rita Canan, Mrs. Ruth DuChoteau, Ms. Lisa Lanza) Mrs. Phoebe Moos and Ms. Jacquelyn Smith. Mrs. Eugenia Berry and Mr. Rand Knox were excused and Mra. Emma Whitney was absent. t. . The Chairman called the meeting to order and asked for approval of the August minutes. Mrs. DuChateau mBde the motion and it was seconded by Mr. B1ckerstaffe and passed. Mr. Wilson joined the meeting to update the Committee on the Cleveland Street trees. He wanted to get the con census of the Committee before the plan goes to the Commission for approval. This plan has already been discussed with the Down- town Development Doard and the Clearwater Downtown Association. He showed the Committee the plan which was drawn up by Mike Mulligan, the City's Landscape Archi- tect, who was also at the meeting. The primary objection to shade trees is that' they drop leaves and hide business signs. Mr. Wilson and Mr. Mulligan feel shade trees are preferable to palms to soften and buffer the concrete and asphalt of the downtown area. They desc~i~ed the use of grow bags for the trees which could then be transplanted after three or four years and be replaced with new trees. The grow bags enclose root systems so they do not spread and break up the sidewalk. Several varieties of shade trees will be used. ,'" ' After much discussion in regard to shade trees versus palms and maintenance of each variety by the City, Chairman Canan asked for a motion. Mr. Bickerstaffe made a motion that the Committee approve the plan as outlined by the City. The motion was seconded by Me: Lanza and passed. Mr. Alan Mayberry, Environmental Inspector. was invited to the meeting to report on the Gulf-to-Bay Shopping Center. He said the Environmental Section sent a letter to the owners of the Center. Arthur and Mary L. Bruno of Amhurst, ,'N.H. The letter was dated August 19 and no reply has been forthcoming. After discussion, members felt the Committee should send a follow-up letter to the Bruno's. Mrs. DuChateau made the motion that the Committee send a follow-up letter to the owners and it was seconded by Mr. Bickerstaffe and passed. Chairman Canan , will write the letter. Mrs. Moss asked if photos would enforce the complaint and Mr. Bickerstaffe responded that if we hear nothing from them, photos would be in order. " " " .,~ 'l . '.c'_ , ~ ': Mr. Mayberry stated that this is his first experience with enforcement of the landscape ordinance. He said that thirty days after the date of the letter, en- forcement for non-compliance will begin. He will keep the Committee informed. Ms. Lanza wrote a ,News Release about the time and effort Committee members are volunteering to reinspect existing landscaping of commercial sites. Mr. Mayberry is providing members witll the original landscape plans and members go to the site 'and make their inspection. They have inspected approximately twenty siteB. Members read the news release and Mr. Bickerstaffe made a motion to release it to the ne~s- paper. The motion was seconded by Mrs. MOBS and passed. ,",' t," Chairman Canan's term on the Committee expired this month and she Bsked for nominations for Chai~an. No one on the Committee felt they could do it at this time. Mr. Bickerstaffe will be Acting Chairman for the October meeting.
